BACKGROUND REASONS) FOR RECOMMENDATION(S) : On January 14, 1997, the Board of Supervisors adopted Resolution #97/17, authorizing the Health Services Department to contract with the State Department of Mental Health to assume responsibility for Medi-Cal mental health specialty services . Responsibility for outpatient mental health specialty services involves contracts with individual, group and organizational providers to deliver these services . On February 23 , 1999, the Board of Supervisors approved Contract #24-949- 91 with Anne Lisenko, M. F.C.C. , for the period from Janaury 1, 1999 through June 30, 1999, for Medi-Cal mental health specialty services . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : The purpose of this agreement is to provide Contractor's nursing students with the opportunity to integrate academic knowledge with application skills and attitudes at progressively higher levels of performance requirements and responsibility. Supervised field work experience for students is considered to be an integral part of both the educational and professional preparation. The Department can provide the requisite field education, while at the same time, taking advantage of the students' services to patients. On January 14, 1997, the Board of Supervisors approved Unpaid Student Training Agreement #22-472-1 with the University of Phoenix for the period from November 1, 1996 through October 31, 1999. Approval of this Unpaid Student Training Agreement will allow Contractor's nursing students to continue receiving field instruction and clinical experience through October 31, 2002. Yancey County DATE: December 14, 1999 SUBJECT: Contract Accountemps Account Technician SPECIFIC REQUEST(S)OR RECOMMENDATIONS&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: Approve and authorize the District Attorney to increase the payment limit of the existing service contract (No. 46086)with Accountemps to provide a temporary staff person for services as an Account Technician for the period from January 1, 2000 through June 30, 2000, by $22,932.00 to a total cost not to exceed $47,931.00. FINANCIAL IMPACT: Funding for this activity is built into the 1999-2000 County budget and is included in the initial Federal/State--. --,. allocation to Contra Costa County. In the event that recent State legislation, which requires transition of Family Support from the District Attorney to County Administration decreases this allocation, Family Support expenditures may need to be reduced. Such a reduction may be partially achieved by early termination of this contract. REASONS FOR RECOMMENDATIONS/BACKGROUND: Our existing contract payment limit will expire at the end of December, 1999. The Family Support Division's expanding use of computer technology to enhance and improve its collection effort has resulted in a corresponding increase in the amount of financial and operations information available for our analysis and use. In addition, it is anticipated upcoming legislative changes will result in increased financial and collection activity reporting. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve this request would leave the District Attorney Family Support Division without adequate administrative accounting support. BACKGROUND: The Forensic Services Division of the Office of the Sheriff provides forensic examination services to law enforcement agencies in the County on a fee for service basis. Existing staff do not have the capacity to handle the current caseload volume in a timely manner. It is cost effective to contract with skilled forensic professionals to augment staff capacity to meet client needs, to add new examination services or to train new employees. CONSEQUENCES OF NEGATIVE ACTION: Failure to provide forensic services in a timely manner can jeopardize law enforcement efforts. BACKGROUND/REASONS FOR RECOMMENDATTONS Presently, the Community Development Department is working collaboratively with both the Building Inspection Department and the Public Works Department on two new computer systems--the Sierra Permits System to track Land Use applications and building permits and a shared application billing and timekeeping system. Simultaneously, Community Development is (1) digitizing the County General Plan map which will expedite land use analysis provided for by Measure C, as well as allowing public web access to the General Plan map, (2)upgrading our department website to provide public access to meeting agendas and agenda items; and, (3) upgrading a number of outmoded databases such as the Park Dedication fee and usage tracking system. This leaves no staff time for technical computer support and trouble-shooting to keep existing computer operations functioning, nor for the website enhancement. Mr. Ormiston has been under contract with the Department since June, 1999, providing technical support and carrying out the initial enhancement of the Community Development website. This contract will allow the Department to maintain current operations while continuing the upgrade and development of new computerized operations to enhance the accessibility, timeliness and accuracy of information for our customers and the general public. CONSEQUENCES OF NEGATIVE ACTION Without back-up to the one permanent computer technical star"person, development of the shared billing and timekeeping system and of the Sierra Permit system will be delayed due to the time required to maintain existing computer operations.
