I. RECOMMENDATION
A. APPROVE a Second Amendment authorizing extra work under the Consulting Services Agreement
dated August 17, 1999, with Artech Resign Group, for New Office Building, Delta Fair Boulevard,
Antioch for Employment and Human Services. The Second Amendment increases the scope of
services and increases the payment limit from $429,530.00 to $614,230.00, an increase of
$184,700.00.
B. AUTHORIZE the Director of General Services to execute the Second Amendment to the consulting
services agreement, and to issue written authorizations for extra work, in addition to the
authorization for the Second Amendment, provided that the cumulative total extra cost for such
additional authorizations shall not exceed$25,000.00.

A. The Director of General Services executed a consulting services agreement with Artech Design
Group effective August 17, 1999, for schematic design, design development, construction
documents, and bidding phase services for a New Office Building,Delta Fair Blvd., Antioch for
the Employment and Human Services Department.
B. The First Amendment increased the scope of services to provide additional architectural design
services for approximately 125 workstations, 10 interview rooms, 20 private offices and
reception area.
C. The Second Amendment increases the scope of services to provide construction administration
services.
D. The Completion Date is changed from August 31, 2000 to Completion of Construction.

1. Effective Date U pa es: Effective October 17,2000,Arteeh Design Group(herein called"Consultant"),a California Corporation,and the
County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows:
2. PU : On August 17,1999,the parties entered into a contract entitled"Consulting Services Agreement,"referred to as the"Agreement,"which
covers schematic design,design development,construction documents and bidding phase services for a New Office Building,Delta Fair Blvd.,
Antioch. The Agreement was previously amended:First Amendment dated March 5,2000. The parties desire to further amend the Agreement
to expand the scope of service and to increase the payment limit accordingly.
3. Amggdments to A rn-n :
A. In the Agreement,Paragraph I(e),change the Payment Limit from$429,530.00 to$614,230.00,an increase of$184,700.00. This change
shall apply to charges from and after September 12,2000.
B. In accordance with Paragraph 14 of the Agreement,provide the following extra services:
Increase the scope of services to include construction administration services,in accordance with consultants attached proposal dated
August 31,2000,as annotated by Public Agency.
C. In Paragraph 1(f),change the completion date from August 31,2000 to Completion of Construction.

Subject to the revisions made by this and any prior amendments,the Agreement shall remain in full force and effect.

Dear Steve;
Per your request I have reviewed our original proposal to provide construction administration
Iwo Traaoblvd. services for the above referenced project. Our original proposal dated April 7,1999 Included an
Suite 190 amount of$142,000 for the construction aelministratlon eervicee on the facility. Our original
Walnut Cr"k proposal was based on the programmed building size of 29,500. During the, schematic design
California phase the project was increased to 38,400 equare feet.

Artech Design Group decided to accommodated the 31% size increase beyond the original
(eas) design proposal to keep the project moving smoothly. We would however, like to augment the

1. The proposed costs are based on the Scope of Services defined In this proposal,the estimated tasks
and associated hourly and cost breakdown,and on the defined scope of services and assumptions.
2. The costs related to the production of architectural drawings or other documents are based on the
documents listed or (iours presented. If additional documenu are determined to be required in the
clarification of the Scope of services or a change to the project scope beyond the scope defined
herein,a reasonable cost adjustment will be negotiated.
3. Additional Services shall be defined as any services or efforts beyond those described within this
proposal. Additional Services shall be provided at the architect's current hourly rates, at the time
that the services are provided. Additional Services provided by corrsuitants shall be provided at their
respective hourly rates at the time the services are provided. Consultant services provided dS

4. If the project is suspended or delayed for more than 60 consecutive days at any time during the
design and/or construction of the facilities, the architect and consultants shall be compensated for
services performed prior to notification of suspension. If and when the project is resumed, after
suspension and/or a delay of 90 consecutive days, the compensation for the architect and
consultants shall be equitably adjusted to provide for expenses incurred in the interruption and

