RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute contract #38-463 with WestEd in the amount of$57,248 for Head Start program teacher educational advancement services for the period from December 20, 1999 through March 31, 2000, II. FINANCIAL IMPACT: No County funding is required. This contract is funded through the Head Start Basic Grant, and is included in the Community Services Department's FY 1999-00 budget. M. CHILDREN'S IMPACT STATEMENT The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to love-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. IV. REASONS FOR RECOMMENDATIONS/BACKGROUND: On September 21, 1999, the Board of Supervisors accepted a supplemental grant award from the U.S. Department of Health and Human Services, Administration for Children and Families in the amount of $80,500 to improve teacher qualifications. Approval of this contract will allow the Community Services Department to complete the program design phase. Over the next 5 years, funds will be used to implement the new mandate of the Head Start Act which requires that, by September 30, 2003, at least half of all Head Start teachers in center based programs must have an associate, baccalaureate, or advanced degree in early Childhood Education or a degree in a related field,with pre-school teaching experience. Il. FBiANClAL ZRACT There are sufficient funds in the plant acquisition account to cover the Change Orders. III. REASONS FOR RECQMHUMA1IONSMAC . ` A. During construction it was discovered that Main Electrical Distribution Panels A, B, and C were not functioning properly (breakers could not be reset once tripped, due to mechanical failure of the 20 year-old breaker mechanisms). Change Order No. 2 upgrades Panels A, B, and C so that they will function properly. B. On November 16, 1999 the Board of Supervisors: recognized that the Dental Clinic now at 550 School Street was to have been moved to another location after the School Street facility closed, but that staff had not been able to identify an available dental facility location convenient to the new Los Medanos Health Center; acknowledged that remodeling a portion of the Los Medanos facility to accommodate a Dental Clinic would allow the County to avoid on-going rental costs for a dental clinic in East County; and authorized the Director of General Services to solicit bids for this work at a future date. The Director of General Services asked the tenant improvement contractor, Lem Construction Inc., to solicit bids from subcontractors and furnish a proposal to do the work as a change order to the existing contract. This approach is advantageous to the County because it eliminates the additional time and costs associated with having two general contractors on site at the same time. It is also advantageous in that it provides the County with a single source for warranty and guarantee issues that may arise after the work is completed, thus eliminating any gray areas of responsibility. RECOMMENDATION A. APPROVE a Second Amendment authorizing extra work under the Consulting Services Agreement dated January 13, 1999,with Daniel Rainey,Architect for architectural services for Court Security Improvements at Various County Sites. The Second Amendment increases the scope of services and increases the payment limit from$46,760.00 to $74,540.58, an increase of$27,780.58. B. AUTHORIZE the Director of General Services to execute the Second Amendment to the consulting services agreement and to issue written authorization for extra work, in addition to the authorizations for the Amendment,provided that the cumulative total extra cost for such additional authorizations shall not exceed$7,500.00. H. FINANCIAL IMPACT Sufficient funds are available in the plant acquisition account to cover this increase in the Consultant's payment limit. III. REASONS FOR RECOMMENDATIONS/BACKGROUND A. On February 2, 1999 the Board of Supervisors approved and authorized the Director of General Services to execute the original consulting services agreement with the Consultant. The First Amendment increased the scope of services to provide additional architectural services and ADA modifications for Sally Port at 45 Civic Avenue, Pittsburg and the review and coordination of mechanical and electrical drawings for the Court Security Improvements at Various County Sites. Effective Date and Parties: Effective January 4,2000, Daniel Rainey,Architect(herein called"Consultant"),a Sole Proprietor,and the County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows: 2. Purpose: On January 13, 1999,the parties entered into a contract entitled"Consulting Services Agreement,"referred to as the"Agreement,"which covers architectural services for Court Security Improvements at Various County Sites. The Agreement previously has been amended as follows; First Amendment dated May 18, 1999. The parties desire to further amend the Agreement to expand the scope of service and to increase the payment limit accordingly. 3. Amendments to Agreement: A. In the Agreement, Section 1(e),change the Payment Limit,as modified by Amendment No. 1 from$46,760.00 to$74,540.58, an increase of $27,780.58.This change shall apply to charges from and after May 18, 1999. B. In accordance with Section 14 of the Agreement,provide the following extra services: 1. Work will primarily focus on the further identification and feasibility of the array of potential disposal sites, and the development of appropriate permitting and appurtenant contractual requirements. In addition, potential remains for some work to occur on the Baldwin and Southampton Channel dredging projects. Mr. Cheney, Maritime Engineer, has been under contract to the County on various ship channel dredging projects since 1989, and produced the Engineer's Report and associated documents recently used in formation of the above-mentioned Assessment District. Mr. Cheney's contract for 1999 was $75,000, of which approximately $15,000 remains for use in the year 2000. The funds for this contract will be reimbursed by the Assessment District once first year assessments have been paid (end January 2000). Additional funds will be required for this contract in the year 2000, after scope of and the need for consultant services are better determined and funds are received through the Assessment District. Mr. Mallon has been under contract with the County since 1998, and has provided a number of documents for the County's use during the Assessment District process, including the Resolution of Intent and the Resolution of Confirmation. Mr. Mallon's contract for 1999 was $55,000, of which approximately $4,000 remains for use in the year 2000 (to be paid through Assessment District reimbursement). Mr. Smith has provided government relations expertise to the County for the ship channel projects for the past several years, particularly as it related to federal funding requests. Mr. Smith's 1998 contract was for $20,000, with $3,000 remaining for use in the year 2000. The County did not utilize Mr. Smith's services during 1999. TO: BOARD OF SUPERVISORS FROM: J.
