REASONS FOR RECOMMENDATION/BACKGROUND: The existing Bethel Island Bridge was constructed in 1948. The bridge is constructed primarily of wooded components. As a result of its age and exposure to a marine environment, the bridge is coming to the end of its serviceable life. Bethel Island Road Bridge has been identified by the State of California Bridge Rehabilitation Program as being structurally and functionally inadequate and is eligible for funds to replace it. The County is the lead agency in the replacement project but currently lacks experienced staff to design a bridge of such magnitude. Consequently the County has successfully negotiated with J. Muller International to provide these design services. IV. CONSEQUENCES OF NEGATIVE ACTION: If the Consulting Services Agreement with J. Muller International is not approved, the project cannot be completed and the County may lose the federal funds. ToBOARD OF SUPERVISORS ! REASONS FOR RECOMMENDATIONMACKGROUND: The project combines three traffic signal projects along Pacheco Boulevard. Site 1: Pacheco Boulevard at Camino del Sol The project is needed to provide for increased safety and improved traffic regulation in the vicinity of Las Juntas School. Site 2: Pacheco Boulevard at Center Avenue The project is needed to modernize an existing signal and eliminate median island signal poles at this intersection. Site 3: Pacheco Boulevard at Second Avenue The project is needed to install a signal to direct right-of-way at this currently unsignalized intersection. The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. The Board reviewed and approved the projects as follows Site 1: Pacheco Boulevard at Camino del Sol on June 20, 2000 and determined the project to be exempt from the California Environmental Quality Act as a Class 3D Categorical Exemption. A Notice of Exemption was filed with the County Clerk on June 22, 2000.
