Uilkema, Chair Supervisor Mark DeSaulnier DATE: October 24, 2000 SUBJECT: REPORT ON REQUEST OF CONTRA COSTA WATER DISTRICT TO ALLOW CONTINUED USE OF CONTRA LOMA RESERVOIR LAND AREA BY THE DIABLO VALLEY RADIO-CONTROLLED FLIER GROUP SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE Chair to sign a letter to the Contra Costa Water District requesting that the Diablo Valley Radio-Controlled Fliers be alloyed to continue to use land in the Contra Loma Reservoir Park facility. FISCAL IMPACT None BACKGROUND/REASONS FOR RECOMMENDATIONS The Diablo Valley Radio-Controlled Fliers group have been utilizing a portion of the Contra Loma Reservoir Park facility for a model aircraft flying field, and have recently been provided notice by the East Bay Regional Park District to cease use of the facility effective December 31, 2000. Members of the Fliers group have requested that the EBRPD reconsider their position, and requested the EBRPD to ask the Contra Costa Water District (CCWD) to amend the Recreation Area Management Plan (RAMP) CCWD has in place with the Bureau of Reclamation in favor of the Flier group's usage of the property. During the September 19, 2000 meeting of the CCC/EBRPD Liaison Committee, the issue was discussed with members of the Fliers Club, and the EBRPD. The EBRPD indicated they were compelled to act by the Water District, because the Fliers are not included in the RAMP document, this being only one of a number of contentious issues complicating joint use and operation of this facility. EBRPD Board members indicated that although the issue has not been addressed by the EBRPD Board, the Fliers were invited to attend a EBRPD Board meeting to discuss the issue and indicated they would have no problem with the Fliers continuing to use the facility if CCWD agreed. Box H2O Concord, CA 94524 November 14, 2000 Dear Mr. Campbell: On October 24, 2000 the Contra Costa County Board of Supervisors authorized the Chair of the Board to sign this letter requesting the Contra Costa Water District (CCWD) to consider allowing continued use of the Contra Loma Reservoir Park facility by the Diablo Valley Radio-Controlled Flyers for a model aircraft flying field. As you know, the East Bay Regional Park District (EBRPD) has a contract with CCWD to operate the park facility, and the EBRPD has provided notice to the Flyers to cease use of the facility by the end of the year. The EBRPD has indicated to the Flyers they cannot use the facility without CCWD's permission, and that it may necessary to amend the Recreation Area Management Plan (RAMP), which CCWD has with the Bureau of Reclamation, should CCWD agree to allow the Flyers continued use of the property. The Flyers have historically used this area in cooperation with other recreation uses, and continuance at Contra Loma is tremendously important to this group. The Flyers have been actively looking for alternate sites, which have been unsuccessful to date and difficult, as there are few appropriate sites for this purpose in the east bay area.
