SUBJECT: REPORT ON POTENTIAL FOR INCLUSION OF THE RESTORATION OF THE MONTALVIN
MANOR DRAINAGE CHANNEL WITH THE EAST BAY REGIONAL PARK DISTRICT BAY
TRAIL PROJECT
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
SUPPORT inclusion of the restoration of the drainage area from the Montalvin Manor
neighborhood into the East Bay Regional Park District Bay Trail project and REQUEST that
East Bay Regional Park District incorporate the restoration work and drainage
improvements in their design for the Bay Trail in this area.
FISCAL IMPACT
No impact to County Funds. However, if the drainage system is not improved, additional
costs will be incurred to maintain County drainage facilities upstream of the drainage
restoration project.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The East Bay Regional Park District is currently working on the segment of the Bay Trail
in West Contra Costa County near the neighborhood of Montalvin Manor. There is

currently a drainage problem in Montalvin Manor near Montalvin Park where the drainage
from the Montalvin Manor neighborhood is blocked and backs up into the neighborhood
resulting in periodic flooding of several homes. This is a drainage that the Bay Trail will
need to cross.
Each year the Montalvin Manor neighborhood near Montalvin Park floods due to poor
drainage outside of the neighborhood boundary. Stormwater from the neighborhood drains
through a County maintained storm drain system from the neighborhood under the BNSF
Railroad and then into a natural creek where it drains into a stormdrain pipe under the
Union Pacific Railroad and then out to the Bay. The creek portion of the drainage between
the two railroad tracks is on the old steel plant property owned by Point Pinole Properties
and is to be deeded to the East Bay Regional Park District as part of their developmental
requirements.
One resolution to the drainage problem would be to restore the tidal flows into the section
of the creek between the railroad tracks. This would involve improving the drainage pipe
under the Union Pacific Railroad and excavating out a portion of the creek area between
the railroad tracks to create a wetland and habitat area. When the Park District designs and
constructs the Bay Trail in this area, they will need to mitigate the impact on the
environment their construction activities will create and they will need to find mitigation sites
to mitigate for their construction. This drainage area between the railroad tracks would
make a great mitigation site for the Bay Trail project and at the same time solve the
drainage problem for the Montalvin Manor neighborhood.
The East Bay Regional Park District will be requested to incorporate resolution of the
drainage in the area as part of their Bay Trail project. The Union Pacific Railroad will also
need to cooperate by providing an access easement to replace/redesign the existing culvert
under their tracks. Various permitting agencies will also need to review and approve plans
to correct the drainage problem. An environmental evaluation of the restoration will be
needed which may uncover other design constraints.
The County's position has always been that part of the drainage problem was the
responsibility of the property owner between the railroad tracks. When the Park District
takes over ownership of the property, then the Park District will also assume this drainage
problem. By designating this site as mitigation for the Bay Trail, we will be able to enhance
the local environment and solve a drainage problem at the-same time.
The County/East Bay Regional Park District Liaison Committee discussed this issue at its
September 18, 2000, meeting. The Park District indicated their intent to evaluate the
Montalvin Manor drainage as part of the Bay Trail project mitigation. The committee
supports the concept of including the Montalvin drainage into the Bay Trail project as
project mitigation and requests the Park District incorporate the Montalvin Manor drainage
as a component of the Bay Trail project.
Consequences of Negative Action:
The County would not request that the East Bay Regional Park District take formal action
to include the Montalvin Manor drainage into their Bay Trail project.
