APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND the
revenue agreement (#29-071) with Contra Costa Community College District to Extend the agreement period

FINANCIAL IMPACT:
No County cost.
BACKGROUND:
The Contra Costa Community College District receives a State allocation of CalWORKs funds for services to
CalWORKs participants enrolled as students at the Contra Costa Community College District College
campuses. This revenue agreement will allow Employment and Human Services to identify and receive
reimbursement from Contra Costa Community College District for the services provided at on-campus sites.
Employment and Human Services continues the provision of an on-site CaIWORKs supervisor for system
coordination and case management.
The original revenue agreement period was from March 1, 1998 through June 30, 1999 for a total of$88,000
in CalWORKs funding. The allocation was increased in increments as follows: $40,750 for the period of
through September 30, 1999; $75,000 for the period of through June 30, 2000; and, $75,000 through June
30, 2001, for a total revenue agreement amount of$278,750.
The billing period for this agreement will be through September 30, 2001.

RECOMMENDED ACTION:
AUTHORIZE the Employment & Human Services Director, or designee, to APPLY for and
ACCEPT a Truancy Reduction Demonstration grant (#29-100) from the U.S. Department of Justice,
Office of Justice Programs (OJJDP) in the amount of $57,000 for the period August 1, 2000 through
July 31, 2001.
FINANCIAL IMPACT:
No County funds.
CHILDREN'S IMPACT STA'T'EMENT:
This action directly supports the first and fifth outcomes, "Children Ready for and Succeeding in
School" and "Communities that are Safe and Provide a High Quality of Life for Children and
Families".
BACKGROUND:
This action enables the County to apply for and receive funding to address truancy problems. The
Employment and Human Services Department (EHSD) will enter into an Interagency Agreement to
provide funding to John Swett Unified School District. The District will hire up to three Positive
Attendance Workers to contact and assess families of truant children and provide referrals for additional
services as needed. EHSD will enter into an Interdepartmental agreement with the Probation
Department to provide funds for a Truancy Coordinator who will identify, assess, and counsel truant
youth in John Swett High School.
The Employment and Human Services Department was invited to submit an application for funding a
Truancy Reduction Demonstration Program by OJJDP. Funding will allow the County to expand its
commitment to specific Weed & Seed Program outcomes: reduced truancy, reduced crime, and increased
High School graduation in the John Swett Unified School District.

RECOMMENDED ACTION:
AUTHORIZE the Employment & Human Services Director, or designee, on behalf of the Workforce
Investment Board, to APPLY for and ACCEPT a Small Business Development Center grant (#29-084-2)

FINANCIAL IMPACT:
No County funds. This agreement is funded with a $59,477 match supplied by the Community Development
Block Grant and other joint project recipients.
CHILDREN'S IMPACT STATEMENT:
This action will directly support the third outcome, "Families that are Economically Self-Sufficient".
Activities under this agreement provide Contra Costa County residents with opportunities for self-
employment
elfemployment and for development of a strong local economy.
BACKGROUND:
On June 13, 1995 the Board initially authorized acceptance of grant funds from the State of California Trade and
Commerce Agency for the Contra Costa County Private Industry Council (PIC) to host the Small Business
Development Center (SBDC). On March 7, 2000 the Workforce Investment Board (WIB) replaced the PIC in
accordance with the Workforce Investment Act of 1998.
This action will enable the County to continue receiving SBDC grant funding from the California Trade and
Commerce Agency to provide opportunities for County residents to start small businesses, seek self-
employment, and develop a strong local economy.

RECOMMENDED ACTION.

FINANCIAL IMPACT:
No County costs. All funds covered in this action derive from State and Federal sources.
BACKGROUND:
On December 7, 19991 the Board designated the Contra Costa County Private Industry Council as the Interium
Workforce Investment Board(Item C. 27)to serve until the appointment of the permanent Workforce
Investment Board. On March 7, 2004(Item#C.31)the Board established the Workforce Investment Board and
appointed its members. The Federal Workforce Investment Act of 1998 (WIA)directed the sunsetting of the Job
Training Partnership Act and the establishment of a revised workforce development system and the replacement
of the local Private Industry Councils with local Workforce Investment Boards(WIBs).
This action will allow the Workforce Investment Board to continue providing policy guidance on State and
Federal grants awarded to the former Private Industry Council and to assume the role of host to the Small
Business Development Center that was previously held be the Contra Costa County Private Industry Council.
The County serves as the fiduciary agent for grant awards to the Workforce Investment Board including funds
awarded to the Small Business Development Center.

