RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Chuck Deutschman) to execute on behalf of the County, Contract Amendment
Agreement #24-429-24, effective February 1, 2000, to amend Contract
#24.429-23 with Ujima Family Recovery Services, to increase the Payment
Limit by $33, 642 from $327, 528 to a new total Payment Limit of $361, 170 .
FISCAL IMPACT:
This Contract Amendment Agreement provides an additional $33 , 642 of State
funding through the Employment and Human Services Department, for the
provision of additional services for Ca1WORKs mothers and their children.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse program supports the Board of Supervisors'
"Families that are Safe, Stable, and Nurturing" community outcome by
providing parenting education, stability, and safety for mothers (and
their children) and pregnant women who are alcohol and drug dependent .
Expected outcomes include delivery of drug--free babies, decreased use of
alcohol, tobacco and other drugs, reduction in the number of relapses,
and creation of a sober social network.
BACKGROUNDIREASON(S) FOR RECOMMENDATION(S) :
On December 14 , 1999, the Board of Supervisors approved Contract #24-429-
23 with Ujima Family Recovery Services, for the period from July 1, 1999
through June 30, 2000 (which included a six-month automatic extension
through December 31, 2000) , for the provision of a Residential Recovery
Program and transition housing services for women.
Approval of Contract Amendment Agreement #24-429-24 will allow the
Contractor to provide additional services for Ca1WORKs mothers and their
children, through June 30, 2000 .

FISCAL IMPACT:
This Contract Amendment Agreement provides an additional $117, 724 of
State funding through the Employment and Human Services Department, for
the provision of additional services for CalWORKs mothers and their
children.
CHILDREN'S IMPACT STATEMENT:

SUBJECT: Reimbursement to City of Richmond for Certain Costs Incurred
in Implementation of an Emergency Medical Dispatch Program

RECOMMENDATION:
Authorize payment of$9,620 to the City of Richmond for reimbursement of certain costs incurred in the implementation of an
Emergency Medical Dispatch system.
FISCAL IMPACT:
Funding,for this item will be made from County Service Area EM-1 funds designated for EMS system enhancements. There is no
General Fund impact.
BACKGROUND:
The City of Richmond provides Emergency Medical Dispatch services for Richmond,El Cerrito,and Kensington. The City of Richmond
has implemented an Emergency Medical Dispatch program in accordance with standards set by the Contra Costa EMS Agency and
trained all dispatch personnel in that program. The Emergency Medical Dispatch program enables dispatchers to appropriately prioritize
9-1-1 calls for medical assistance,to dispatch the appropriate fire and ambulance units,and to provide first aid instruction over the
telephone prior to the arrival of emergency medical teams on the scene. These funds will pay for the purchase of three laptop computers
assigned fire personnel who assist in the ongoing monitoring and quality assurance,which is a vital component of the Emergency Medical
Dispatch program.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, and the In Home

FINANCIAL IMPACT:
County cost is $23,050 (25%), with remaining contract costs of$69,150 (75%) covered by State health and
welfare funds.
CHILDREN'S IMPACT STATEMENT:
This contract supports two community outcomes established in Contra Costa County's Children's Report Card:
"Families that are Economically Self-Sufficient", and "Families that are Safe, Stable, and Nurturing."
Directed primarily at elderly residents and younger disabled adults, these services facilitate the stability and
self-sufficiency of families by avoiding unnecessary institutionalization of disabled individuals.
BACKGROUND:
Can March 16, 1999, the Board of Supervisors authorized EHSD to contract with Independent Living Resource
(ILR), Inc. to operate an IHSS Registry for four months,pending full operational implementation of the IHSS
Authority. The IHSS Authority was to assume direct responsibility for registry operations. The Board
subsequently approved an additional six-month contract with ILR through December 31, 1999.
This amendment will allow an additional six-month extension of the contract with ILR through June 30, 2000
until the IHSS Authority itself is ready to assume full operation of registry services. The contract will provide
for an earlier termination date if the IHSS Authority can provide registry services before June 30, 2000.

