FINANCIAL IMPACT: Funding for this Contract is included in the Department ' s Enterprise I budget . REASONS FOR RECOMMENDATIONS/BACKGROUND: In October, 1999, the County Administrator approved and the Purchasing Services Manager executed Contract #23-266 (as amended by Contract Amendment Agreement #23-266-1) with Smartsource, for the period from October 1, 1999 through September 30, 2000, to provide the Department with temporary computer programmers and technicians. Approval of Contract #23-266-2 will allow the Contractor to continue providing services through September 30, 2001 . This Contract includes a six-month automatic extension through December 31, 2001, in the amount of $30,685. FISCAL IMPACT` This Contract is funded by Mental Health Realignment. BACXGRQUND!REASON(8) FOR RECOMMENDATION(S) : On July 20, 1999, the Board of Supervisors approved Novation Contract #24-648-9 with Telecare Corporation for the period from July 1, 1999 through June 30, 2000 (with a six-month automatic extension through December 31, 2000) for the provision of mental health treatment services to Contra Costa County geriatric clients. Approval of Novation Contract #24-648-10 replaces the six-month automatic extension of the prior Contract and allows the Contractor to continue providing services through June 30, 2001. FISCAL IMPACT: This Contract is funded 52% by State AB 3632 Funds and 485% by Acalanes Union High School District funds BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County' s population in that it provides mental health services to low-income Special Education students to increase student success in school, at home, and in the community. On December 7, 1999, the Board of Supervisors approved Contract #74-022 with Mychelle Torres Psy.D. to provide school and community based intensive intermittent mental health services to seriously emotionally disturbed Special Education students and their families at the Acalanes Learning Intervention Center, for the period from October 1, 1999 through September 30, 2000 . Approval of Contract #22-783 will allow California Association of Environmental Health Administrators to provide Envision for windows, a personal computer based Data Management System for the Department's Environmental Health Division through June 30, 2001. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: ACCEPT the recommendation of the Family and Children's Trust Committee(FACT)to change the fiduciary agent for Contract#21-523-01 from Family Wellness Center to Opportunity West. AND APPROVE and AUTHORIZE the Employment and Human Services Director, or his designee, to contract with Opportunity West #21-640 in the amount of$66,238 for the implementation of the family resource center in North Richmond for the period of October 1, 2000 through June 30, 2001. FINANCIAL IMPACT: No funding impact. BACKGROUND: In February 1999, the Board authorized the issuance of Request for Proposal #1052 (RFP). One of the awarded contracts was the Family Wellness Center as the fiduciary agent for a collaboration between Family Wellness Center, Opportunity West, Morehouse Interfaith, Contra Costa Office of Education, and Unity Church of Richmond to plan a community based multi-service family resource center in Richmond. The result was a contract (#21-523) with Family Wellness Center as the fiduciary agent. In August 2000 the Board authorized a second year of funding for contract#21-523-01 with the Family Wellness Center for the continued development and the implementation of the community based multi-service family resource center. The collaboration will continue, however, all collaborating partners and the FACT Committee agree that the larger agency of Opportunity West is in a better position to undertake the additional administrative and management responsibilities of implementing the community based multi-service family resource center. The project services and goals will remain as provided in the proposal and as reflected in the contract with the Family Wellness Center. The new contract(#21-640) amount reflects a reduction from contract#21-523-01 amount of$75,000 by claims submitted from Family Resource Center. The Family Wellness Center contract(#21-523-01)will terminate as of October 1, 2000.
