I. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the Clearland Drive Area Traffic Median Island Project
and
ADVERTISE for bids to be received on Tuesday, March 21, 2000, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
22037 of the Public Contract Code.

11. FINANCIAL IMPACT:
The estimated contract cost of the project is $56,200, funded by Local Funds, Measure C (100%).
I11. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed to deter excessive vehicular speeds and reckless driving.
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications
for the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project, have
been filed with the Clerk of the Board and copies will be made available to any interested party
upon request.
The Board reviewed and approved the project on December 14, 1999 and determined the project
to be exempt from the California Environmental Quality Act as a Class 3d Categorical Exemption.
A Notice of Exemption was filed with the County Clerk on December 16, 1999 that the project will
not have a significant effect on the environment.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed.

I. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the 2000 Overlays Project and
AUTHORIZE the Public Works Director to ADVERTISE for bids to be received no earlier than five
weeks after the authorization to proceed is received from Caltrans.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
22037 of the Public Contract Code upon confirmation of project advertisement by the Public
Works Director.

II. FINANCIAL IMPACT:
The estimated contract cost of the project is $2,560,000, funded by Transportation Equity Act 21
(TEA 21) (80%), Measure C (8%), City of Richmond (8%), and City of San Pablo (4%).
Ill. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed to extend pavement life for various roads in West and Central Contra Costa
County.
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications
for the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project, have
been filed with the Clerk of the Board and copies will be made available to any interested party
upon request.
The Board reviewed and approved the project sites on February 2, 1999, November 16, 1999,
and January 18, 2000 and determined the project to be exempt from the California Environmental
Quality Act as a Class 1 C Categorical Exemption. A Notice of Exemption was filed with the
County Clerk on February 2, 1999, November 16, 1999, and January 18, 2000 that the project will
not have a significant effect on the environment.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed.

Project Ng.7517-13W7201-29 RESOLUTION NO. 2000/63
The Board of Supervisors of Contra Costa County RESOLVES that:
The County of Contra Costa on October 6, 1999 contracted with Maggiora and Ghilotti, Inc., for building
a debris drying area at the south end of the Central County Corporation Yard, with Travelers Casualty
and Surety Company of America as surety, for work to be performed on the grounds of the County; and
The Public Works Director reports that said work has been inspected and complies with the approved
plans, special provisions and standard specifications and recommends its acceptance as complete as
of February 1, 2000.
Therefore, said work is ACCEPTED as completed on said date, and the Clerk shall file with the County
Recorder a copy of this Resolution and Notice as a Notice of Completion for said contract.
