RECOMMENDATION:
AUTHORIZE the County Administrator or his designee to sign an agreement similar to the attached with
Outdoor Systems Advertising.
FINANCIAL IMPACT:
None.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
As part of an agreement with Contra Costa County, Outdoor Systems Advertising has agreed to provide
space at no cost on bus shelters for County departments to post advertisements about their programs
or services. CCTV requested space and was granted the use of five spots to advertise CCTV
programming. County Counsel reviewed the attached agreement and inappropriate language was
deleted with the company's agreement. By authorizing the County Administrator to sign an agreement
similar to the attached, CCTV will be able to take advantage of this free advertising opportunity to
promote programming. The only possible change to the agreement would be the actual date that the
ads would be posted.

3. OUTDOOR agrees that all designs for displays will be"fully reproduced and that the displays will be maintained in goad
condition. OUTDOOR shall provide Initial painting free of charge. Any repainting designed by Advertiser/Agency in addition
to that provided for herein shall be paid in accordance with OUTDOOR's current quoted prices. No credit shall be given for
repainting not utilized.
4. OUTDOOR reserves the right to reject any copy, pictorial or otherwise, which it deems unacceptable, for any reason.

will be prorated on the basis of the credit for non-illumination.
7. OUTDOOR shall not be responsible for delays or loss of SERVICE by re=ason of strikes,lock outs,ads of God,governmental
actions,or any other act or thing beyond its control.

10. Advertiser/Agency shall Inspect the display within I days after installation. Unless wlthln such period.Advertiser/Agency gives
written notice to OUTDOOR specifying any defect the display shall be conclusively presumed to have been inspected and
approved for all purposes whatsoever by AdvertissrlAgency.
11. The display is and shall at all times remain the soler property of OUTDOOR and Advertiser/Agency shall have no right,title or
interest therm,swept as may be set forth In this Agreement
12. No delay in or omission to exercise any right,power or remedy accruing to OUTDOOR on any breach or default by
Advertiser/Agency,shall impair such right,power or remedy or be construod to be a waive=r of any such breach or default or
acquiescence therein. A waiver of a single breach of default shall not be deemed a walver of any other breach or default. No
waiver shall be effective unless set foredo in writing.

BAACKGROUND1REASON(S) FOR RECOMMENDATIONS :
On January 14 , 1997, the Board of Supervisors adopted Resolution #97/17,
authorizing the Health Services Director or his designee (Donna Wigand,
LCSW) to contract with the State Department of Mental Health to assume
responsibility for Medi-Cal specialty mental hea;,lth services as of July
1, 1997 . Responsibility for outpatient specialCy mental health services
involves contracts with individual, group and organizational providers to
deliver these services .
Approval of Contract #24-950-30 will allow the Contractor to provide
mental health specialty services through June 30, 2000 .

BACKGROUND/REASQN t S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that
it provides outreach services for vocational programs, independent
living residential treatment services, and habilitative day
treatment program services for mentally disturbed adults. These
services are a vital and important part of the County's continuum of
mental health services for seriously and persistently mentally ill
adults.
On January 5, 1999, the Board of Supervisors approved Novation
Contract #24-728-63 (as amended by Administrative Amendment
Agreement #24-728-64) for the period from July 1, 1998 through June
30, 1999 (which included a six-month automatic extension through
December 31, 1999) for the provision of mental health program
services for mentally disturbed adults in West County.
Approval of Novation Contract #24-728-65 replaces the six-month
automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2000.

to execute on behalf of the County, Novation Contract #24-133-44 with La Cheim School,
Inc. , for the period July 1, 1999 through June 30, 2000, in the amount of $1,255,116, for
the provision of an intensive day treatment program, mental health services, medication
support, and case management services, in a school setting for mentally disturbed children
and adolescents.

CHILDREN'S FACT STAT>I:MENT
This Mental Health program supports the following Board of Supervisors' community outcomes:
"Children Ready for and Succeeding in School", "families that are Safe, Stable, and
Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children
and Families" . Expected program outcomes include an increase in positive social and
emotional development, as measured by the Child and Adolescent functional Assessment Scale
(CAFAS) and placement at discharge to a lower level of care.
X CXQRO=jRSASON(S) FOR RECObS'ridMPATION(g) :
This Contractor has been providing intensive day treatment for mentally and emotionally
disturbed children and adolescents for many years. The program maintains an ongoing census
of approximately 47 youth for the County and serves approximately 70 minors per year. This
Contract also provides mental health day treatment services which are required by the
Individualized Education Plans (IEPs) for some Special Education Pupils (SEP) under AB
3632.
On January 5, 1999, the Board of Supervisors approved Novation Contract #24-133-42 (as
amended by Administrative Amendment Agreement #24-133-43) with La Cheim School, Inc. , for
the period from July 1, 1995 through June 30, 1999, which included a six-month automatic
extension through December 31, 1999. Novation Contract #24-133-44 replaces the automatic
extension under the prior Contract, and will allow the Contractor to continue providing
services through June 30, 2000.

