RECOMMEMED ACTION:
Approve and authorize the Health Services Director or his designee
to execute, on behalf of the County, Contract #23-293 with William
M. Mercer, Inc. , in an amount not to exceed $45, 000, to provide
consultation and technical assistance to the Department ' s Chief
Financial officer, for the period from October 1, 2000 through
April 30, 2001 .
FINANCIAL IMPACT:
Funding for this Contract is included in the Department' s
Enterprise I budget .
REASONS FOR RECOMMZ) ATTONS/BACXGIROT=:
Under Contract #23--293 William M. Mercer, Inc. , will provide
consultation and technical assistance to the Department ' s Chief
Financial officer with regard to an analysis of medical records
processes.

Approve and authorize the Health Services Director, or his designee
(Milt Camhi) , to"execute on behalf of the County, Contract #27-486
with Michael Belih, D.C. (dba Bellin Chiropractic) , in an amount not
to exceed $50, Odd, for the period from September 1, 2000 through August
31, 2001, for the provision of chiropractic services for Contra Costa
Health Plan members .
FISCU IMPACT:
This Contract is funded by Contra Costa Health Plan member premiums .
Costs depend, upon utilization. As appropriate, patients and/or third
party payors will be billed for services .
The Health Plan has an obligation to provide certain specialized
professional health care services for its members under the terms of
their Individual and Group Health Plan membership contracts with the
County.
Approval of Contract' #27-486 will allow the Contractor to provide
chiropractic services to Health Plan members, through August 31, 2001.

Approve and authorize the Health Services Director, or his designee (Donna
Wigand, LCSW) to execute on behalf of the County, Contract Amendment
Agreement ##74-014-1 with Suzanne Tavano, Ph.D. , effective October 1, 2000,
to amend Contract #74-014, to increase the Payment Limit by $1.0, 800, from
$1.1.7, 000 to a new Payment Limit of $127, 800 .
FISCAL IMPACT:
This Contract is funded by Mental Health Realignment .
BACRGROUNDIREASON(S) FOR RECOMMENDATION(S) :
On November 16, 1999, the Board. of Supervisors approved Contract #74-014
with Suzanne Tavano, Ph.D. , for the period from November 1, 1999 through
October 31, 2000, for consultation and administrative support to the
Department with regard to the Medi-Cal Managed Care Program and Quality
Improvement .
Approval of Contract Amendment Agreement #74-014-1 will allow the Contractor
to provide additional hours of service, through October 31, 2000 .

RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Milt
Camhi) to execute on behalf of the County, Non-Physician Services Contract
#27-374-2 with Stuart Heller, O.D. , (dba Eye Care Associates) , for the period
from August 1, 2000 through July 31, 2001, in an amount not to exceed
$50, 000, for provision of professional optometry services.
FISCAL IMPACT:
This Contract is funded by Contra Costa Health Plan member premiums . Costs
depend upon utilization. As appropriate, patients and/or third party payors
will be billed for services .
BACKGROUND/REASON(S) FOR RECOMMENDATION W :
For a number of years the County has contracted with medical and dental
specialists to provide for patients, specialized professional services which
are not otherwise available in its hospital and health centers . The Contra
Costa Health Plan has been obligated to provide professional optician
services, including eyewear, for Health Plan patients with optician services
as a covered benefit .
Approval of Non-Physician Services Contract #27-374-2 will allow the
Contractor to continue providing optometry services to Contra Costa Health
Plan, through July 31, 2001 .