ADDENDUM TO APPENDIX A September 12, 2000
This addendum modifies or adds to "Appendix A to Consulting Services Agreement dated August
17, 1999, between Public Agency and Artech Design Group", Article 111, "Basic Services of
Consultant",paragraph G, "Construction Phase", as noted below:
Delete paragraph G in its entirety and replace with the following:
"G. The Consultant shall assist the Public Agencyin the general administration of the construction
contract. The Consultant's duties shall include, but not be limited to,the following:
a. Advise as to the true intent of the contract documents and notify the contractors of such
intent in writing with Supplemental Instructions, Field Reports, sketches, reports, or other
memoranda in such form as approved by the County Architectural Division. However, the
Consultant shall not commit the Public Agency to extra expense or otherwise modify the
construction contract without first obtaining written approval from the Public Agency.
b. Approve contractor's payment requests.
c. Review submittals and shopdrawings. Such checking shall be performed by or supervised
by individuals responsible or making periodic observations of the work.
d. Prepare contract change orders as required to correct deficiencies in the construction
documents prepared by the Consultant or as required to correct erroneous information
issued by the Consultant.
e. Make periodic observations of the work and conduct job meetings with his consultants, the
contractor and Public Agency representatives in attendance as may be required. Said
observations and job meetings shall occur with such frequency as necessary to satisfy
o
requirementsf the building code enforcement agency, to determine in general if the Work
is being performed in a manner indicating that the Work when completed will be in
accordance with the Contract Documents, and as necessary to avoid causing delay in the
project. The Consultant shall report observed material deviations from the construction
contract documents. Consultant shall render decisions and interpretations pertaining of
to
design or to the construction documents promptly and as necessary for the progress the
construction work. The Consultant shall minutes of the job meetings and deliver

them promptly to the Public Agency. e Consultant shall not delegate this task to the
construction contractor.
f Prepare drawings and provide technical direction as needed to clarify intent of construction
documents prepared by Consultant.
g. Review and furnish to the Public Agency, submittals prepared by the Contractor, such as
drawings, catalogs or descriptions of heating, ventilating, or other machinery or motors to
be installed, with sufficient and adequate detail to allow the Public Agency to know in
advance the facts concerningfastening
installation thereof, e.g., the size and configuration, the
location, the method of asten ng or securing,the methods for servicing and inspection, etc.
h. Endeavor to secure compliance by the contractor with the contract documents, making
reasonable effort to see that the contractor avoids errors and omissions. The Consultant,
however, shall not be responsible for the performance of contractors nor for construction
means, methods or sequences,
i. Receive and review for general compliance with the Construction Documents all Contractor
guarantees, operating instructions, equipment lists, equipment manuals, etc. and deliver
them to Public Agency on completion of the work."

A. APPROVE a consulting services agreement with Specialized Office Service and Products, 1581
Thousand Oaks Boulevard, Berkeley, for architectural services at 2800 Hilltop Mall Road, Suites 100
and 200,Hercules. The agreement will be effective October 17, 2000 and will provide for full design
and construction observation services, with a payment limit of$28,750.00, which amount shall not be
exceeded without prior, written authorization by the Director of General Services. The agreement
shall apply to charges for services from and after September 1, 2000.
B. AUTHORIZE the Director of General Services to execute the agreement and to issue written
authorizations for extra work, provided that the cumulative total extra cost for all such authorizations
shall not exceed$3,000.00.

Funding for this project is available in the plant acquisition account and is sufficient to cover the amount
encumbered by this agreement.