Approve and authorize the Health Services Director, or his designee
(Chuck Deutschman) to execute on behalf of the County, Novation Contract
#24-635-11 with Family Stress Center, Inc. in the amount of $41,707, for
the period from July 1, 1999 through June 30, 2000, for parenting
consultant services for County clients referred through the Born Free
Project. This Contract includes a six-month automatic extension through
December 31, 2000, in the amount of $20,854.
FISCAL IMPACT:
This Contract is funded 90% by State Perinatal Treatment Expansion
Program allocation and 10% by required County matching funds.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse program supports the Board of Supervisors'
"Families that are Safe, Stable, and Nurturing" community outcome by
providing parenting education, stability, and safety for mothers (and
their children) and pregnant women who are alcohol and drug dependent.
Expected outcomes include delivery of drug-free babies, decreased use of
alcohol, tobacco and other drugs, reduction in the number of relapses,
and creation of a sober social network.
BACRdROUNDLREASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it
provides parent education and counseling services to pregnant women and
families, in order to prevent perinatal substance abuse, improve birth
outcomes, and develop parenting skills.
On January 19, 1999, the Board of Supervisors approved Novation Contract
#24-635-10 with Family Stress Center, Inc. for the period from July 1,
1998 through June 30, 1999 (which included a six-month automatic
extension through December 31, 1999) for the provision of parenting
consultant services for County-referred families involved in the Born
Free Project.
Approval of Novation Contract #24-635-11 replaces the six-month automatic
extension under the prior contract, and allows the Contractor to continue
providing services through June 30, 2000.

SUBJECT: AUTHORIZE EXECUTION OF DTPA VOCATIONAL TRAINING AGREEMENT WITH
HEALD COLLEGE (#3018)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGORUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
Authorize the Director, Employment & Human Services Department, or his designee to:
(1) Execute on behalf of the County a standard form Vocational Training Agreement
(#3018) Heald College (Stockton) 1605 E. March Lane, Stockton, CA 95210 beginning
January 15, 2000 and ending June 30, 2000 to provide vocational training to
individually referred Job Training Partnership Act (JTPA) participants for fees as
specified in said agreement; and,
(2) Execute additional standard form Amendment Agreements with the above referenced
institution as may be need for periodic revisions such as adding or deleting a training
course, changing the tuition fees or to comply with changes in State or Federal
regulations.
11. FINANCIAL IMPACT:
None, one hundred percent federal funded.

This contract is to provide vocational training to appropriate JTPA eligible participants. This
will support the third outcome ® Families that are economically self-sufficient.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)S BACKGORUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
Authorize the Director,Employment&Human Services Department, or his designee,to execute on behalf
of the County,a standard form Contract Amendment/Extension Agreement(#19-1259-2)with the Contra
Costa County Office of Education to extend the term of the contract from December 31, 1999 to March
31, 2000 with no change in contract payment limit.
If. FINANCIAL IMPACT:
None. One hundred percent federal funds.
111. CHILDREN IMPACT STATEMENT:
This contract will provide employment/training services to appropriate JTPA eligible participants. This
will support the third outcome-Families that are Economically Self-sufficient.
IV. REASONS FOR RECOMMENDATION:
By its actions on January 19, 1999 the Board authorized execution of Contract (419-1259-0) with the
County Office of Education for operation of the County's 1999 Summer Youth Employment Training
Program(SYETP)under Title II-B of the Job Training Partnership Act(DTPA)for the term January 1, 1999
through September 30, 1999 with a maximum payment limit of$1,414,188. By its action on October 5,
1999,the Board authorized execution of a Contract Extension(#19-1259-1)to extend the ending date to
December 31, 1999 with no charge in the payment limit.
The purpose of this Contract Amendment/Extension Agreement is to provide for closeout activities for this
program.

I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to execute Contract
#45-018-6 with John G. Bechtold for the period from January 1, 2000 through December 31, 2000
in the amount of$40,260 to provide program facilities procurement and management services.
II. FINANCIAL IMPACT:
This contract is included in the Department's budget for Fiscal Year 1999-00 and will be included
in the proposed FY 2000-01 budget. Funding for this contract is allocated among the programs
that the Department administers:
Head Start
Child Care and Development Programs
Lout Income Housing Energy Assistance Program (LIHEAP)
Community Service Block Grant Programs
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On January 26, 1999, the Board approved Contract #45-018-5 with John G. Bechtold to provide
program facilities procurement and management services.
Contract #45-018-6 will continue such services for the Department's central administration without
interruption.

This Board as the Board of Directors of the Contra Costa County Fire Protection District on June 9, 1998,
contracted with Randy Bodhaine, for performing mowing, rubbish removal and discing and bulldozing work in
connection with the weed abatement program of the Contra Costa County Fire Protection District, for work to be
performed within the District; and
Fire Chief Keith Richter reports that said work has been inspected and complies with the approved plans,
special provisions, and standard specifications for the second year of these three-year contracts and
recommends acceptance as complete as of December 13, 1999.
Therefore, said work is accepted as completed on said date, and the Clerk shall file with the County Recorder a
copy of the Resolution and Notice as a Notice of Completion for said contract.
