SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
enter into on-going, non-financial agreements with Worksite Agencies to provide one or more
Work Experience/Community Services positions for CALWORKs participants beginning
October 1, 2000.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to enter into on-
going, non-financial agreements with Worksite Agencies to provide one or more Work Experience/
Community Services positions for CALWORKs participants beginning October 1, 2000.
FINANCIAL IMPACT:
None. These contracts will be non-financial in nature while providing training to CALWORKS recipients with
the ultimate goal of self-sufficiency.
BACKGROUND:
This agreement replaces the non-financial agreements previously in place for Cheater Avenues for Independence
(GAIN) training to AFDC recipients. It is part of the implementation of the California Work Opportunity and
Responsibility for Kids Act of 1997 (CALWORKS).
The Work Experience/Community Service program offers on the job training to CALWORKS recipients. The
purpose is to provide work behavior("soft") skills and a reference for future unsubsidized employment and on
the job enhancement of existing or recently acquired skills. The Worksite Agencies are given the opportunity to
have screened individuals ready to train at no cost to them.

designee, to EXTEND contract #21-439-3 with Contra Costa Economic Partnership, from
July 31, 2000 through October 31, 2000 for continued implementation of the County Job
Creation Investment Fund Implementation Plan.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Director of Employment and Human Services, or designee, to EXTEND
contract #21-439-3 with Contra Costa Economic Partnership, from July 31, 2000 through October 31, 2000
for continued implementation of the County Job Creation Investment Fund Implementation Plan.
FISCAL:
No additional County cost.
BACKGROUND:
Ca1WORKs legislation, AB 1542, established the Job Creation Investment Fund and named the California Trade
and Commerce Agency as the lead State agency for the administration of the fund. The Trade and Commerce
Agency disbursed funds on a grant basis for planning, development and implementation of job creation
strategies.
Contra Costa County applied for and received grant funds totaling $80,492 for the development and
implementation of a Job Creation Plan. The Board established a Job Creation Task Force with leadership from
the Contra Costa County Employment and Human Services Department and the Contra Costa Economic
Partnership to develop and implement the Plan.
The Job Creation Investment Fund Implementation Plan was adopted by the Board, April 6, 1999 and submitted
to the State for approval. The plan was accepted by the State. Implementation of the Plan was delayed by the
State's timeline in reviewing the plan and developing the required Scope and Milestones.
The California Trade and Commerce Agency extended the term of the grant to October 31, 2000. By extension
of the above contract#21-439-3, the term of the contract will remain consistent with that of the grant for
continued implementation of the Plan.

RECOMMENDATIONS.
Authorize the Community Development Director, or his designee, to execute a contract with Keven
Ormiston for Technical Computer Support Services in the amount of$33,000.00 for period from
November 1, 2000 through June 30, 2001.
FISCAL IMPA _T
No impact to County General Fund. Costs are covered by the FY 00-01 Community Development
Department approved budget.
BA _ GROUN /REASONS FOR RECOMMENDATIONS
Mr. Ormiston has been under contract with the Department since June, 1999, providing
technical support and carrying out the initial enhancement of the Community Development
website. This contract will allow the Department to maintain current operations while
continuing the upgrade and development of new computerized operations to enhance the
accessibility, timeliness and accuracy of information for our customers and the general public.
The Department's one computer technical specialist is concentrating on development of the two new
computer systems(Sierra and the shared billing system) and upgrade of existing databases. This leaves no
staff time for technical computer support and trouble-shooting to keep existing computer operations
functioning, nor for the website enhancement.

$205,000, for respite services for the Heritage Project, for the period from July 1, 2000

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Family Support Services of the Bay Area (#21-00415) in the amount of$205,000, for respite services for the
Heritage Project, for the period from July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT:
County Cost will be $61,500 (30 percent), with State funding of$143,500 (70 percent) covering remaining
contract costs.
CHILDREN'S IMPACT STATEMENT:
Respite services support four of Contra Costa County's community outcomes: "Children heady for and
Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families
that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for
Children and Families." Respite services may be used during times of crisis when a caregiver needs to be
away from home or when parents or relative caregivers must pursue other activities that temporarily take
them away from children whose special needs require ongoing care.
BACKGROUND:
The Board last approved EHSD to contract with Family Support Services of the Bay Area ("FSSBA") on
July 18, 2000, adjusting the 1999-2000 contract funding level to match the adjusted allocation from the State
Department of Social Services.
This contract for fiscal year 2000-01 will allow Family Support Services of the Bay Area to continue to
provide respite services for foster parents or relative caregivers to drug-exposed and medically fragile
children under three years of age with special needs. FSSBA supports foster care providers throughout
Contra Costa County, with respite services available 24-hours a day, seven days a week.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND
contract #21-304-IZwith Center for Human Development, raising the contract amount by $84,000 from
$150,000 to a new amount of $234,000 for Family Preservation and Support (FPSP) services for the period
from September 1, 2000 through August 31, 2001.
FINANCIAL IMPACT:
There is no County cost. Additional program funding is from TANF incentive funding.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five community outcomes: 1) "Children Ready for and Succeeding in School";
2)"Children and Youth Healthy and Preparing for Productive Adulthood"; 3)"Families that are Economically
Self-Sufficient"; 4)"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and
Provide a High Quality of Life for Children and Families." Quality childcare services support all of the
outcomes established in the Children's Report Card. Children directly benefit from the care they receive
each day in a nurturing environment, while their parents pursue employment, education, and other
opportunities.
BACKGROUND:
The Board approved the three-year Family Preservation and Support Program (FPSP) plan on June 15, 1999,
as approved by the Executive Committee of the policy forum. The Board approved a one year, $150,000
contract with Center for Human Development for FPSP services on September 12, 2000. The additional
$84,000 will allow for a full year of strengthening family ties and conflict resolution classes for west county,
mainly North Richmond, residents.
The Employment and Human Services Department (EHSD) will continue the FPSP program through its
collaboration of community-based providers.
