The Board heard the testimony of Marcus O'Connell, who wished to be.considered for the open seat but, due to the County's procedures for appointments, did not have an opportunity to be considered. The Board directed staff to advertise the vacancy and accept applications through September 15. The Board also directed the IO Committee to interview the applicants and make a recommendation back to the Board on the appointment. Until a permanent appointment was made to the open seat, it was agreed that Mr. Clark would continue to serve on the Commission. A press release was Issued on August 11, 2000 and the vacancy was posted on the County's web page. Four applications were received, however, one applicant withdrew his application prior to the interviews. On September 25, 2000, the 10 Committee interviewed the three applicants for the Planning Commission vacancy and decided to recommend to the Board of Supervisors reappointment of Richard Clark. (new seat) Judy Martin State Employment Development Department BACKGROUND: The Workforce Investment Board (WIB) was created pursuant to the federal Workforce Investment Act of 1998 to replace the Contra Costa County Interim Workforce Investment Board and its predecessor, the Contra Costa County Private Industry Council, by June 30, 2000. Under the Workforce Investment Act, the "Chief Elected Official" (County Board of Supervisors) is designated as the appointing authority for membership on the WIB. Since the Board of Supervisors last appointments to the WIB in March 2000, two additional One-Stop required partners came to the attention of the WIB that are now providing One-Stop services within the County's Workforce Investment area. Appointment of New Workforce Investment Board Members This Staff'Report addresses the appointment of three new Workforce Investment Board members. tern ,non n: The Executive Committee recommends that the Workforce Investment Board approve the appointment of three candidates to the Workforce Investment Board by the County Board of Supervisors. All candidates would fill the seats of required One-Stop partners as prescribed by the Workforce Investment Act. The candidates are., • Ms.Judy Martin,Manager—State Employment Development Department,Pleasant Hill Office • Ms.Argentina Davila-Luevano,Administrative Counselor—Job Corps • Mr. Juan Francisco Prieto,Family Development Specialist--California Human Development Corporation Ms. Martin would fill the vacancy created by the resignation of Ms. Magda Calderon. Ms. Calderon has nominated Ms. Martin as her replacement. Ms. Argentina Davila-Luevano and Mr.Juan Francisco Prieto represent required tine-Stop partners under the Workforce Investment Act who were not originally appointed to the Board. The appointment of the three candidates would maintain the Board's full membership compliance with the Workforce Investment Act. Fiscal Impact: This action will have no fiscal impact. Impact on Cuggmers: Additional representation by Job Corps and California Human Development Corporation will result in an even broader perspective on workforce development issues,particularly related to youth issues that are addressed by Job Corps and migrant and seasonal farmer programs conducted by the California Duman Development Corporation. 2 Background: The Workforce Investment Act lists twelve required programs that must be represented on the Board, assuming these programs are active within the Board's Workforce Investment Area..
