FISCAL IMPACT: This Contract is included in the Department ' s Fiscal Year 1999-2000 Budget and is funded by County funds which may partially be off-set by reimbursement under SH 90 Unfunded State Mandates Claims Fund for the AB 3454 Doe-Gallinot Certification Review Hearing Costs and the SB 665 Riese Capacity Hearing cost . BACKGROUND/REASON(S) FOR RECOMMENDATIONS : This Contractor provides mandated services of Hearing officers, who are licensed to practice law in the State of California, to preside over two types of hearings : (1) Doe-Gallinot Certification Review Hearings for psychiatric patients who are detained on an involuntary status at Contra Costa Regional Medical Center; and (2) Riese Hearings, referred to as "capacity hearings" , for psychiatric patients who are detained on an involuntary status to determine their capacity to refuse antipsychotic medication. In August, 1999, the County Administrator approved and Purchasing Services Manager approved Contract #26-334-1, with Susan Marchant Angel, Attorney-At-Law, for the period from July 1, 1999 through December 31, 1999, for the provision of Certification Review/Probable Cause/Capacity Hearing officer services for patients who are involuntarily confined by the County. Approval of Contract #26-334-2, will allow Contractor to continue providing services through December 31, 2000 . SPECIFIC REQUEST(S)OR RECOMMENDATK)N(S)b BACKGROUND AND JUSTIFICATION RBCOMM BIDATION(S) : Approve and authorize the Health Services Director or his designee (Donna Wigand, LCSW) to execute on behalf of the County, Novation Contract #24-133-44 with La Cheim School, Inc. , for the period July 1, 1999 through June 30, 2000, in the amount of $1,255,115, for the provision of an intensive day treatment program, mental health services, medication support, and case management services, in a school setting for mentally disturbed children and adolescents. FISCAL IMPACT: This Contract is funded as follows: $ 527,425 Federal Medi-Cal Revenue (FFP) 727.691 County funds and Mental Health Realignment $1,255,116 Contract Payment Limit CHILDREN'S IMPACT STATKMBNT: This Mental Health program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families" . Expected program outcomes include an increase in positive social and emotional development, as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and placement at discharge to a lower level of care. BACKGROUNDIRLASON(S) FOR RECOMMENDATION(S) : This Contractor has been providing intensive day treatment for mentally and emotionally disturbed children and adolescents for many years. The program maintains an ongoing census of approximately 47 youth for the County and serves approximately 70 minors per year. This Contract also provides mental health day treatment services which are required by the Individualized Education Plans (IEPs) for some Special Education Pupils (SEP) under AB 3632. On January 5, 1999, the Board of Supervisors approved Novation Contract #24-133--42 (as amended by Administrative Amendment Agreement #24-133-43) with La Cheim School, Inc. , for the period from July 1, 1998 through June 30, 1999, which included a six-month automatic extension through December 31, 1999. Novation Contract #24-133 -44 replaces the automatic extension under the prior Contract, and will allow the Contractor to continue providing services through June 30, 2000. RECOMMENDED ACTION: Approve and authorize the Chief Information Officer or his designee to execute an Agreement amendment with AVD extending the contract from January 31, 2000 to June 30, 2000 and increasing the payment limit to $200,000 which is an increase of$100,000. II. FINANCIAL IMPACT: Funds will not be encumbered by the agreement and no additional General Fund monies are requested. Services will be charged out to requesting departments. III. REASON FOR RECOMMENDATION AND BACKGROUND: County telecommunication service requests continue to increase due to the rapid technological changes in voice and data systems. To meet our customer's service requests, we have augmented our permanent staff with temporary Technician staff and with contract staff from AVD. Hiring qualified journey-level temporary Telecommunications Technicians has been difficult as Telecommunications is a booming field with higher salaries available elsewhere. We are in the process of reviewing our staffing requirement and conducting a classification and salary study. Until final staffing levels are determined, adequate salaries are established and all vacant positions are filled, we need to continue contracting with AVD if we are to meet our customers services requests. If this contract is not approved, then telecommunications work for departments will be delayed, as the county does not have adequate staff t current v um f service requests generated by departments. The Second Amendment increased the scope to provide a change in the security gate and fire alarm control at 1020 Ward Street, Martinez and reconfiguration of building addition, smoke detector control system, and the addition of exterior lighting at 640 Ygnacio Valley Road,Walnut Creek. B. The First Amendment increased the scope to provide the following services which were necessary in order to properly complete the required testing and inspection services: 1. Furnish and install a stand alone, high efficiency, EPA approved purge unit for chiller. Leak check and minor leak repair included. 2. Furnish and install a rupture relief unit on the chiller,with internal alarm. 3. Provide an Eddy Current test on the chiller barrels. 4. Inspect hot and cold domestic piping on each floor of building. 5. Remove broken main domestic hot water valve and replace with new Nebco 3-inch iron gate valve. 6. In Paragraph 1(f), change the Completion Date from March 1, 1999 to "Completion of Construction." C. The Second Amendment increases the scope to provide the following services which are necessary in order to properly complete the required testing and inspection services: 1. Review drawings and specifications prepared by Fong & Chan Architects to ensure that the deficiencies found during inspection and testing are corrected. 2. Attend meetings as required to review engineering and construction issues related to these testing and inspection services. 3. Assist in final inspections and review close-out documentation of the new building mechanical system.
