IN THE MATTER OF RECOGNIZING THE RETIREMENT OF MICHAEL"WALFORD PUBLIC
WORDS DIREC'T'OR,AND EXPRESSING APPRECIATION FOR THE CONTRIBUTION MR.
WALFORD HAS MADE TOCONTRA COSTA COUNTY AND TO HIS PROFESSION DURING
HIS 37 YEARS OF SERVICE
WHEREAS,Jon Michael Walford has announced his intention to be the first California County Engineer
and the first Contra Costa County Department Head to retire in the new millennium;and
WHEREAS,as Public Works Director for 19 years,Mike has taken a lead role and has been very successful
in meeting the transportation,flood Control,and recreational needs of the residents of Contra Costa County
by implementing many important projects such as the new Byron airport,the Interstate 6680/State Route24
interchange projects,the State Route 4 Improvements including the new State Route 4 Bypass,the
improvements to the Wildcat and San Pablo Creeks;and
WHEREAS,Mike received his Civil Engineering Degree from the University of California at Berkeley in
1963,and began his professional career at the Contra Costa County Public works Departments that same
year as a Junior Civil Engineer,was promoted to division Manager in 1970,to Chief Deputy Public Works
Director in 1976,and then appointed Public Works Director in 1980;and
WHEREAS,Mike strongly advocated for excellence in the Public Works Department by implementing and
personally participating in a Continuous Quality Improvement Program,led the effort that produced a five-
year Strategic Plan for the department,supported continuing education programs and urged active
participation in professional organizations for all Public Works employees,initiated the three-year Self
Assessment and Improvement Program that should eventually result in Contra Costa County becoming the
first County in North America to become accredited by the American Pubic Works association;and
WHEREAS,Mike led the County in proactively providing for his department's employees'needs,with
Public Works being the first County department to establish flexible and alternative work schedules in
1987,and in 1994 spearheaded the effort to establish an onsite childcare facility for the children of Public
works and other county employees;and
WHEREAS,Mike was appointed by the State Controller to the California Uniform Cost Accounting
Commission at its inception in 1983,and served as.chair the two terms,was elected Chapter President of the
America Public works Association in 1989,was elected President of the County Engineers Association of
California in 1991,was honored by the County Engineers Association of California as County Engineer of
the Year in 1993,was honored by the the,
Association of County Engineers as National Urban County
Engineer of the Year in 1994,was honored as on one of the top Public Works Leaders of the Year in the
United States and Canada by the American Public Works Association in 1996,was nationally recognized as
the 1999 County Leader of the Year by American City and County Magazine;and
WHEREAS,Mike has been an active Scoutmaster since 1985,received an Outstanding Scoutmaster Award
in 1986,the Muir District Award of Merit in 1987,was honored as a recipient of the Boy Scouts of America
National Scoutmaster Award of merit in 1992,and is currently serving on the Board of Directors of the
Contra Costa County Historical Society and the Kids at Work Early Childhood Development Center;and
NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors of Contra Costa County does
hereby publicly recognize and express its appreciation for the contribution Mr.Walford has made to Contra
Costa County and to his profession during his 37 years of service;and
BE IT FURTHER RESOLVED that Jon Michael Walford,his wife,two children and grandchildren enjoy
his retirement years in good health and great happiness.
