No County funds are required. BACK®ROUND REASON(S) FOR RECOMMENDATION(S)_: On November 16, 1999, the Board of Supervisors approved Standard Agreement #28-602-3 (#99-85939) with the State Department of Health Services, for the period from October 1, 1999 through September 30, 2000, to provide nutrition education to Contra Costa County, food assistance recipients through classes and workshops, as well as, through existing community channels, such as after school programs and food distribution sites . The goal of the project is to improve nutrition and physical well-being among a segment of Contra Costa County' s population, who are at an increased risk of chronic disease. Approval of Standard Agreement #28-602-4 will continue this project through September 30, 2001 . Department of Justice for the period September 1, 2000 through August 31, 2001, and AUTHORIZE the Sheriff-Coroner or his designee to execute such Grant Award on behalf of the County. (This will allow the redeployment of seven Deputy Sheriffs pursuant to the Federal COPS MORE 2000 Program). FISCAL IMPACT: The award provides partial funding for new civilian positions that will result in the redeployment of currently employed, sworn officers. The County will provide matching funds of$164,687 for the one year period; these funds are available in the Sheriffs Office budget. The County and the Sheriffs Office will attempt to retain the positions beyond the grant period. BACKGROUND: The U.S. Department of Justice announced the availability of additional funding under the COPS MORE 2000 program. Deputies assigned to the intake/booking unit at the Main Detention Facility currently spend 4.7 hrs per shift completing administrative functions related to intake/booking. In addition, it takes a Deputy in excess of 46 minutes to complete a round-trip transport from the field to the detention facility. The time saved by this additional civilian staff will allow arresting officers more time for community policing duties. WITNESSETH WHEREAS,MTC has determined that a community-based planning project would assist RECIPIENT, and interested agencies and citizens in the planning of the Downtown El Sobrante in Contra Costa County; and WHEREAS, MTC has agreed to provide funding for this planning effort with TDA administration funds (PUC §99233.1), and has programmed TDA Administration funds in FY 20002001 to fund projects as part of MTC's Transportation for Livable Communities (TLC) program, NOW, THEREFORE, the parties hereto agree as follows: 1. AMENDMENTS Any changes in the services to be performed under this agreement shall be incorporated in written amendments, which shall specify the changes in work performed and any adjustments in compensation and schedule. All amendments shall be executed by the MTC Executive Director or a designated representative and RECIPIENT. No claim for additional compensation or extension of time shall be recognized unless contained in a duly executed amendment. 5. TERMINATION MTC may terminate this agreement without cause upon ten(10) days prior written notice. If MTC terminates this agreement without cause,RECIPIENT will be entitled to payment for costs incurred for incomplete deliverables,up to the maximum amount payable for each deliverable. If RECIPIENT fails to perform as specified in this agreement, MTC may terminate this agreement for cause by written notice and RECIPIENT will be entitled only to costs incurred for work product acceptable to MTC,not to exceed the maximum amount payable under this agreement for such work product. 6. MEETINGS RECIPIENT agrees to invite MTC to participate in all meetings held in connection with this project, including public meetings and project team meetings. 7. The project area is located in an unincorporated area in the western part of Contra Costa County. Once a thriving commercial area, Downtown El Sobrante has lost retail businesses and economic vitality over the years due to a number of factors. The Downtown El Sobrante Revitalization ` Effort seeks to reverse these trends through programs aimed at business attraction and retention, circulation and parking improvements, land-use changes, and improvements to streetscapes, building design and other visual elements of the downtown district. The purpose of the scope of work is to develop a transportation and land use plan for Downtown El Sobrante that will meet the community's vision in the following ways: restoring the business district as a vital community centers improving circulation within the business district for buses, pedestrians and bicyclists; enhancing the visual appearance of the downtown area; and improving the mixture of downtown businesses and land uses, including residential development for all income ranges and attractive public spaces. This scope of work indicates the tasks to be performed by a consultant or team of consultants to the RECIPIENT to assist with the revitalization of downtown El Sobrante. The three primary components of the work are: development of a transportation and land use plan, development of an implementation prozram, and a scan of environmental issues regarding the plan. The transportation and land use plan for the downtown area will identify the locations and provide designs for transportation improvements, including parking, to accommodate motor vehicle, bus, pedestrian and bicycle access and circulation. The plan will-identify a mixed-use development strategy for retail, commercial, office, affordable residential and public spaces that is compatible with community goals. The plan will also include design guidelines that integrate buildings, streetscapes, landscaping and adjoining spaces in an attractive and accessible center for the El Sobrante Valley. The consultant(s) will develop an implementation program for the transportation, streetscape and public space improvements. Short term and long term projects will be identified to serve phased development of the downtown area. The implementation program will include a list of likely funding sources, construction schedule estimates and permit requirements, among other items. The consultant(s) will conduct a scan of environmental issues associated with the planned improvements, for use by County staff in an Initial Study to meet the requirements of the California Environmental Quality Act. County staff will create and publish the Initial Study, using input and recommendations from the consultant's environmental scan. MTC/Contra Costa County Downtown El Sobrante Transportation and Land Use Plan Page 6 The consultant will provide recommendations to revitalize downtown El Sobrante. These recommendations,pending approval by the Board of Supervisors,will be used by Contra Costa County to guide future infrastructure investments and development in downtown El Sobrante. The recommendations will be used in part as the basis for an amendment to the Contra Costa County General Plan and its development standards and regulations pertaining to El Sobrante. The 94803 Task Force, in consultation with County staff, developed the improvements that the consultant will work on. The Task Force was created as one of the outcomes of a Downtown Visioning Workshop conducted in January 2000 with funds from a Community Development Block Grant. County staff and representatives of the 94803 Task Force will jointly oversee the consultant's work. The County Community Development Department is the lead agency. The County Public Works Department also will be involved. Task 1. Develop final workplan. 