Kennedy University Concord Library Taskforce SPECIFIC REQUEST(S)OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Accept the Acting County Librarian's status report on the progress of the task force investigating the feasibility of constructing and operating a joint-use library at the proposed John F. Kennedy University Concord campus. FISCAL IMPACT: Status report only. No fiscal impact. BACKGROUND: A joint-use library is one in which two or more entities join their library resources in one facility. The County Library currently operates two joint-use libraries: 1. Say Point Library - The library outlet in Say Point is located at the Riverview Middle School. 2. Oakley Library - The Oakley Public Library relocated to Freedom High School in August 1999. Library staff are currently involved in planning two additional joint-use libraries: 1. Dougherty Valley -The Library is working with Diablo Valley College and the City of San Damon to plan a joint-use public/community college library to be located at the Community College's Center For Higher Education planned for the Dougherty Valley. 2. Concord - The Library is working with the City of Concord and John F. Kennedy University to investigate the feasibility of a joint-use public/University library in Concord. City staff assembled a team of two consultants and a facilitator to assist in the examination of developing a joint-use library. Because the City of Concord participates in the Contra Costa County Library, the County Library staff would operate the public library portion of the joint-use library and were invited to participate in the planning process. A Joint-Use Library Feasibility Task force was created with representatives of the University, the County Library, the City and consultants. The taskforce met eleven times between March 1999 and January 2000. A Joint-Use Library Feasibility Task Force Report has been completed and will be presented to the Concord City Council for review on February 1, 2000. To date, the task force has: 1. Identified and agreed on a comprehensive list of issues that needed to be satisfactorily addressed in order to determine that a joint-use library could operate successfully. 2. Researched specific examples of joint-use libraries and, in some cases, representatives of these libraries were brought in to discuss their joint-use projects. 3. Commissioned a surrey of Concord residents and JFK students and faculty. 4. Worked with consultants and architects to explore a number of architectural and operational models. 5. Analyzed data relevant to the study. 6. Prepared a set of findings and recommendations to be presented at a study session of the Concord City Council on February 1. This is a study session only, and no action will be taken. All items identified as critical to determining feasibility were satisfactorily addressed by the Taskforce. All members agreed that based upon their collaborative work, a joint-use library is feasible. The consensus of the taskforce is that a joint-use project would simultaneously benefit the City of Concord, John F. Kennedy University and the Contra Costa County Library and would be positively viewed by Concord residents and John F.
