Parties and Effective Date. Effective January 1, 2000, Delta Diablo Sanitation District, a municipal corporation(hereinafter called the "District"), and the County of Contra Costa, a political subdivision of the State of California(hereinafter called the "County"), mutually agree as follows: 2. 1=. The term of this Agreement shall be from January 1, 2000 through December 31, 2000, unless the Agreement is terminated or renewed before then in accordance with the provisions of Section 8. The term shall be automatically extended from year to year, unless the Agreement is terminated in accordance with the provisions of Section 8. 3. o;qty' hll atg_ ions. In consideration of the District's promise to pay the amounts stated herein,the County,through its County Counsel, shall provide oral and written legal advice to the District and represent the District in all administrative proceedings and litigation. No major decision concerning the handling of any case,commitment for a substantial expenditure, or settlement offer is to be made without prior approval of the General Manager/District Engineer and,when appropriate,the District's Board of Directors. The County Counsel also shall take reasonable steps to keep the District informed of significant developments and to respond to the District's inquiries. 4. Districts Obligations. The District shall be truthful with the County Counsel, cooperate with him,keep him informed of developments, perform the obligations it has agreed to perform under this Agreement, and pay the County's bills as provided in Section 6. 5. Co=e satio . In consideration of the County's provision of these legal services during the term of this Agreement, the District shall pay the County as follows: A. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to amend contract #21-304-7 with Center for Human Development, raising the contract amount from $129,884 to a new amount of$180,252 for FPSP for the period from September 1, 1999 through August 31, 2000. FINANCIAL IMPACT: Program funding is from the Federal Family Preservation and.Family Support Act and from CalWORKs. $11,368 of the increased amount is Federal FPSP money available because of overlap between contract period and Federal funding year. $39,000 will be claimed against CaIWORKs, 15% County and 85 St./Fed. ($5850 County; $33,150 St./Fed) CHILDREN'S IMPACT STATEMENT: This contract supports all five community outcomes: 1) "Children Ready for and Succeeding in School"; 2)"Children and Youth Healthy and Preparing for Productive Adulthood"; 3)"Families that are Economically Self-Sufficient"; 4)"Families that are Safe, Stable and Nurturing,"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." Quality childcare services support all of the outcomes established in the Children's Report Card. Children directly benefit from the care they receive each day in a nurturing environment, while their parents can pursue employment, education, and other opportunities. BACKGROUND: The Board approved the three-year Family Preservation and Support Program (FPSP) plan on June 15, 1999, as approved by the Executive Committee of the policy forum. The Employment and Human Services Department (EHSD) will continue the FPSP program through its collaboration of community-based providers, which currently include Pittsburg Preschool Community Council, Battered Women's Alternatives, the Center for Human Development, and the YMCA of the East Bay. Each collaboration focuses on developing and strengthening community resources. 1998-99 Federal funds unspent in prior contract period are being added to this contract for that part of the contract period falling within the 98-99 fiscal year. The balance of the increase will be used to provide additional services strengthening family ties and training North Richmond residents to better understand conflict resolution techniques for the workplace. Money management education will assist the family in establishing a plan to meet living expenses and monthly obligations, thereby, reducing stress on the family unit. BACKGROUND: Consumer Credit Counseling Service of the East Bay has developed and implemented a successful program in Alameda County to address the money management needs of CaIWORKs participants. The agency provides counseling and debt management services emphasizing the need for money management education to "break the cycle" of financial hopelessness. The Employment and Human Services Department recognizes the need for these services and seeks to implement an educational program in Contra Costa County. Personal financial difficulty can impede a CaIWORKs participant's ability to retain long-term employment and housing. Consumer Credit Counseling Service of the East Bay has 33 years of experience providing financial counseling and debt management to the low income population. The program will assist Ca1WORKs participants to develop an action plan to meet living expenses and enable them to establish and accomplish financial goals. The contract will provide for payment for the availability of money management educational sessions. In addition, services to individuals, such as,personal debt management, credit report counseling and checking account acquisition will be paid out of the CaIWORKs case as supportive services. Under this contract, Regional and Continuing Education at California State University (CSU), in conjunction with SolutionsWest,will present an eight-day training series for EHSD Senior Employment Specialists in the Ca1WORKs program. The training curricula will include courses entitled"Toward Empowerment and Self- Sufficiency: Recognizing and Assisting Participants with Mental Illness"; and"Home Visits and Safety Issues for Social Workers." The Early Intervention Outreach Specialist provides services designed to ameliorate the problems that lead to the removal of children from substance-abusing parents, BACKGROUND: The Early Intervention Outreach Specialist, as outlined in the "Options for Recovery" Perinatal Substance Abuse Program FY 99/00 Allocation for the Foster Care Component, provides services to substance abusing parents who are referred by the Juvenile Court. The Employment and Human Services Department received notification of FY 99/00 Allocation, November 1999, retroactive to July 1999. The allocation sets forth a line item budget for expenditures and allows for an increase in funding for the Early Intervention Outreach Specialist.
