RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff or designee to sign a contract with Martin J. Meyer,
Mayer & Coble, in the amount of$75,000, for the period covering June 1, 2000 - June 30, 2001.
FISCAL IMPACT:
NONE. Funds for this contract are within the budget appropriations of the Sheriffs Office.
BACKGROUND:
The Sheriff's Office requires legal representation in an on-going personnel litigation case. Retaining
outside counsel for this particular litigation has been discussed with, and approved by, County
Counsel.

SUBJECT: CONTRACT WITH HINDERLITER, DE LLAMAS AND ASSOCIATES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract with
Hinderliter, de Llamas and Associates in the amount of $9,600 annually and 15% of revenue
received for Sales Tax Monitoring and Information Services through June 30, 2003.
FISCAL IMPACT:
The contract costs are based on two factors. First a $9,600 flat fee annually for sales tax
information and technical assistance. Second, 15% of all revenue received by the County as a
result of a contractor's audit. However, the consultant will recover substantially more revenues
to offset the contract cost.
BACKGROUNDIREASON(S) FOR RECOMMENDATION(S):
The need for more detailed sales flax information is essential to revenue forecasting and economic
development planning. Revenue forecasting has been difficult over the years because of
substantial changes in revenue. A lack of monthly or annual revenue patterns require a more in-
depth analysis of sales tax revenue. The State Board of Equalization provides monthly sales tax
information to the County on computer diskettes, which is extremely difficult to compile,
summarize and print. Moreover, special computer programming and a large capacity personal
computer are necessary.

The revenue generating potential of various commercial firms is critical to economic and
redevelopment planning. This issue has been discussed several times at meetings of the
Finance Committee. The Redevelopment division of the Community Development
Department is a user of the data generated by HDL in its planning and analysis activities.
Finally, HDL was instrumental in working with the County to revise the regulations of the
State Board of Equalization to allow sales tax revenue to be allocated to the County and
the City from the Shell Clean Fuels Project.

AMEND Contract#21-386-5 with FamiliesFirst, Inc., raising the contract amount by $20,000,
from $879,437,to a new amount of$899,437 for shared family care for the period from July 1,
2000 through June 30, 2001.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to AMEND
Contract#21-386-5 with FamiliesFirst, Inc., raising the contract amount by$20,000, from$879,437,to a new
amount of$899,437 for shared family care for the period from July 1, 2000 through June 30, 2001.
FISCAL:
Total County cost for the contract will be $30,000, with a Zellerbach Foundation grant of$40,000 and state and
federal contributions, including TANF funds, covering remaining contract costs.
CHILDREN'S IMPACT STATEMENT:
Shared family programs directly support all five of Contra Costa County's community outcomes: 1) Children
Ready for and Succeeding in School; 2) Children and Youth Healthy and Preparing for Productive Adulthood;
3) Families that are Economically Self-Sufficient; 4) Families that are Safe, Stable and Nurturing; and 5)
Communities that are Safe and provide a High Quality of Life for Children and Families. Shared Family Care
provides resources that enhance parents' ability to care for children and prevent out-of-home placement.
BACKGROUND:
The Board approved a contract with FamiliesFirst, Inc. in the amount of$879,437 on June 27, 2000. The correct
amount allocated by EHSD for this program is $899,437. A $20,000 amendment to the contract will allow
EHSD to match the fiznding level to the actual anticipated costs of implementing The Shared Family Care
Program,which provides live-in mentoring to parents and their children who are at risk of entering out-of-home
placement.

APPROVE Change Order No. 1 to the Contract dated June 27, 2000 for construction of Remodel and
New Addition at 1034 Oak Grove Road, Concord with P. J. Atkinson Construction, Walnut Creek,
California and AUTHORIZE the Director of General Services to execute the Change Order, which
provides for full building asbestos abatement, and increase the Contract Price by a total of$159,160.00.
Ii. FINANCIAL IMPACT
There are sufficient funds in the plant acquisition account to cover the Change Order.
III. REASQNS FORRECOMMENDATIOM/BAC&QROLM
At start of construction it was discovered that most of the existing asbestos containing ceiling and wall
gypsum board will be impacted by the contractor's operations. The bid documents only required
portions of the existing gypsum board to be abated and replaced. Change Order No. 1 provides full
building abatement of this asbestos containing material in accordance with federal and state regulations
and replacement with new gypsum board ceilings and walls and replacement of ceramic tile, walls and
plumbing fixtures in selected locations.

A. APPROVE a consulting services agreement with Kleinfelder, Inc., 981 Garcia Avenue, Suite A,
Pittsburg, California 94565-5040 for construction testing and inspection services. The agreement will be
effective October 17, 2000, with a payment limit of$29,734.00, which amount shall not be exceeded without
prior, written authorization by the Director of General Services. The agreement shall apply to charges for
services from and after September 12,2000.
B. AUTHORIZE the Director of General Services to execute the agreement and to issue written authorization
for extra work, provided that the cumulative total extra cost for all such authorizations shall not exceed
$3,000.00.
II.
FINANCIAL IhRACT
There are sufficient funds in the general fund plant acquisition account to cover the amount encumbered by
this agreement.
III.
REASONS FOR REC0MMENDA1I0NS/B CK RO
A. The project involves construction of a New Office Building at Delta Fair Blvd., Antioch for Employment and
Human Services Department.
B. Kleinfelder, Inc, was selected to provide construction testing and inspection services for this project because of
their previous involvement with this program and department and their knowledge of County guidelines and
requirements.
C. Negotiations have been completed and an appropriate agreement is ready to sign.
D. The County must proceed with this agreement for professional services because it does not have sufficient staff
to provide the services.
