Orig.Dept: Animal Services Department (6-2935) ATTESTED Fe&U4t.--� Cl cc: County Administrator PHIL BATCHELOR,CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY DEPUTYM382(10188) y1� BOARD OF SUPERVISORS CONTRA COSTA COUNTY,STATE OF CALIFORNIA OFFICIAL PROCLAMATION WHEREAS: Dogs and cats give companionship to and share the homes of over 50,000,000 individuals in the United States; and WHEREAS: One unspayed cat and her offspring can produce 420,000 more cats in seven years and one unspayed dog and her offspring can produce 67,000 more dogs in six years; and WHEREAS: Humane societies and shelters euthanize six to eight million dogs and cats each year, although many of them are healthy and adoptable, simply because there are not enough good homes; and WHEREAS: The problem of companion animal overpopulation costs the taxpayers of this country millions of dollars annually through animal control programs aimed at coping with the millions of unwanted dogs and cats; and WHEREAS: Spaying and neutering dogs and cats has been shown to drastically reduce dog and cat overpopulation; and WHEREAS: The cost to U.S. taxpayers is estimated at $2 billion each year to round up, house,euthanize and dispose of homeless animals; NOW, THEREFORE: The members of the Board of Supervisors of the County of Contra Costa do PROCLAIM and PRONOUNCE February 29, 2000 is designated "Spay Day USA".
