SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE AND AUTHORIZE the Deputy Director - Redevelopment to
execute a Sixth Implementation Agreement extending time schedule
and modifying conveyance provisions for the Coggins Square
Townhouse project, Pleasant Hill BART.
FISCAL IMPACTS
Nene. No General Funds involved.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In 1996 the Redevelopment .Agency entered into a Disposition and
Development Agreement with BRIDGE Housing/Holliday Development/The
Martin Group for development of a 140 unit apartment/townhouse
development on Area 4 at Pleasant Hill BART. The BRIDGE Housing
apartment component is now under construction. The townhouse
component of Halliday/Martin was delayed -in securing construction
financing commitments, and by a partial land use analysis
initiated by the courts. The project is now expected to begin
construction on or before June 1, 2000. It is expected that the
entire project will be built out in one phase, hence the
conveyance provisions will be modified to permit one action of
conveyance.

In the Matter of Resolution No. 2000/78
RECOGNIZING FEBRUARY 21,2000
AS "PRESIDENT'S DAY" IN
CONTRA COSTA COUNTY
WHEREAS, the original version of the holiday was in commemoration of George
Washington's birthday in 1796; and
WHEREAS, by the early 19'h century, Washington's Birthday had taken firm root in the
American experience as a bona fide national holiday; and
WHEREAS, then another revered President,Abraham Lincoln, came along with the first
formal observance in 1865; and
WHEREAS, Lincoln's Birthday did not become a federal holiday like Washington's, it
did become a legal holiday in several states; and
WHEREAS, in 1968 legislation enacted HR 15951 affecting several federal holidays
one of these being Washington's Birthday; and
WHEREAS, the observation was shifted to the third Monday in February each year
which took effect in 1971; and
WHEREAS, while the holiday in February is still officially known as Washington's
Birthday, it has become popularly known as "President's Day"honoring both Washington and
Lincoln as well as all other men who have served as President.
NOW, THEREFORE,BE IT RESOLVED that the Board of Supervisors of the County
of Contra Costa, California, does hereby recognize the third Monday in February as "President's
Day" and encourage all citizens in Contra Costa County to honor both President Washington and
Lincoln, as well as all the other men who have served as President of the United States.
PASSED by unanimous vote of the Board Members present on this 15th day of February,
2000.
