SUBJECT: Bay Area Flourishing Families Performance Partnership
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
APPROVE Contra Costa County's participation in the Bay Area Flourishing Families Performance
Partnership, a joint effort of Counties in the region, state representatives and federal representatives
under the sponsorship of the Bay Area Partnership, to foster increased local program flexibility and
accountability for specific, measurable results.
REFER policy issues generated through the Performance Partnership to the Family and Human
Services Committee for follow-up and oversight, as part of the regular reports made to this Committee
on the activities of the Contra Costa Children and Families Policy Forum.
BACKGROUND/REASON(S) FOR RECOMMENDATIONS:
Since 1996, Contra Costa County has been an active participant in the Bay Area Partnership, which is
a unique alliance among Federal, State and County governments. The Bay Area Partnership was
convened by the State Department of Education and the State Health and Human Services Agency, the
Federal Departments of Health and Human Services, Labor, Education, Agriculture, and HUD, and
County representatives. Its purpose is to promote and support the health, safety, self-sufficiency and
quality of life of Bay Area families and communities. The Bay Area Partnership is committed to
developing and achieving measurable results in its work for families and communities.
To this end, the Bay Area Partnership convened a Flexibility and Systems Redesign Learning Circle in
1999, made up of two Federal departments, two State agencies and seven Counties (including Contra
Costa). The Learning Circle created a model for the development of a Bay Area "Flourishing Families
Performance Partnership". The purpose of the Performance Partnership is to increase flexibility in local
program design in exchange for accountability for specific, measurable results.

The elements of the Performance Partnership include
Develop, and agree upon, specific initiatives;
Design a process for negotiation;
Identify mechanisms that facilitate flexibility (waivers, legislation, written agreements, other
formal vehicles); and
Establish specific outcomes with accountability measures.
The Circle met six times in 1999 and reached agreement on:
A single goal to focus the work

Helping families achieve self-sufficiency
Preparing children age 0-5 for success in school

Local discretion for the deployment of program resources
The ability to pool funds across program lines

On October 20, 1999, leaders from the Federal, State and County governments met to review the
work of the Learning Circle and reach agreement on participating in this Performance Partnership. A
three-month work plan was proposed to move forward with the Performance Partnership, including a
more detailed draft of program design proposals, draft description and definition of the Performance
Partnership negotiating process and final Bay Area Data Report on 21 indicators of family success.
In Contra Costa County, the activities of the Learning Circle have been reported through the Children
and Families Policy Forum Executive Committee. Key members of the Policy Forum Executive
Committee, as well as the County Administrator and staff, attended the October 20, 1999 meeting
and indicated their support for moving forward with the Performance Partnership approval process.

Part of this three-month plan Is the endorsement of ,each participating County's Soard of
Supervisors for participation In the Performance Partnership. Also during this time, Counties
are to identify their desired "negotiating" representatives and hold internal meetings, as appropriate,
to discuss Performance Partnership participation.
The Performance Partnership progress provides for the achievement of results to which we are
already committed by policy, program and resource deployments. On January 31, 2000, Bay Area
County, State and Federal representatives will meet to review and evaluate specific proposals under
consideration for the Performance Partnership. These proposals were selected for further review
from among 10 concepts presented at the October 20, 1999 meeting. They include:
Full-day, full-year child care (high quality child development/preschool/day care);
Eligibility alignment (streamlining the process for qualification and access to programs with like
income-eligibility requirements);
Family Coverage expansion (Medi-Cal/Healthy Families alignment/integration);
Increased child support (by reduction of arrears for low-income, noncustodial parents who
participate in employment/training programs, work and pay current support);
Increased flexibility in child care funding (among child care"stages" under CaIWORKs); and
Confidentiality (appropriate and secure sharing of confidential information to improve service
delivery, promote sound policy development and support creation of new service delivery strategies).
These proposals will be evaluated using criteria such as time frame and feasibility of implementation,
degree of local/state/federal support, costs, benefits and fiscal impact, and expected results as
measured by the 21 Regional indicators.
The Bay Area Partnership's Flourishing Families Performance Partnership expands and builds on
the work already done to bring local, state and federal resources together in new and innovative
configurations. These new ways of doing business--building regional consensus, leveraging
resources and expertise among government partners and focusing on results--put the Bay Area, and
Contra Costa County, in the forefront of efforts to make government more effective in improving
outcomes for children and families.
