SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
EXECUTE contracts (#18-031-0, #18-032-0, and #18-033-0) with the service providers
specified in Attachment 1 for payment limits indicated therein for services to Welfare-to-Work
eligible clients in Contra Costa County for the period from July 1, 2000 through June 30,
2001.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE
contracts (#18-031-0, #18-032-0, and #18-033-0) with the service providers specified in Attachment 1 for
payment limits indicated therein for services to Welfare-to-Work eligible clients in Contra Costa County for
the period from July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT:
No County cost. One hundred percent Department of Labor Welfare-to-Work Formula Grant funds.
CHILDREN'S IMPACT STATEMENT:
Activities under these agreements will indirectly support the third community outcome, "Families that are
Economically Self-Sufficient".
BACKGROUND:
The Contra Costa County Private Industry Council approved the list of service providers (see Attachment 1)
on April 14, 1999 as a result of a Request for Application issued on March 8, 1999. With the exception of
Mt. Diablo Adult Education, these contractors have provided service since July 1, 1999. Renewal of the
contracts to Rubicon Programs and St. Vincent de Paul will allow these One-Stop Career Center contractors
to continue providing job placement, job retention, post-employment, and other supportive services to
Welfare-to-Work eligible clients. Goodwill Industries of the Greater East Bay left the consortium of WtW
service providers selected by the former PIC. Mt. Diablo Adult Education has offered to provide learning
disabilities services to WtW clients as part of the consortium. Authority to contract with Mt. Diablo Adult
Education will enable the County to broaden learning disabilities assessment and services available to
Welfare-to-Work clients in Central Contra Costa County.

SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to AMEND contract #21-546-1 with Ryno Imaging Systems, Inc., to extend the contract
termination date from October 31, 2000 to December 31, 2000.
SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and. Human Services Director, or designee, to AMEND
contract #21-546-1 with Ryno Imaging Systems, Inc., to extend the contract termination date from October
31, 2000 to December 31, 2000.
FINANCIAL IMPACT:
No additional County cost. This is an extension of the contract period only, with no additional Rinds added to
the contract. Total County cost of this contract is $40,000 (20 percent); federal and state funds in the amount
of$160,000 (80%) cover remaining contract costs.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of Contra Costa County's community outcomes: 1) "Children Ready for and
Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)
"Families that are Economically Self-Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and Families." EHSD depends
on automation for the payment of benefits and delivery of services, and this contract directly supports
agency-wide technical systems.
BACKGROUND:
The Board last authorized Employment and Human Services to contract with Ryno Imaging on July 18, 2000,
approving a contract that due to expire on October 31, 2000. Amending this contract will allow EHSD to retain
critical technical services from skilled and experienced personnel for an additional two months, allowing EHSD
to issue and complete a public bid process for these technical services.
During the last contract period, Ryno Imaging successfully assisted EHSD through the potential uncertainties of
the Y2K.problem and serious staff shortages. Employment and Human Services anticipates issuing a formai
public Request for proposals (RFP)in October, 2000 to solicit potential service providers to help meet the
Department's extensive continuing technical support requirements in the areas of network administration,
desktop technical support and general help-desk support.

to contract with Mr. Byron Kunisawa (#21-612-1) in the amount of$52,000 for diversity
training, for the period from October 1, 2000 through January 31, 2001.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Mr. Byron Kunisawa (#21-612-1) in the amount of$52,000 for diversity training, for the period from
October 1, 2000 through January 31, 2001.
FINANCIAL IMPACT:
County cast of this contract is $10,400 (20 percent) with federal and state funds covering the remaining costs
(80 percent).
BACKGROUND:
EHSD selected Mr. Kunisawa after interviewing other qualified candidates to address departmental needs for
increasing cultural competence.
Last June, Mr. Kunisawa offered a pilot training to Employment and Human Services Department staff in
Richmond. The training included courses entitled"Creating Diversity Competence" and"Beyond Inclusion:
The Real Challenge of Diversity" and was provided to all Richmond staff, including clerical,paraprofessional
and professional staff. Given the success of the pilot program, EHSD seeks to have Mr. Kunisawa provide this
training to remaining EHSD staff, including line staff and division managers.
Mr. Kunisawa is an internationally recognized lecturer and consultant in the areas of workforce diversity,
organizational development, multiculturalism and systemic change. He is the founder of the Multicultural
Training Resource Center in San Francisco, one of the first organizations in the country dedicated to addressing
the needs of culturally diverse populations and the organizations that provide service to them.

Authorize the Community Development Director or his designee to execute a contract
amendment with Pacific Municipal Consultants in the amount of$50,000.00 for continuing
Current Planning Staff Assistance services through March 15, 2001. This amendment, effective
August 1, 2000, increases the contract amount from$25,000.00 to $75,000.00.
