ACCEPT DONATION FROM THE SOUTHERN ENERGY COMPANY

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ACCEPT a donation of $10,000 from the Southern Energy Company California to
the Contra Costa County Fire Protection District's "Confined Space Rescue
Program".
BACKGROUND:
The Occupational Safety and Health Administration (OSHA)requires firms that have
to access confined spaces such as tanks, tunnels and similar facilities to have a
confined space rescue team unless the appropriate fire district has such a team and
is prepared to respond to the need to perform a confined space rescue.
To date, the Contra Costa County Fire Protection District has not had a confined
space rescue team and therefore, a number of firms located in the Fire District have
had to form these teams themselves. Where this is required, a company must have
the appropriate breathing apparatus, the ability to monitor air quality, rigging and
lifting systems to rescue workers if they get in trouble. A second team must be
outside the confined space in case the rescuing team gets in trouble itself.

The Contra Costa County Fire Protection District is planning to implement a confined
space rescue team within a few weeks. They will then be able to respond to cases
where such a rescue is necessary. This will relieve many of the firms in the area
from having to have their own teams. It is, therefore, to the financial advantage of
these firms to have the Fire District capable of responding to confined space rescues
with the appropriate staff and equipment.
The Southern Energy Company California operates the PG&E plants in Pittsburg
and Antioch, using PG&E employees for this purpose. The Southern Energy
Company California has agreed to donate $10,000 to the Fire District and to make
annual donations to help support the confined space rescue program. They have
also agreed to contact other firms in the area and urge them to also donate funds for
the Fire District's confined space rescue program.
The Fire District is urging the Board to accept this donation and the County
Administrator's Office agrees with this recommendation.
