SUBJECT: Approval of Novation Contract #22-033-41 with Family and Community
Services, Inc . (dba Senior Outreach Services of Contra Costa)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Novation
Contract #22-033-41 with Family and Community Services, Inc . (dba
Senior Outreach Services of Contra Costa) in the amount of $190, 000,
to provide congregate meal services for the Senior Nutrition Program
for the period from July 1, 2000 through June 30, 2001 . This
Contract contains a four-month automatic contract extension through
October 31, 2001, in the amount of $53 , 333 .
FISCAL IMPACT:
This contract is 100% federally funded under Title III-C (1) of the
Older Americans Act of 1955 . No County funding is required.
BACKGROUND REASONS) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that
it provides meals on 250 serving days, at seven sites throughout the
County, to an average of 225 senior citizens, to ensure they receive
at least 1/3 of their daily nutritional requirements .
On November 15, 1999, the Board of Supervisors approved Novation
Contract #22-033-40 with Family and Community Services, Inc . (dba
Senior Outreach Services of Contra Costa) for the period from July
1, 1999 through June 30, 2000, for the provision of congregate meal
services for the Senior Nutrition Program. Approval of Novation
Contract #22-033-41 replaces the four-month automatic extension
under the prior contract and allows the Contractor to continue
providing services through June 30 , 2001 .

Senior Outreach Services of Contra Costa) in the amount of $195, 000,
to provide home-delivered meal services for the Senior Nutrition
Program, for the period from July 1, 2000 through June 30, 2001.
This Contract includes a four-month automatic extension through
October 31, 2001, in the amount of $65, 000.
FISCAL IMPACT:
This contract is 100% federally funded under Title III-C(1) of the
Older Americans Act of 1965. No County funding is required.
BACKGROUNDLREASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that
it provides home delivered meals on 250 serving days, to an average
of 430 County clients with AIDS and senior citizens, to ensure they
receive at least 1/3 of their daily nutritional requirements.
On November 16, 1999 , the Board of Supervisors approved Novation
Contract #22-137-27 with Family and Community Services, Inc. (dba
Senior Outreach Services of Contra Costa) for the period from July
1, 1999 through June 30, 2000, for the provision of home delivered
meals services for the Senior Nutrition Program. Approval of
Novation Contract #22-137-28 replaces the four-month automatic
extension under the prior Contract and allows the Contractor to
continue providing services through June 30, 2001.

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) , to execute on behalf of the County, Novation
Contract #28-559-6 with West Contra Costa County Meals on Wheels, for the
period from July 1, 2000 through June 30, 2001, in the amount of $42, 033,
for the provision of home-delivered meal services for the Senior
Nutrition Program. This document includes provisions for a four-month
automatic extension through October 31, 2001 .
FINANCIAL IMPACT:
No County cost is included.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S)-:
On December 7, 1999, the Board of Supervisors approved Novation Contract
#28-559-5 with West Contra Costa County Meals on Wheels for
home-delivered meal services for the County' s Senior Nutrition Program,
for the period from July 1, 1999 through June 30, 2000, which contained
provision for a four-month automatic extension through October 31, 2000 .
This program provides an average of 350 meals per day, five days per
week. The meals are delivered to designated senior citizens , homes in
the cities of Richmond, North Richmond, San Pablo, El Cerrito, El
Sobrante, Pinole, Rodeo, Crockett and the unincorporated areas
surrounding these cities .
Approval of this Novation Contract #28-559-6 will replace the four-month
automatic extension under the prior Contract and allow the Contractor to
continue providing services, through June 30, 2001 .

(Frank Puglisi, Jr. ) , to execute on behalf of the County, Contract
#26-305-4 with Vista Staffing Solutions, in the amount of $75, 000,
for the period from October 1, 2000 through September 30, 2001, for
physician registry services.
FISCAL IMPACT:
Funding for this contract is included in the Health Services
Department Enterprise I budget . As appropriate, patients and/or
third-party payors will be billed for services .
BACKGROZJNDIREASON(S) FOR RECOMMENDATION(S)_:
On October 26, 1999, the Board of Supervisors approved Contract #26-
305-3 with Vista Staffing Solutions, for the period from October 1,
1999 through September 30, 2000, to present locum tenens physicians
to work as temporary employees to ensure appropriate medical staff
coverage to the inpatient psychiatric units at Contra Costa Regional
Medical Center.
Approval of Contract #26-305-4, will allow the Contractor to
continue providing services through September 30, 2001 .

amount of $75, 600, for the period from September 1, 2000 through
August 31, 2001 .
FISCAL IMPACT:
Cost to the County depends upon utilization. As appropriate,
patients and/or third party payors will be billed for services .
BACKGROUNDIREASON(S) FOR RECOMMENDATIONS :
For a number of years the County has contracted with Medical and
Dental Specialists to provide specialized professional services
which are not otherwise available in its hospital and clinics .
Under Contract #26-978, Dr. Richard Nagle will provide on-call
Neurology services for Contra Costa Regional Medical Center through
August 31, 2001.
