RECOMMENDED ACTION:
I. APPROVE and AUTHORIZE the Employment and Human Services director to accept a
Targeted Assistance Discretionary Grant and EXECUTE the following Federal Agreement:

11. AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Catholic Charities of the East Bay in the amount of $111 ,298 for the provision of Teacher
Aide Training and job placement services for refugees in the West Contra Costa County
area. Catholic Charities` proposal was selected through a competitive review process at
the federal level and was assigned to the County for contract administration and
oversight. This is the second year of funding for this two-year project.
FINANCIAL IMPACT:
These funds are from the Federal Office of Refugee Resettlement. No County match is required
CHILDREN'S IMPACT STATEMENT
This project is directly applicable to three community outcomes identified in the Contra Costa
County Children's Report card: Families that are Economically Self-Sufficient; Families that are
Safe Stable and Nurturing; and Communities that are Safe and Provide High Quality of Life for
Children and Families.

for a federal Office of Refugee Resettlement 1998199 Targeted Assistance Discretionary grant
to provide Teacher Aide Training/job placement services for refugees in the West Contra Costa
County area. They also applied and were approved for a second year of funding to continue the
project until September 30, 2000. Catholic Charities' proposal was selected through a
competitive review process at the federal level and was assigned to the County for
administration and oversight.
The Contra Costa County Employment and Human Services Department may claim up to 5% of
the Targeted Assistance Discretionary grant to cover its administrative costs.
Catholic Charities' allocation for the second year of operations is $104,030. However, $7,268
in unspent funds from the prior year will be added to the current year to bring the full operations
budget to $111 ,298

RECOMMENDATION(S):
APPROVE and AUTHORIZE the County Administrator, or designee, to submit a proposal to the
Contra Costa County Community Development Department for $15,000 in Community Development
Block Grant funds to continue supporting a Substance Abuse/Mental Health component of the
Service Integration Team Program.
BACKGROUNDIREAWN(S) FOR RECOMMENDATION(S):
The Service Integration Team (SIT) Program provides integrated services of the County Departments
of Employment and Human Services, Health Services and Probation to the communities of Bay Point,
North Richmond and "Old Town" San Pablo. Services provided include Employment Services,
CalWORKs/Food Stamps/MediCal, Child Welfare, Public Health, Children's Mental Health, Probation
and linkage to the public schools. This proposal would support the continuation of the SITS'
Substance Abuse and Adult Mental Health services, initiated in the fall of 1998, and expand SITS'
collaborative partnerships to include the Community Substance Abuse Services Division of the
Health Services Department and New Connections, a behavioral health care services agency.
Substance abuse and adult mental health services are a critical need in the SIT communities. The
incorporation of these services into the SIT's integrated services program model allows for families
in the SIT communities to be served in a comprehensive and holistic manner.
The CDBG proposal will provide a full-time Substance Abuse and Mental Health Counselor to
provide SIT families living in Bay Point, North Richmond and Old Town with pre-treatment,
assessment and referral services. The Counselor will also provide training and consultation services
to SIT staff, multiplying services to SIT families and the communities at a decreasing cost of services
per person served.

Block Grant funds to continue supporting services at the Bay Point Works Community Career Center.
BACKGROUND, 1REASON(S),FOR RECOMMENDATION(S):
The Service Integration Team (SIT) Program provides integrated services of the County Departments
of Employment and Human Services, Health Services and Probation to the communities of Bay Point,
North Richmond and "Old Town" San Pablo. Services provided include Employment Services,
CalWORKs/Food Stamps/MediCal, Child Welfare, Public Health, Children's Mental Health, Probation
and linkage to the public schools. In May 1908, the Bay Point SIT established the Bay Point Works
Community Career Center. This proposal would support the continuation of this community-run
Employment Center.
With approximately one in five community residents living in poverty and an unemployment rate of
8.3%, Bay Point has a strong need for employment-related services. The Bay Point Community
Career Center, now approximately 1,000 members strong, has emerged as a vibrant hub for
employment resources over the past 18 months.
This CDBG proposal will fund staff positions at the Career Center filled by Bay Point residents.
These positions support a neighbor-to-neighbor strategy of moving community residents into the
workforce and up the job ladder to long-term self-sufficiency.

Community Development Block Grant (CDBG) from the Contra Costa County Community Development
Department in the amount of$75,000 for micro-enterprise development for the period. from July 1, 2000
through June 30, 2001.
FINANCIAL IMPACT:
No County Costs. This federal grant will fund the Small Business Management Assistance Program through
the County Small Business Development Center for micro-enterprise development.
CHILDREN'S IMPACT STATEMENT:
Activities under this grant will directly support the third community outcome: Families that are Economically
Self-Sufficient.
BACKGROUND:
The purpose of this grant is to provide business assistance for micro-enterprise development, with the goal of
facilitating the creation and/or the retention of jobs that directly benefit low-to-moderate income residents in
the urban portions of the County.

These programs are directly applicable to three community outcomes identified in Centra Costa
County's Children's Report Card: Families that are Economically Self-Sufficient; Families that are
Safe, Stable and Nurturing; and Communities that are Safe and Provide High Quality of Life for
Children and Families.
BACKGROUND:
As a county impacted by refugee resettlement, Contra Costa County has been receiving federal
Office of Refugee Resettlement (ORR) funding since 1954. Because fewer refugees have been
resettled in Contra Costa County in recent years, and many former refugees are now naturalized
citizens, ORR funding has decreased and the refugees employment component is phasing out
completely as of December 31 , 1999.
