Allocation Agreement for Pedestrian Over-crossing of Treat Blvd. near Oak Rd. with Pera
Urban West and Leisure Sports, Inc., Pleasant Hill BART Station Area.
FISCAL IMPACT
No General Funds involved. Redevelopment Funds have been budgeted to provide for any
prospective financial obligation of the Agency.

BACKGROUND/REASONS FOR RECOMMENDATIONS
Included in the Pleasant Hill BART Specific Plan is a requirement for a pedestrian
over-crossing of Treat Blvd. at Oak Rd. The development projects on Area 12(the
BART property) and Area 15 (Urban West and Renaissance Club Sport) are to
share in the cost of this overpass. The Redevelopment Agency has budgeted funds
to pay for costs associated with any enhanced design.
The Agency is currently undertaking a community design program for the
pedestrian over-crossing program. A preferred design will be sought as an
outcome of that process. The Cost Allocation Agreement states that the Area 12
and Area 15 obligation is $1.6 million, with an index for inflation, for the over-
crossing at Treat Blvd. and Oak Rd. Costs above $1.6 million, as indexed, would
be a prospective obligation of the Agency. The estimate of$1.6 million, has been
obtained from the Agency's bridge consultant, and represents the estimated costs
of one of the bridge styles under consideration. Construction of this pedestrian
over-crossing is expected to occur when development on = Areas 12 & 15 is
completed and/or underway.
