SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
contract with Ms. Christine Scudder (#21-643-0) in the amount of$40,000 for full-time
domestic violence liaison services to the EHSD Children and Family Services Bureau for the
period from October 16, 2000 through June 30, 2001.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Ms. Christine Scudder (#21-643-0) in the amount of$40,000 for full-time domestic violence liaison services
to the EHSD Children and Family Services Bureau for the period from October 16, 2000 through June 30,
2001.
FINANCIAL IMPACT.

CHILDREN'S IMPACT STATEMENT:
This contract directly supports three community outcomes established in the Children's Report Card:
"Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and
Nurturing"; "Communities that are Safe and Provide a High (duality of Life for Children and Families." The
domestic violence liaison matches clients with community resources, trains EHS staff, and develops
interventions, including safety plans for women and children, for those affected by domestic violence.
BACKGROUND:
Ms. Scudder will serve as a domestic violence liaison. This position improves Employment and Human
Services Department services by facilitating the Children and Family Services Bureau's interfacing with
agencies that address domestic violence in and near Contra Costa County.
Under this contract, Ms. Scudder will provide consultation to EHSD staff, develop domestic violence
protocol and interventions appropriate for family members affected by domestic violence. This increases
community accessibility to domestic violence resources throughout the County.
