BACKGROUND Contra Costa County conducted a statewide recruitment and examination process to fill the position of County Probation Officer which became vacant on July 7, 1999 upon the retirement of the incumbent. As part of the acceptance of employment by the successful candidate, 80 hours of sick leave will be credited to his account effective December 2, 1999. This action will authorize the Auditor-Controller to make the necessary adjustments in keeping with the terms of his employment. In accordance with Section 34-12.004 of the County's Employer-Employee Relations Resolution 81/1165, on November 12, 1999 CCCEA Local One filed a petition for Formal Recognition as a representative of the employees in the classifications of Family and Children's Services Site Supervisors-Project 1, 11 and III, employed by the Community Services Department. The petition qualified in that at least thirty percent (30%) of the employees in the proposed representation unit signed employee organization authorization cards. Orig. Proof of employee approval exceeds the minimum thirty percent (30%) requirement for qualifying the petition. In accordance with Section 34-12.004 (2) and by copy of this memorandum, other recognized employee organizations are advised that intervention in the unit determination process and/or to appear on a representational election ballot requires thirty percent (30%) of employees approval and must be submitted to the Labor Relations Manager within twenty-one (21) calendar days from the date of this memo. In addition, please be advised that following the intervention process, Section 34- 12.004 (3) requires the Labor Relations Manager to review the proposed unit to determine its appropriateness pursuant to the criterion set forth in Section 34-12.006.
