SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE and AUTHORIZE the Deputy Director-- Redevelopment to sign a contract not to
exceed$1,300,000 between the Redevelopment Agency and Contra Costa County forfunding
of the design and construction of the Parker Avenue reconstruction project, Rodeo.
APPROVE and AUTHORIZE the Director of Public Works to sign a contract not to exceed
$1,300,000 between the Redevelopment Agency and Contra Costa County for funding of the
design and construction of the Parker Avenue reconstruction project, Rodeo.
FISCAL IMPACT
No General Fund monies are involved. The total contract amount is$1,300,000 and will come
from the Rodeo Redevelopment Project Area capital portion of the tax increment and bond
proceeds funds. This project is included in the Agency's budget. The project is to be
combined with the Parker Avenue utility under grounding project to realize economic
efficiencies.

BACKQROUNb/REASONS FQR RECOMMENDATHORS
The reconstruction of Parker Avenue, including the undergrounding of utilities, has
long been a desire of the community of Rodeo. The 1997 Rodeo
Downtown/Waterfront Specific Plan also contemplated the provision of streetscape
improvements (street furniture, decorative street lighting, and landscaping) as an
initial step to revitalizing the downtown area. An opportunity to combine Agency
Funds, Utility Undergrounding Funds, and Tosco Transportation Mitigation Funds to
accomplish this approximate $2.9 million project exists at this time. The project
design phase is expected to take the bulk of 2001, with an anticipation of
construction in the spring/summer of 2002.
