RECOMMENDATION
ACCEPT the resignation of Ida Stevenson as a citizen representative
of the Loan and Grant Review Panel Community Development (Housing)
Rehabilitation Program.
BACKGROUND
The Neighborhood Preservation Program has received a letter from
Ida Stevenson indicating that she can no longer serve as a citizen
representative on the Loan and Grant Review Panel . It is,
therefore, appropriate for the Board to accept her resignation.

AUTHORITY BOARD OF COMMISSIONERS IN COMPLIANCE WITH SECTION 505 OF
THE FEDERAL QUALITY HOUSING AND WORK RESPONSIBILITY ACT OF 1998

I. RECOMMENDED ACTION:
APPOINT Julie Medina as the Resident Commissioner of the Housing Authority Board of Commissioners in
compliance with Section 505 of the Federal Quality Housing and Work Responsibility Act of 1958.

111. REASONS FOR RECOMMENDATION/BACKGROUND
On November 16, 1999, the Board of Commissioners approved creating one additional seat on the Board
of Commissioners, effective December 31, 1999. This seat is to be filled only by an Authority public
housing resident or a recipient of housing assistance in the tenant-based Section 8 Program operated by
the Authority. Section 505 of the Federal "Quality Housing and Work Responsibility Act of 1998"
(QHWRA), as implemented by federal regulations (24 CFR Part 964) that requires any public housing
authority that has a public housing annual contribution contract or administers a Tenant Based Section 8
program provide for resident membership on their governing body. In order to meet this mandate and
regulatory deadline of December 31, 1999, the Board created a Resident Commissioner seat and a method
for filling it. The open seat must be filled with an eligible resident, which is defined to mean "a resident who
is directly assisted by a public housing agency and is eighteen years of age or older." 24 CFR §964.435.
The Authority has a public housing annual contribution contract and administers a Tenant Based Section 8
program and, thus, is subject to these requirements. Again, the establishment of this seat was
accomplished by Board Order on November 16, 1999.
Also on November 16, 1999, the Board of Commissioners approved the selection process to fill the new
Resident Commissioner seat. The Executive Director was directed to ask one of the existing two Resident
Advisory Housing Commissioners if they are willing to serve as a Resident Commissioner. As of this date,
there is only one sitting Resident Advisory Commissioner, due to a vacancy. Ms. Medina is that
Commissioner and meets the requirements to serve as established by the QHWRA. I asked her if she was
willing to serve as the new Resident Commissioner on this Board and she has indicated her willingness to
serve. Ms. Medina has served on the Advisory Housing Commission for over eight years and is now the
Chair. Her current two year term ends March 31, 2000 and she would be eligible for reappointment for
another two year term at that time.
It is my recommendation that the Board of Commissioners appoint Julie Medina to serve as the Resident
Commissioner for a term contiguous with her term on the Advisory Housing Commission. This term was

IV. CONSEQUENCES OF NEGATIVE ACTION
Should the Board of Commissioners elect not to approve this action, the Authority could be
found to be out of compliance with federal law. This could jeopardize current and future HUD
funding.
