SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION L RECOMMENDATIONS: A. Approve and Authorize the Health Services Director, or his designee, to develop and transmit an application along with the necessary certification and assurances to the Federal Emergency Management Agency (FEMA)for the operation of the Mt. View Emergency Shelter for families. B. Authorize the Director of Health Services or his designee to accept up to $75,710 in FEMA funding and enter into a contract with FEMA to perform all responsibilities in relationship to receipt of the funding and contracted provisions for CY 2001. ii. FISCAL IMPACT: The funds requested of the Emergency Housing Assistance Program (EHAP) Round VIII is essential to providing adequate emergency housing and supportive services to families year-round. No additional County funds are required. III. BACKGROUND: According to the Continuum of Care Gaps Analysis 2000, there are approximately 282 emergency shelter beds available for families in Contra Costa, 90 of which are only available during the cold weather season of November through March. The demand for shelter far exceeds the County's current capacity forcing homeless service providers to turn away an average of 40 families per night, many of which are from Central and East County where there are no year-round facilities. It is with this knowledge that the Contra Costa County Homeless Continuum of Care 5 yr. Plan (1996), approved by the County Board of Supervisors, identified the need for the expansion of year-round emergency shelter beds for families and ranked it a high priority. In August 2000, construction on a new transitional housing facility for homeless families began with the approval and support of the Contra Costa County Board of Supervisors and the Department of Housing and Urban Development. Aimed at creating additional supportive housing units in the County for parents and their children, the East County Transitional Family Center will offer families currently receiving services at the County's old transitional housing facility in Martinez, CA to move to the new state of the art facility in Antioch in April 2001. This expansion in transitional housing units creates a unique opportunity and creates a space for a year-round emergency shelter for 5-8 families at a time (24 beds) and fill a much need gap in emergency services. Anticipating a complete conversion to emergency services in June 2001, the Mt. View Emergency Shelter for Families located in Martinez, CA will provide shelter and supportive services to approximately 96 family members annually. Designed to meet the immediate shelter needs of parents and their children, Mt.View will be a year- round, 24-hour facility aimed at stabilizing each family by offering a safe environment with critical support services over a 90-day period. Every family will meet with a case manager to identify the short-term needs of each family member that will enable the family to move to a more stable living situation. These supportive services are the building blocks necessary to assist families in making the transition off the streets and into more stable housing. FISCAL IMPACT: This Amendment allows technical adjustments to the contract boilerplate. There is no increase in the State' s total funding for this program. BACKGROUND/REASON(S) FOR RECOMMENDATION(s) : On November 19, 1995, the Board of Supervisors approved Standard Agreement #29-772 (as amended by Amendment Agreements ##29-772-1 through #29-772-5) with the ,tate of California for the Medi-Cal Local Initiative Health Plan, for the period from October 1, 1995 through March 31, 2002 . Approval of Standard Agreement (Amendment) #29-772-6 will allow technical adjustments to definitions set forth in the Standard Agreement as requested by the State, with no change in the total funding amount . BACKGROUND: Bynatann Enterprises, Inc. was competitively selected to provide website design, support and consultation for the Employment & Human Services Department website in June 2000. This amendment will enable Bynatann Enterprises to provide additional services in the form of developing a contacts page, instructions page, County map, and providing update facilitation and on going support, design and consultation. BACKGROUND/REASONS FOR RECOMMENDATIONS Five lawsuits have been filed against the County challenging recent the General Plan Amendment modifying the Urban Limit Line: City of Brentwood v. County of Contra Costa, et al., Case No. COO- 03741; City of San Ramon v. County of Contra Costa, et al., Case No. COO- 03745; Finley-Tassajara Corporation v. County of Contra Costa, et al., Case No. COO-03704; Mission Peak Homes, Inc., v. County of Contra Costa, et aL, Case No. COO-03705; and Roddy Ranch, LLC v. County of Contra Costa, et al., Case No. COO- 03734. These lawsuits object to the Urban Limit Line modifications on CEQA and other grounds. The law firm of Remy, Thomas and Moose, LLP, assisted County staff and its consultants with the preparation of the EIR for the Urban Limit Line modifications and is very familiar with the key portions of the draft and final EIR. The Community Development Department and the County Counsel believe that the services of Remy, Thomas and Moose, LLP, will be of assistance to the County Counsel's Office in defending the lawsuits challenging the Board's decision to modify the Urban Limit Line and recommend that they be retained.
