Weiss, M.D. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and authorize the Health Services Director or his designee (Frank Puglisi, Jr. ) , to execute on behalf of the County, Contract Amendment Agreement #26-904-11, with Stephen D. Weiss, M.D. (Specialty: General Surgery) , effective December 1, 1999, to amend Contract #26-904-10, to modify the fee schedule set forth in the Additional Provisions, to allow the Contractor to provide three additional weekdays and one additional weekend of on-call surgery coverage services . FINANCIAL IMPACT: This amendment will modify the fee schedule set forth in Contract #25-904-10, Additional Provisions, Paragraph 1. (Payment) , subparagraph b. , to read as follows: "1. b. (1) $1,500 per month, for regularly scheduled on-call coverage services, defined as one (1) 24 hour day out of every four (4) days and one (1) weekend per month, not to exceed an annual total of $18,000; and (2) IL25 per weekday, when requested by County to provide weekday on-call coverage services, in addition to the regularly scheduled on-call coverage services set forth in subparagraph b. (1) , above; and {3} 390 per weekend, when requested by County to provide weekend on-call coverage services, in addition to the on-call coverage services set forth in subparagraph b. (1) , above. " Cost to the County depends upon utilization. As appropriate patients and/or third party payors will be billed for services. REASONS FOR RECOMMENDATIONS/BACKGROUND: On September 21, 1999, the Board of Supervisors approved Contract #26-904-10 with Stephen D. Weiss, M.D. , for the period from August 1, 1999 through July 31, 2002, for the provision of General Surgery services. The need for surgery and on-call coverage has increased, and the Department has been unable to meet these demands for services with the current on-call staff . At the request of the County, Dr. Weiss has agreed to provide three (3) additional weekdays and one (1) additional weekend of on-call General Surgery coverage, in addition to his regularly scheduled on-call services for Contra Costa Regional Medical Center and Contra Costa Health Centers . This Contract includes a six-month automatic extension through December 31, 2000, in the amount of $23,161. FISCAL IMPACT: This Contract is funded by Federal SAPT Block Grant Funds. No County match is required. CHILDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse prevention program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcomes by providing substance abuse education and prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. BACKGROUND./REASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County's population in that it provides specialized substance abuse treatment and prevention programs so that addicted youth are provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self sufficient, and return to their families as productive individuals. On January 26, 1999, the Board of Supervisors approved Contract #24-871-4 (as amended by Administrative Amendment Agreement #24-871-5) with Bi-Beit Corporation for the period from July 1, 1998 through June 30, 1999 (which included a six-month automatic extension through December 31, 1999) for the provision of substance abuse primary prevention services in East County. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): In August, 1597, the State of California Legislature passed Assembly Bill 1542 which brought major changes to the welfare programs previously operated by the State . Among the changes was a provision which required treatment of substance abuse and mental illnesses of Welfare-to-Work participants, when these conditions interfere with participation in Welfare-to-Work activities. Subsequently, the County' s Employment and Human Services Department and Health Services Department signed an Interdepartmental Services Agreement (#21-427) which allowed the Health Services Department to provide substance abuse and mental health services to Welfare-to-Work participants referred by the Employment and Human Services Department . Under Contract #24-558-1, Contractor will provide mental health services, including individual, group and family collateral counseling, case management, and medication management services for Ca1WORKs participants to reduce barriers to employment through June 30, 2000 . REASONS FOR RECOMMENDATIONS/BACKGROUND: On July 28, 1998, the Board of Supervisors approved Contract #26-338 with American Red Cross Blood Services, for the period from September 1, 1998 through August 31, 2001, to provide total blood and blood component products and associated services, as needed, for patients at the Contra Costa Regional Medical Center and Contra Costa Health Centers. Approval of this Addendum #26-338-1 provides for a extension of the Contract through December 31, 2002, and will make minor technical changes to the product line items at the rates specified in the attached rate schedule of the Contract . In accordance with the terms of the agreement, the County agrees to indemnify and hold harmless American Red Cross Blood Services from claims arising from the County' s negligence, in exchange for a similar indemnification and hold harmless inuring to the benefit of the County, which was previously approved by County Risk Management . FISCAL IMPACT: This Contract is 100k funded by the State CalWORKs. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : In August, 1997, the State of California Legislature passed Assembly Bill 1542 which brought major changes to the welfare programs previously operated by the State . Among the changes was a provision which required treatment of substance abuse and mental illnesses of Welfare-to-Work participants, when these conditions interfere with participation in Welfare-to-Work activities . Subsequently, the County' s Employment and Human Services Department and Health Services Department signed an Interdepartmental Services Agreement (#21-427) which allowed the Health Services Department to provide substance abuse and mental health services to Welfare-to-Work participants referred by the Employment and Human Services Department . Under Contract #74-033, Kimberly Mayer will provide consultation, training, and technical assistance to the Department with regard to the administration of the CalWORKs Program, including, but not limited to, assist in the development of policies, procedures, and manuals, monitor State compliance of the CalWORKs program, and evaluate the quality and quantity of services provided to CalWORKs participants, through December 31, 2000 .
