RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or his designee, to apply for a
Community Development Block Grant (CDBG) from the City of Antioch in the amount of$25,000 for micro-
enterprise development for the period from July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT:
No County Costs. This federal grant will fund the Small Business Management Assistance Program through
the County Small Business Development Center for micro-enterprise development.
CHILDREN'S IMPACT STATEMENT:
Activities under this grant will directly support the third community outcome: Families that are Economically
Self-Sufficient.
BACKGROUND:
The purpose of this grant is to provide business assistance for micro-enterprise development, with the goal of
facilitating the creation and/or the retention of jobs that directly benefit low-to-moderate income residents in
the urban portions of the County.

RECOMMENDED ACTION:
A. Approve and authorize, the Health Services Director, or his
designee (Wendel Brunner, M.D. ) , to submit Funding Application #28-
611-2 to the United Way, in the amount of $50, 000, for the period
from January 1, 2000 through December 31, 2000, for the "Winter
Relief" Homeless Shelter Program at the West County Brookside and
Central County Shelters for single adults.
B . Approve and authorize, the Health Services Director, or his
designee (Wendel Brunner, M.D. ) , to accept any grant awards, on
behalf of the County, resulting for this Funding Application #28-
611-2 .
FINANCIAL IMPACT:
Approval of this application to the United Way will result in $50, 000 of
Federal Emergency Management Agency (FEMA XVII) funding for the Departm-
ent ' s Homeless Shelter Program for Single Adults.
BACKGROUND/REASONS FOR RECOMMENDATION(S) :
The emergency shelter program for single adults operates at two sites in
the unincorporated areas of Central County and Richmond. These shelters
are vital to meeting the emergency housing needs of the homeless.
Currently, the Central County Shelter has 60 beds and the West County.
Brookside (Richmond) Shelter has 56 beds . The "Winter Relief" effort
this year will provide an additional 55 beds at the West County Brookside
(Richmond) Shelter and 35 beds at the Central County for up to 150 day.
The funding requested under this application is for expanded shelter
capacity for shelter beds during winter months and in periods of
inclement weather when demand far exceeds current capacity.
Four certified and sealed copies of the Board Order authorizing submis-
sion of the application should be returned to the Contracts and Grants
Unit .

RECOMMENDA ON:
ADOPT resolution authorizing the County Probation Officer to submit an application to
the State Board of Control (BOC) for state funds in the amount of$122,861 for a
Victim/Witness Assistance Center Joint Powers Agreement and to execute related
contracts, including any amendments or extensions thereof.
FINANCIAL IMPACT:
This new grant requires no County funding.
BACKGROUND:
The Probation Department's Victim/Witness Program cooperates with other community
public and private agencies to help meet the financial, emotional, social and informational
needs of victims of crime. The Program is part of a statewide effort funded by the State
Board of Control (BOC) with fines and penalty assessments collected from convicted
offenders. Victim/Witness Program staff also work with law enforcement and Court staff
to encourage them to be cognizant of the needs of victims and witnesses during the
complex and often lengthy judicial process.
The BOC has selected the Contra Costa County Victim/Witness Assistance Program to
receive "Joint Powers"monies for the purpose of verification of victim claims. This will
allow for quicker processing of victim claims by determining eligiblity at the local level.

RESOLUTION OF THE GOVERNING BOARD 200015
WHEREAS the Board of Supervisors, Contra Costa County, has designated the
Contra Costa County Victim/Witness Assistance Program as the provider of major
and comprehensive victim and witness services in Contra Costa County; and
WHEREAS, the State Board of Control has selected the Contra Costa County
Victim/Witness Assistance Program to receive"Joint Powers"monies for the purpose of
verification of victim claims; and
WHEREAS, the State Board of Control has allocated $122,861 for fiscal year
1999-2000 for the Contra Costa County Victim/Witness Assistance Program for this
specific task;
NOW, THEREFORE,BE IT RESOLVED that the County Probation Officer of
the County of Contra Costa is authorized, on its behalf,to sign the attached JOINT
POWERS AGREEMENT with the State Board of Control to receive monies to operate a
Victim/Witness Assistance Center and is further authorized to sign for the purposes of
making any extension or amendment thereof.
BE IT FURTHER RESOLVED that the State funds received hereunder shall not
be used to supplant local funds that would, in the absence of the California Victim/
Witness Assistance Program,be made available to support assistance to the victims of
crime.