FINANCIAL IMPACT:
No County Costs. These contracts will be funded 100% by Federal HIB Skills Training Grant funds.
CHILDREN'S IMPACT STATEMENT:
These contracts will indirectly support the third community outcome ("Families that are Economically Self-
Sufficient") by providing job training, placement, and career development for participants.
BACKGROUND:
On July 25, 2000, the Board of Supervisors authorized the Employment&.Human Services Department(EHSD)
Director on behalf of the Workforce investment Board(WIB)apply for and accept the U.S. Department of
Labor(DOL)H1B Skills Training Grant in the amount of$2,295,526. On August 30, 2000, DOL awarded the
County$2,220,018 to implement the SEIU Local 250-Kaiser Permanente Partnership's Career Training
Program. The project will train 280 entry-level allied health workers and 30 licensed vocational nurses,
represented by the Local 250, to advance their careers on-the-job at Kaiser Permanente facilities in Northern
California. Entry-level vacancies will be backfilled through EASTBAY Works One-Stop Career Centers. The
Shirley Ware Education Center, a 5016 organization affiliated with the Local 250, will serve as the project
operator. Required non-federal matching funds will come from Kaiser Permanente and Contra Costa County
Community College District. Edward Chiera Associates will conduct training surveys, focus groups, and
provide training feedback to program staff.

provide child care and pre-school teacher training for CaIWORKs refugees and immigrants
residing in West Contra Costa County for the period of October 1, 2000 through September 30,
2001.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)S BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AU'IPRIZE the Employment and Human Services Director, or designee, to contract
(#21-475-3) with Catholic Charities of the East Bay, in the amount of$172,473 to provide child care and
preschool teacher training for CaIWORKs refugees and immigrants residing in West Contra Costa County
for the period of October 1, 2000 through September 30, 2001.
FINANCIAL IMPACT:
Funded TANF Incentive funds(100% Federal).
CHILDREN'S IMPACT STATEMENT:
Services under this contract directly support three community outcomes identified in the Contra Costa
Children's Report Card: (3)"Families that are Economically Self Sufficient"; (4)"Families that are Safe, Stable
and Nurturing"; and, (5)"Communities that are Safe and Provide a High Quality of Life for Children and
Families"by assisting program participants who are refugees and immigrants to secure and maintain non-
subsidized employment.
BACKGROUND:
Catholic Charities of the East Bay, in collaboration with Contra Costa Community College, applied for a
federal Office of Refugee Resettlement 1998/99 Targeted Assistance Discretionary grant to provide pre-
school teacher training/job placement services for refugees in West Contra Costa County. Catholic Charities'
proposal was selected through a competitive bid process at the federal level and funded for two years, from
10/1/98 through 9/30/00. It was not funded for a third year because many of the refugee participants had
become naturalized citizens and were not longer eligible for services with refugee funding. While refugee
numbers have been decreasing, at the same time, the numbers of former refugees, immigrants and others
with limited English language skills have been increasing on CaIWORKs caseloads. By funding this program
with TANF funds, program services will be extended to other immigrant communities including the Spanish
speaking who have never been served in refugee funded programs.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Contra Costa Crisis Center (#21-639) in the amount of$87,500 for the management, maintenance and
development of a comprehensive county-wide health and human services database for the period from
November 1, 2000 through October 31, 2001.
FINANCIAL IMPACT:
Funded 100% County. The cost, $87,500, will be shared equally among three county departments, Employment
and Human Services, Community Services, and Health Services.
BACKGROUND:
This project is the combined effort of Contra Costa County Community Services, Employment and Human
Services, Health Services Departments, and Contra Costa Crisis Center who agree there is a compelling need for
a comprehensive county-wide health and human services database of up-to-date resource information for
emergency shelter, food,job training,medical care, childcare, substance abuse counseling,mental health
treatment, conflict resolution, legal services and more. The database shall be accessible on the Internet for all
County employees, local non-profit agencies and County residents.
It is felt that providing public access, as well as county department(s)access,to the information through a
comprehensive database will reduce county costs and provide the most accurate up-to-date information to all
inquiries.
Contra Costa Crisis Center has developed a state of the art on-line information system using nationally.known
and respected software. They have a positive and long-standing history in the community and have provided
contracted services to Contra Costa County in a variety of contexts. The Crisis Center maintains a database of
health and human services with extensive, up-to date resource information. The project would expand the
known resource information with regular input from county departments and community based organizations
and provide a web site for ease of access.