1a Meet with Project Steering Committee(County staff and 94803 Task Force representatives) to kick off the project. Review the list of desired improvements and additional background material to be provided by County staff. Discuss the task, workload involved, deliverables and deadlines to ensure shared understanding of the project and each task. lb Deliver final workplan for the project. Subsequent to the kick-off meeting, Consultant will conduct further review of background information and will inform the Steering Committee of any additional background information needed to perform the tasks. The Steering Committee will attempt to obtain the additional information if it is available. If the additional necessary information is not available, Consultant and Steering Committee will discuss ways to proceed. This task involves one meeting with the Project Steering Committee. Deliverable: Final Workplan, based on the initial Scope of Services and subsequent review by Consultant. Task 2. Develop a transportation and land use plan for downtown El Sobrante. 2a Meet with the 94803 Task Force (El Sobrante's community-based group of residents and merchants) to discuss the list of desired improvements provided in Task fla.a. Based on that list and input from the 94803 Task Force, deliver a set of alternative designs for the improvements. The alternative designs should be provided both for the transportation improvements and the streetscapes or landscapes that could accompany the transportation improvements. The alternative designs should indicate the dimensions of all the transportation and streetscape/landscape improvements, and the materials needed to implement or construct them. Design alternatives also should be delivered for mixed-use retail/commercial/affordable residential units that could be built in the downtown area, MTC/Contra Costa County Downtown El Sobrante Transportation and Land Use Plan Page 7 consistent with the Mixed-Use Land Use Designation defined in the Contra Costa County General Plan. Information on the comparative advantages and disadvantages of each alternative design should be provided. This task will involve monthly meetings—or more frequent meetings if needed --with the Project Steering Committee(community representatives and County staff)to provide ongoing review and input. Vt7Deliverable 2a:Alternative Transportation and Land Use Plans for Downtown EI Sobrante, including the elements noted above. 2b Present the alternatives to the following forums: 94803 Steering Committee and Task Force; El Sobrante Municipal Advisory Council ("MAC"); El Sobrante Planning and Zoning Advisory Committee; E1 Sobrante"Valley Joint Planning Effort; El Sobrante Coordinating Council; West Contra Costa Transportation Advisory Committee; and one or two general public meetings. Representatives of the City of Richmond also will be invited to participate in these meetings, since nearby portions of El Sobrante are within the Richmond City Limits. Staff'and the community will organize a structure in which these organizations can be invited to particpate in joint meetings, to avoid an excessive number of meetings. Consultant(s)will describe the different alternatives, review the advantages and disadvantages of each, and obtain feedback on a preferred alternative. This task involves a series of meetings with specific community groups and with the general public. The exact number of meetings is to be determined. Deliverable 2b: Presentation materials on the Alternative Transportation and sand Use.Plans for Downtown El Sobrante developed in Task 2a. 2c Deliver a Preliminary Transportation and Land Use Plan. The plan should indicate the dimensions of all transportation facilities and streetscape/public space improvements (and amount ofright-of-wayneeded), the materials needed to implement or construct them, and all other information needed to develop the Implementation Program that will be required in Task 3. For transportation facilities and their streetscapes and landscapes, provide conceptual drawings, typical cross sections and dimensions. Designs should not only include the downtown area but also the entryways to the downtown (San Pablo Dam Road eastbound at El Portal Drive, and San Pablo Dam Road westbound at Appian Way). For potential mixed-use developments in the downtown area, provide a conceptual plan drawing. Deliverable 2c: Preliminary Preferred Transportation and Land Use Plan for Downtown El Sobrante. 2d Present the preliminary preferred plan to the community in the following forums: 94803 Steering Committee and Task Force; El Sobrante Municipal Advisory Council ("MAC"); El Sobrante Planning and Zoning Advisory Committee; El. Sobrante galley Joint Planning Effort; El Sobrante Coordinating Council; West Contra Costa Transportation MTC/Contra Costa County Downtown El Sobrante Transportation and Land Use Plan Page 8 Advisory Committee; and one or two meetings for the general public. Staff and the community will organize a structure in which these organizations can be invited to partiepate in joint meetings,to avoid an excessive number of meetings. Consultant(s) will describe the preferred alternative and discuss the ways in which it reflects the public input obtained in Task 2b, earlier. Consultant will obtain input ori the preliminary preferred design and use it to make any necessary revisions. This task involves a series of meetings with specific community groups and with the general public. Develop an Implementation Program for the improvements, with short-term and long- term components. 3a Develop and deliver an Implementation Program for use by the County in implementing the improvements that were designed in'Task 2. The Implementation Program should identify a short-term and long-term component,with short-term projects being those that could be implemented within a year to 18 months. Information should include cost estimates for each improvement, an estimated construction schedule or timeframe, likely funding sources, and any phasing that the consultant recommends for any of the projects. If any of the improvements involve operational issues or have unusual maintenance issues, these should be addressed in the Implementation Program. This task will involve one meeting with the Project Steering Committee. Deliverable 3: Implementation Program for Downtown El Sobrante. Task 4. Scan the likely environmental issues in a manner that is consistent with the scope of topics needed for an Initial Study under the California Environmental Quality Act (CE QA). 4a Evaluate the improvements contained in Deliverable 2e (Final.Designs) and Deliverable 3a (Implementation Plan) for possible environmental impacts, paying particular attention to the impacts to be studied as part of the CEQA Initial Study process. Deport to the Project Steering Committee on the degree to which the projects will have impacts in these areas, and provide recommendation on how the County should proceed with environmental review (full environmental 'impact report on overall project, separate environmental impact reports on each component project, negative declaration, etc.) County staff will use this information in preparing the Initial Study and determining findings of the Study.
