FINANCIAL IMPACT: General purpose revenue . REASONS FOR RECOMMENDATIONS/BACKGROUND: The Making Waves Education. Program operates in the West Contra Costa Unified School District . It identifies a group of children who are from low or moderate income families, who are motivated to work toward academic achievement, who are willing to attend academic coaching and teaching, and who have support and involvement of a parent or guardian. It utilizes students from U.C. Berkeley and San Francisco State University to tutor the young people. The program includes homework support and coaching as well as primary skill teaching and development . On December 16, 1997 the Board of Supervisors approved Contract #25-517 (as amended by Contract Amendment Agreement #25-517-1) with Making Waves Foundation, for the period from May 1, 1998 through June 30, 2001, to provide education and outreach services for the Making Waves Education Program in the West County Unified School District . Approval of Contract Amendment Agreement #25-517-2 will allow Contractor to provide additional education and outreach services, including, but not limited to, assessment, intervention, and supportive counseling services, and extend the term of the Contract through December 31, 2002 . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of the County' s population in that it provides augmentation of room and board, and twenty-four hour emergency residential care and supervision to eligible mentally disordered clients, who are specifically referred by the Mental Health Program Staff and who are served by County Mental Health Services. Augmented Board and Care Services for mentally disordered clients is a part of the Department ' s strategy to reduce the County' s patient census in Institutions for the Mentally Diseased (IMD' s) and at Napa State Hospital . Under Contract #24-681-45 William and Elvisa Alejandro (dba Paraiso Homes) will provide augmented board and care services through November 30, 2000 . CHILDREN'S IMPACT STATEMENT: This Mental Health Services Contract will support the following Board of Supervisors' community outcomes: "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families" . Expected program outcomes are: Increase in family satisfaction as measured by the Parent Satisfaction Survey and Decrease in use of acute care system. BACKGROUND/REASON{S) FOR RECOMMENDATION(S).: On January 19, 1999, the Board of Supervisors approved Contract #24-700-41 (as amended by Administrative Amendment Agreement #24-700-42) for the period from July 1, 1998 through June 30, 1999 (which included provisions for a six-month automatic extension through December 31, 1999) to provide crisis intervention and suicide prevention services, including a 24-hour hotline, grief counseling and community mental health education for residents of Contra Costa County. Approval of this Novation Contract #24-700-43 replaces the six-month automatic extension under the prior Contract, and allows the Contractor to continue providing services through June 30, 2000.