with East Bay Neonatology, in the . amount of $212, 076, for the period
from January 1, 2000 through December 31, 2002, for the provision of
neonatology services for Contra Costa Regional Medical Center.
FINANCIAL IMPACT:
Funding for this contract is included in the Department ' s Enterprise I
Budget . As appropriate, patients and/or third party payors will be
billed for services .
REASONS FOR RECOMMENDATIONS/BACKGROUND:
The number of deliveries at Contra Costa Regional Medical Center
continues to increase, as does the percentage of high risk mothers .
This service provides additional support to staff involved in the care
of newborns and is consistent with the Department ' s efforts to reduce
risk to the County.
On October 20, 1996, the Board of Supervisors approved Contract #26-355
with East Bay Neonatology, for the period from October 1, 1998 through
December 31, 1999, for the provision of neonatology services for Contra
Costa Regional Medical Center.
Approval of Contract #26-355-1 will allow Contractor to continue
providing neonatology, administrative and teaching services for staff
at Contra Costa Regional Medical Center through December 31, 2002 .

APPROVE and AUTHORIZE the Director of Employment and Human Services, or designee, to EXTEND
contract #21-439-1 with Contra Costa Economic Partnership, from January 31, 2000 through July 31, 2000
for continued implementation of the County Job Creation Investment Fund Implementation Plan.
FISCAL:
No additional County cost.
BACKGROUND:
Cal'WORKs legislation, AB1542,established the Job Creation investment Fund and named the California Trade
and Commerce Agency as the lead State agency for the administration of the fund. The Trade and Commerce
Agency disbursed funds on a grant basis for planning, development and implementation of job creation
strategies.
Contra Costa County applied for and received grant funds totaling $80,492 for the development and
implementation of a Job Creation Plan. The Board established a Job Creation Task Force with leadership from
the Contra Costa County Employment and Human Services Department and the Contra Costa Economic
Partnership to develop and implement the Plan.
The Job Creation Investment Fund implementation Plan was adopted by the Board, April 6, 1999 and submitted
to the State for approval. The plan was accepted by the State, Implementation of the Plan was delayed by the
State's timeline in reviewing the plan and developing the required Scope and Milestones.
The California Trade and Commerce Agency extended the term of the grant to July 31, 2000. By extension of
the above contract#21-439-1,the term of the contract will remain consistent with that of the grant for continued
implementation of the Plan.

FINANCIAL IMPACT:
These costs are Child Welfare System (CWS) non-federal Title IV-E funding, (70% State, 30% County) and
are included in the Employment and Human Services Department budget.
CHILDREN'S IMPACT STATEMENT:
This contract supports one of Contra Costa County's community outcomes: "Families that are Safe, Stable
and Nurturing," by helping parents address their substance abuse issues.
BACKGROUND:
Board authority, dated May 4, 1999, was given to enter into a contract with PharmChem Laboratories as a
result of the February 28, 1999, RFP #1051 response. The contract was limited to substance abuse testing
resulting from the collection of urine samples. By Board Order dated, October 26, 1999, the Board approved
an amendment to add Sweat Patch testing as requested by the Juvenile Court. This amendment is adding
funding to the program reflective of the level of use during the first six months of the contract.

Health Plan, to be paid as follows :
1. $100.00 per inital 45-50 minute therapy session; and

This Contract is funded by Contra Costa Health Plan (Health Plan) member
premiums . Costs depend upon utilization. As appropriate, patients and/or

The Health Plan has an obligation to provide certain specialized
professional health care services for its members under the terms of their
Individual and Group Health Plan membership contracts with the County.
On February 23 , 1999, the Board of Supervisors approved Contract #27-077-4
with Richard Unger, M.D. , for the period from January 1, 1999 through
December 31, 1999, to provide psychiatric services to Health Plan members .
Approval of Contract #27-077-5, will allow the Contractor to provide
professional psychiatric services to Contra Costa Health Plan members,
through December 31, 2000 .
