SUBJECT: Grant Permission to Close a Portion of Dupuru Drive, for the Purpose of storing tanks
to remove sediment from the EBMLTD Rolph Drinking Water Reservoir, in the
Crockett area. (RC 00-1)
IT IS BY THE.BOARD ORDERED that permission is granted to RECON Environmental
Services,Inc. to partially close Dupuru Drive, except for emergency traffic, from Tuesday,February
1, 2000 to Thursday, February 3, 2000, subject to the following conditions:
1. Traffic will be detoured via adjacent lane.
2. All signing to be in accordance with the State of California Manual of Traffic Controls,
3. RECON Environmental Services, Inc. shall comply with the requirements of the Ordinance
Code of Contra Costa County.
4. Have on file with the County a Certificate of Insurance in the amount of$1,000,000 for
Comprehensive General Public Liability which names the County as an additional insured.
5. Obtain approval for the closure from the Sheriffs Department,the California Highway Patrol
and the Fire District.

SUBJECT: Accept completion of Improvements for Subdivision 7633, Alamo area.
The Public Works Director has notified this Board that the improvements in Subdivision
7633 have been completed as provided in the Subdivision Agreement with Greenbriar Stonebridge
Partners heretofore approved by this Board in conjunction with the filing of the Subdivision Map.
NOW THEREFORE BE IT RESOLVED that the improvements have been COMPLETED
as of January 25,2000, thereby establishing the six-month terminal period for the filing of liens in
case of action under said Subdivision Agreement:

The Public Works Director has recommended that he be authorized to execute a Deferred
Improvement Agreement with James & Sherry Kreutzer, as required by the Conditions of Approval
for Minor Subdivision 23-93. This agreement would permit the deferment of construction of
permanent improvements along Bishop Road, which is located in the Crockett area.

111. Reasons for Recommendations and Background:
In 1993,the Board approved the Memorandum of Understanding for the Bay Area Stormwater Management
Agencies Association(BASMAA)which established an organization of the nine Bay counties, at the staff
level,to share resources and information and to cooperate in other ways involving their common interests
as managers of stormwater draining into San Francisco Bay. The District and the County Clean Water
Program have been active participants in BASMAA from its inception.
Under BASMAA oversight, it is proposed to develop Best Management Practices for Flood Control
Maintenance activities. Alameda County Public Works Agency is the lead agency and has retained a
consultant, Eisenberg, Olivieri, &Associates to develop the Best Management Practices and the Manuals
for their application. The cost of the work is being shared by Alameda, Marin, Santa Clara, and Contra
Costa Flood Control agencies.
The Best Management Practices will guide our maintenance forces in their daily work to minimize pollutants
entering the waterways due to their activities.
1V. Consequences of Negative Action:
The project may not proceed and staff would continue to operate with procedures that may not be the best
from a water quality standpoint.
