RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to
execute on behalf of the County, Novation Contract 024-513-19 with New Connections, in the
amount of $204,655, for the period from July 1, 1999 through June 30, 2000, for provision
of substance abuse prevention, intervention and treatment services. This Contract includes
a six-month automatic extension through December 31, 2000 in the amount of $102,326.
FISCAL IMPACT:
This Contract is funded as follows:
$107,098 Federal Funds
63,750 State Funds

CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention and treatment program supports the Board of
Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe
and Provide a High Quality of Life for Children and Families" community outcomes by
providing individual, group, and family counseling, substance abuse education;
rehabilitation support services; and substance abuse prevention services. Expected
outcomes include increased knowledge about the impact of addiction; decreased use of
alcohol, tobacco and other drugs; increased use of community-based resources; and increased
school and community support for youth and parents in recovery.
BACKGROt7NDIREASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it provides specialized
substance abuse treatment and prevention programs so that addicted youth are provided an
opportunity to prevent or recover from the effects of alcohol or other drug use, become
self sufficient, and return to their families as productive individuals.
On February 23, 1999, the Board of Supervisors approved Novation Contract #24-513-17 (as
amended by Administrative Amendment Agreement #24-513-18) with New Connections for the
period from July 1, 1998 through June 30, 1999 (which included a six-month automatic
extension through December 31, 1999) for the provision of substance abuse prevention,
intervention and treatment services.
Approval of Novation Contract #24-513-19 replaces the six-month automatic extension under
the prior contract, and allows the Contractor to continue providing services through June
30, 2000.

from July 1, 1999 through June 30, 2000, for the provision of drug abuse prevention,
intervention, and treatment services. This Contract includes a six-month automatic

This Contract includes a six-month automatic extension through December 31, 2000, in the

CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse program supports the Board of Supervisors' "Families that
are Safe, Stable, and Nurturing" community outcome by providing parenting education,
stability, and safety for mothers (and their children) and pregnant women who are
alcohol and drug dependent, while they are in substance abuse treatment. Expected
outcomes include delivery of drug-free babies, decreased use of alcohol, tobacco and
other drugs, reduction in the number of relapses, and creation of a sober social
network.
BACKGROUND/REASON(S) FOR RECOM=NDATION(S) :
This Contract meets the social needs of County's population in that it provides family-
centered alcohol and drug treatment services to pregnant and parenting women, in order
to prevent perinatal substance abuse and improve birth outcomes.
On January 19, 1999, the Board of Supervisors approved Novation Contract #24-872-5 (as
amended by Administrative Amendment Agreement #24-872-6) with Bi-Rett Corporation, for
the period from July 1, 1998 through June 30, 1999 (which included a six-month automatic
extension through December 31, 1999) for the provision of perinatal and residential
treatment services for women at its Wollam House.
Approval of Novation Contract #24-872-7 replaces the six-month automatic extension under
the prior contract, and allows the Contractor to continue providing services through
June 30, 2000.

through June 30, 1999 (which included a six-month automatic extension through December 31,
1999) for the provision of primary prevention services, including "Friday Night Live" and

Approval of Novation Contract #24-754-34 replaces the six-month automatic extension under
the prior Contract and allows the Contractor to continue providing services through June
30, 2000.

On October 27, 1558, the Board of Supervisors approved Contract
#26-046-23 with Julie 0. Fulford (dba Valley Audiology) for the
period from October 1, 1558 through December 31, 1995, for the

I . RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee
(Wendel Brunner, M.D. ) , to execute on behalf of the County, Contract
#22-573-6 with Sheryl Walton, in the amount of $23, 640, for the
period from January 1, 2000 through August 31, 2000, to provide
consultation and technical assistance to the Department with regard
to the AIDS Program and the North Richmond Center for Health.
II . FINANCIAL IMPACT:
This Contract is funded by CARE Act Title III funds. No County
funds are required.
Approval of this Contract will result in a cumulative twelve-month
total in excess of $25, 000, therefore, Board of Supervisors approval
is required.
III . REASONS FOR RECOMMENDATIONS/BACKGROUND:
In July 1999, the County Administrator approved and the Purchasing
Services Manager executed Contract #22-573-5 with Sheryl Walton, for
the period from July 1, 1999 through December 31, 1999, to provide
consultation and technical assistance to the Department with regard
to the Community Wellness and Prevention Programs and the North
Richmond Center for Health.
Approval of Contract #22-573-6 will allow the Contractor to continue
providing services to the Department through August 31, 2000 .

On January 19, 1999, the Board of Supervisors approved Contract #22-
705 with Yvonne Dufala, CFRE, dba Fund Raising Solutions, for the
period from January 1, 1999 through December 31, 1999, to provide
resource development services for the County' s Meals on Wheels
Program to establish renewable financial support for the nutrition
program.
Approval of Contract #22-705-1 will allow Contractor to continue
providing services through December 31, 2000 .
