SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Department Director, or
designee, to join the Department of Education to create an expanded educational liaison service
for foster youth in Contra Costa County as below.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE AND AUTHORIZE the Employment and Human Services Department Director, or designee, to
join the Department of Education to create an expanded educational liaison service for foster youth in Contra
Costa County:
(1) to contract with the County Office of Education in the amount of $75,000 to provide
educational liaison/support service staff for FY 2000/2001, (#21-673), AND,
(2) to enter into a revenue agreement with the County Office of Education in the amount of
$65,000, provided through the County Office of Education grant fluids, for a foster youth
support service case worker assistant for FY 2000/2001. (#29-099)
FINANCIAL IMPACT:
Funding for the educational liaison/support service staff ($75,000)budgeted as Child Welfare Services.
(50%Federal, 35% State, 15% County) The revenue contract would accept State Department of Education
grant funds. (No County cost)
CHILDREN'S IMPACT STATEMENT:
This contract supports three of Contra Costa County's five community outcomes: "Children Ready for and
Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; and,
"Communities that are Safe and Provide a High (duality of Life for Children and Families" by providing
foster youth services to improve educational outcomes and ensure appropriate timely school placements.
BACKGROUND:
In an effort to improve the educational outcomes of foster youth in Contra Costa County,the Office of
Education applied for and received a grant from the State Department of Education to create a program for
educational advocacy and support for foster youth in group homes. These contracts will extend those services
to all foster children in Contra Costa County. The program intent is to create an interagency system to promote
the educational success of foster youth in their homes and at school. Services are designed to improve
educational performance and personal achievement, directly benefiting the foster youth, as well as,providing
long term cost savings to the state.
The Department of Education, school districts and EHSD are collaborating to effectuate that goal. EHSD will
provide space, equipment and support staff to facilitate the inter-relationship of services between the EHSD case
managers and the educational providers. EHSD will allocate $75,000 in Child Welfare Services funding for
educational liaison/support services staff. EHSD will provide assigned staff to provide data support and
coordination.
Additionally, EHSD will join the Department of Education to develop and solicit outside funding to operate and
expand the program beyond the commitments of the Office of Education, ` ipating school districts, and
EHSD.
