RECOMMENDED ACTION: ACCEPT Financial Assistance Award from the U.S. Department of Health and Human Services, Administration for Children and Families, in the amount of $5,952,716 for Head Start Program Improvement funds for the period from January 1, 2000 through December 31, 2000; and, ACCEPT Financial Assistance Award from the U.S. Department of Health and Human Services, Administration for Children and Families, in the amount of $1,840,0300 for Head Start Expansion Start-Up funds for the period from January 1, 2000 through December 31, 2000. II. FINANCYAL IMPACT: This award is funded by the U.S. Department of Health and Human Services Administration for Children and Families (ACF). Funding will be added via appropriation adjustment to the current Head Start Budget. The non-federal match for this award has been waived on a one-time basis. No County funding is required. III. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: `Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. REASONS FOR RECOMMENDATIONS/BACKGROUND: On April 18, 2000, the Board of Supervisors approved the submission of a grant application to the U.S. Department of Health and Human Services, Administration for Children and Families in the amount of $3,778,523 for Head Start Program Expansion ($2,760,000 for Expansion Start-Up, $1,018,523 in annualized operational funding). This application has been approved in the amount of $1,840,000 for Expansion Start-Up, with $810,000 awarded in annualized operational funds. Start-Up funds will be used to construct two new two-classroom structures, install three new playgrounds, purchase of three new vehicles, and for classroom and kitchen supplies. Annualized operational funding will begin January 1, 2001, for the Head Start Program Year 2001. On May 23, 200, the Board of Supervisors approved the submission of a grant application to the U.S. Department of Health and Human Services, Administration for Children and Families for Head Start Program Improvement funds. This application has been approved in the amount of $5,952,716. Of these funds, $5,599,116 will be used to construct a new 12-classroom facility to replace the Powers and Maritime Children's Centers in Richmond, and to build a new modular classroom at the Antioch Fairgrounds site. $147,000 will be used to install classrooms at the new construction sites. The remaining funds will be used for facility purchase by Delegate Agency First Baptist Church and for foundation repair at the Bridgernont site in East County. Although the above funds were applied for separately, the ACF has chosen to award them in one single Financial Assistance Award letter. The Community Services Department is therefore requesting that the above funds be accepted in one Board action. Quality Improvement funds will be used for wage parity increases for teacher, clerical, accounting and management staff, and for enhancing state funded Child Development slots and bringing them up to Head Start standards. Training & Technical Assistance funds will be used to implement a Summer Institute to provide teacher training with college course credits. COLA funds for the 2000 program year will be used to provide salary and associated fringe benefit increases for Family and Children's Services employees. Teacher Quality Improvement funds will help implement the new mandate of the Head Start Act which requires that, by September 30, 2003, at least half of all Head Start teachers in center based programs must have an associate, baccalaureate, or advanced degree in early Childhood Education or a degree in a related field,with pre-school teaching experience. Although the above funds were applied for separately, the ACF has chosen to award them in one single Financial Assistance Award letter. REASONS FOR RECOMMENDATIONS/BACKGROUND: On July 11, 2000, the Board approved the submission of a supplemental grant application to the U.S. Department of Health and Human Services, Administration for Children and Families for 2000 Early Head Start Program Improvement funds. This action awards $45,650 in Program Improvement funding. Funds will be used for renovations and alteration at the Las Deltas facility in North Richmond. These renovations will ensure that children are provided services in a healthy and safe environment. October SUBJECT: Approval of Standard Agreement (Amendment) #28-596-4 with the State Department of Health Services SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION REC2MME2+1DATION(S) : Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D. ) to execute on behalf of the County, Standard Agreement (Amendment) #28--596-4 (State #97-115.52, 02) with the State Department of Health Services, effective July 1, 2000, in an amount not to exceed $298, 938, for the medical case management of lead poisoned children for the period from July 1, 2000 through June 30, 2002 . FISCAL IMPACT: Approval of this Standard Agreement (Amendment) will provide a maximum reimbursable amount of $298, 938 for Fiscal Years 2000-2001 and 2001-2002 . No County funds are required. REASONS FOR RECaM ENDATIONIBACKGROUND: The Centers for Disease Control (CDC) identifies lead poisoning as the principal environmental health problem affecting children in the United States and emphasizes that this is a problem which is entirely preventable. In Contra Costa County, 755 of the housing units were built before 1978, the year lead paint was banned by the Consumer Product Safety Commission. Lead paint is a recognized source of lead poisoning in children. over 462 lead poisoned children have been identified in Contra Costa County, and more are likely to be poisoned but have not been tested. This Project is the sole source of funding for case management and follow-up to children identified as lead poisoned. Approval of this Standard Agreement (Amendment) #28-596-4 will allow the Department to expand its efforts to identify children with lead poisoning and educate their families to reduce exposure to environmental risks through June 30, 2002 .