SUBJECT: SAFEFUTURES (fourth year): Partnerships to Reduce Youth Violence and
Delinquency

RECOMMENDATIONS:
1. ACCEPT United States Department of Justice, Office of Juvenile Justice and Delinquency
Prevention SafeFutures fourth year grant in the amount of$1,210,000 on behalf of the County;
2. AUTHORIZE the County Administrator or his designee to negotiate with the Federal Office final
compliance with special conditions, including budget, and to execute on behalf of the County the
Federal Grant Award related documents and those contracts, listed below, required to implement
SafeFutures; and
3. CONTINUE to refer SafeFutures project reports to the Family and Human Services Committee.
FINANCIAL IMPACT:
There is no financial impact on the county general fund beyond the required $100,000 match (budgeted).
SafeFutures has also helped to leverage other resources and funds for the County. For example, the
Summit Center for boys operated by County Probation and Mental Health receives SafeFutures funding,
combined with AB3015 and Medical reimbursements.
REASONS FOR RECOMMENDATION/BACKGROUND:
This Board Order covers the fourthgr ant year of SafeFutures operation, beginning on October 1, 1999
and concluding on September 30, 2000.
On June 13, 1995 the Board of Supervisors authorized the County Administrator to submit an
application to the Office of Juvenile Justice and Delinquency Prevention under the SafeFutures
Initiative. The Board also authorized the County Administrator to establish a SafeFutures Steering
Committee/Prevention Policy Board for guidance and review.

On November 30, 1995 the County was notified of its $1,410,000 award under SafeFutures from the
U.S. Department of Justice, Office of Juvenile Justice Delinquency Prevention (OJJDP) to "prevent and
control juvenile violence and delinquency in targeted communities; to develop a more efficient, effective
and timely service delivery system for at-risk and delinquent juveniles and their families that is capable
of responding to their needs at any point of entry into the system; to build the community's capacity to
institutionalize and sustain the service delivery system by expanding and diversifying sources of
funding; and to determine the success of the program's implementation and the outcomes achieved,
including whether a comprehensive strategy involving community-based efforts and program resources
concentrated on providing a continuum of care has succeeded in preventing and reducing juvenile
violence and delinquency". Contra Costa County was one of six communities (Contra Costa County,
Imperial County, Boston, St. Louis, Seattle, and the Fort Belknap Indian Community in Montana)picked
to share almost $8 million per year, for five years, in federal crime fighting funds to combat juvenile
crime and delinquency. These six SafeFutures sites were picked due to the progress already made in
bringing together many different elements to form an effective response to crime and delinquency.
During the third year of SafeFutures operation, we were able to provide enhances services to
approximately 1,000 youth and families and to recruit nearly 150 adult volunteers and mentors to work
with at risk youth. Because we are a SafeFutures site, a West County collaborative, led by the City of
Richmond, received a USDOJ/OJJDP grant for$1.5 million to expand the interagency case management
model developed under SafeFutures and provide employment services for an additional 200 youth in
West County. SafeFutures and associated OJJDP technical assistance funds also supported further
juvenile justice planning, helped fund the Substance Abuse Advisory Board's survey of county youth
substance abuse patterns, and enabled the probation department to develop a systematic risk/needs
classification plan for supervision of adjudicated youth.
During the fourth year of SafeFutures, existing programs will be continued and in some cases (for
example, mentoring) expanded. The strategic planning will continue, in coordination with the Policy
Forum and the Contra Costa Future Corps. We will also emphasize outcomes and other evaluation of
SafeFutures accomplishment; increased community and youth involvement in program and service
planning; and increased planning regarding "sustainability"—that is, how the SafeFutures program
efforts can or should be maintained when federal funding ends (in 2001).
The fourth year award withholds an additional $200,000 pending satisfaction of certain new OJJDP
requirements regarding the gang intervention component. The amount withheld until March is the
amount budgeted for the gang intervention activities for the period of April through September 2000.
(All six SafeFutures sites have the same new requirements.) In meeting OJJDP requirements, it may be
necessary to reallocate services among agencies or activities during the second half of this contract year.
Contract amounts shown below do not include gang intervention funding for the second half of the grant
year. SafeFutures staff and west county agencies and officials are working to meet the prerequisites for
obtaining the additional $200,000.
The following includes the contracts required to implement the fourth year of SafeFutures pursuant to
the current award. The amounts for those contractors whose contracts are, in part or wholly, for gang
intervention services do not include amounts for the second six months of the fourth year.
