Reasons for Recommendations and Background: In 1993,the Board approved the Memorandum of Understanding for the Bay Area Stormwater Management Agencies Association(BASMAA)which established an organization of the nine Bay counties, at the staff level,to share resources and information and to cooperate in other ways involving their common interests as managers of stormwater draining into San Francisco Bay. The District and the County Clean Water Program have been active participants in BASMAA from its inception. Under BASMAA oversight, it is proposed to develop Best Management Practices for Flood Control Maintenance activities. Alameda County Public Works Agency is the lead agency and has retained a consultant, Eisenberg, Olivieri, &Associates to develop the Best Management Practices and the Manuals for their application. The cost of the work is being shared by Alameda, Marin, Santa Clara, and Contra Costa Flood Control agencies. The Best Management Practices will guide our maintenance forces in their daily work to minimize pollutants entering the waterways due to their activities. 1V. Consequences of Negative Action: The project may not proceed and staff would continue to operate with procedures that may not be the best from a water quality standpoint.
