THE BOARD OF SUPERVISORS OF
CONTRA COSTA +COUNTY, CALIFORNIA
Adopted this Order on January 25, 2000, by the following vote:
AYES: Supervisors Gioia, Canciamilla and Gerber
NOES: None
ABSENT: Supervisors Uilkema and DeSaulnier
ABSTAIN: None
This is the date and time noticed by the Clerk of the Board of Supervisors for the
hearing on the recommendation of the Contra Costa County Planning Commission
on the request by Construction Logistics (Applicant and Owner) to rezone a 70.6
acre property from Heavy Agriculture (A-3) to Planned Unit District (P-1) and for
approval of an associated Preliminary Development Plan (RZ 98-3054); and to
approve the Final Development Plan (DP 98-3016) to allow seven single-family
residential lots (minimum parcel size 10 acres) within an existing 70.6 acre
property that currently consists of five parcels. Vineyards are to be established on
the 10 acre residential lots, Knightsen area.
Dennis Barry, Director of the Community Development Department (CDD),
presented the staff report. He noted that the Conditions of Approval were modified
by the Planning Commission and are attached to the staff report. He advised the
Board that in the pre-hearing meeting, a representative of the Knightsen Town
Advisory Council indicated some concern with Condition No. 1, on Page 2. Mr.
Barry advised the Board that CDD staff would recommend Condition No. 1 be
modified in the 3rd Paragraph, beginning at the sentence "All allowable uses ...",
and be set apart by itself so that it's clear that the A-3 Zoning standards for uses
and structures would apply within this, as the zoning standards.
The public hearing was opened, and the following person offered comments:
Seth Cockrell, Knightsen Town Advisory Council, P.O. Box 170,
Knightsen.
The Board discussed the issues.
Supervisor Canciamilla noted that he had received a call from the Executive
Director of the Delta Protection Commission indicating they would like time to
review and comment on the application. He moved to continue the matter to
February 8, 2000, at 11:00 a.m. Supervisor Gioia seconded the motion.
Mr. Barry informed the Board that the applicant would like to comment before the
hearing was closed.

Chair Gerber called upon the applicant, and he offered testimony:
Jeff Ghidossi, Constriction Logistics Group, 111 Cortone Drive, San
Ramon.
The Board discussed the matter.
Supervisor Gerber advised that there was a motion and second on the floor, and
questioned if the motion included leaving the hearing open. Supervisor
Canciamilla stated that it did. The Chair called for the question, and the vote was
unanimous.
IT IS BY THE BOARD ORDERD the hearing on the recommendation
of the County Planning Commission on the Rezoning and Preliminary
Development Plan RZ 98-3054 and Final Development Plan DP 98-3016,
Knightsen area, is CONTINUED to February 8, 2000, at 11:00 a.m.