SUBJECT: Assign a Sheriffs Lieutenant as the Los Medanos Police Academy Manger
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Sheriff to sign a contract with Los Medanos College for the assignment of a Sheriffs Lieutenant as
the Los Medanos Police Academy Manager.
11. FINANCIAL IMPACT:
Los Medanos College has agreed to reimburse the Office of the Sheriff for seventy-five percent(75%)of the cost
of a Lieutenant position. The remainder of the salary and benefits($2.5,000 per year) is within the budget of the
Sheriff's Office.
111. BACKGROUND/REASON($
A-FOR RECOMMENDATION(S):
The majority of Deputy Sheriff Recruits hired by the Sheriffs Office undergo their basic training at the Los
Medanos Academy. The Academy is operated by Los Medanos College for the benefit of a variety of agencies
and thus Contra Costa County has minimal input regarding the training, curriculum and operation of the
Academy. The Sheriff is keenly interested in becoming more involved in the training delivery to our new recruits.
He has appointed a committee to study all possible options for more input by the Sheriffs Office into the training
of our Recruits. Consequently, the Los Medanos College president, offered the unique opportunity for
collaboration between the Sheriff and the College, by requesting that we assign one of the Sheriff's Lieutenants
as the Academy Manager at Los Medanos. Heretofore, the Academy Manager position, which is responsible for
the day to day operation of the Police Academy, has been a position hired and appointed from within the college
structure. The Sheriff accepted this invitation in order to work more closely with the College in the training of our
Recruits.
M .,CONSEQUENCES OF NEGATIVE ACTION:
The consequences of not negotiating this agreement would be that the Sheriff would lose a unique opportunity to
be more directly involved in the tracking and training of our Deputy Sheriffs,

MEMORANDUM OF UNDERSTANDING
For
CONTRA COSTA COUNTY COMMUNITY COLLEGE DISTRICT
SHERIFF'S OFFICE ACADEMY MANAGER
This Agreement is made and entered into this day of , 20____, by
the Office of the Sherif hereafter referred to as the"County"and the Contra Costa County
Community College District, hereafter referred to as the"District." This agreement shall be in
effect for two (2)years from the above date, unless terminated as specified in condition ten(10).
The intent of this agreement is for the Office of the Sheriff to provide a sworn manager
(Lieutenant) hereafter referred to as"Academy Manager"to the Contra Costa County
Community College District, for the purpose of supervising and managing the Basic POST
Academy Program, at Los Medanos College.
The County and the District agree to the following conditions:
1. The County shall provide a Lieutenant to serve as the on-site supervisor/manager of the
Basic POST Academy Program. The schedule of the Academy Manager shall be
determined by mutual agreement between the District and the County.
2. The County shall provide to the District suitable candidates for the Academy Manager
position. The District shall have the right to interview prospective candidates. The
selection of the Academy Manager shall be determined by mutual agreement between the
District and the County.
3. The County shall retain sole responsibility for any and all personnel issues as it relates to
the Academy Manager. Additionally, any employment issues shall be governed by Contra
Costa County Human Resources Department policies/procedures and/or Office of the
Sheriff policies/procedures.
4. The District shall provide at their cost any specialized training needed for the Academy
Manager. The County shall provide at their cost any other training as required.
5. The duties and responsibilities of the Academy Manager while working in that capacity
shall be at the direction of the District and by mutual agreement. The District shall
provide the County with an itemized list of duties and responsibilities for the Academy

Manager. The Academy Manager shall report to the College Director of Public Safety
Training. Any disputes will be resolved by mutual agreement between the Sheriff of
Contra Costa County and the President of Los Medanos College.
6. In the event of an emergency the County reserves the right to immediately recall the
Academy Manager from the District for redeployment.
7. The District shall compensate the County for academy management services as follows.
The District shall pay for.75 FTE of a Lieutenant's salary including fringe benefits
(currently$76,500.00, depending on candidate selected). The District shall be notified
thirty(30) days in advance of any salary adjustments in writing. The District and the
County may negotiate any future salary adjustments. Payments shall be made to the
County each quarter, starting from the initial month this agreement was entered into, and
will continue until termination of this agreement. Any partial months will be prorated at
the .75 FTE cost.
8. The District agrees to indemnify and hold harmless the County and its authorized agents,
officers, and employees against any and all claims or actions arising from District's acts,
errors or omission and for any costs or expense incurred by the County on account of any
claim therefor.
9. The County agrees to indemnify and hold harmless the District and its authorized agents,

claim therefor.
10. This agreement may be terminated upon Sixty(60)days written notice by either party.

Attached is a Board Order for a contract with Los Medanos and a P-300 for a Crime
Analyst position. Earlier this week I sent up a P-300 for an add/cancel for Senior
Criminalist, and there are several more transactions en-route, including a request for a
new position . . . Safety Specialist, the concept of which was approved in the budget
presentation.
These transactions and the ones that follow have been determined to be our highest
priority needs with regard to conducting our business, and are part of our overall
spending plan.

Subject: Attached Board Order
The Sheriff has been negotiating with Los Medanos College to place a Lieutenant at
the College as the Academy Manager. The additional Lieutenant position has already
been approved and added to our authorized staffing by the Board on September 12,
2000. What remains is to negotiate and sign a proposed two year contractual
agreement. The College District has agreed to reimburse the Sheriffs Office with
seventy-five percent (75%) of the salary and benefits of the Lieutenant position. The
remaining cost is within the Sheriff Office budget and would allow this Lieutenant to be
involved in Department wide training matters for a portion of his/her time.
I have attached a draft contract and proposed Board Order, and sent the draft contract
to County Counsel for review.
