(See attachments) THIS IS A MATTER.FOR RECORD PURPOSES ONLY NO BOARD ACTION WAS TAKEN December 5, 2000 TO CONTRA COSTA BOARD OF SUPERVISORS FROM MARIA LAWRENCE Tel. 925.820.3400 fax 925.820.3570 This is the second time I come before you to speak. I am asking for improvements to be made to a section of Green Valley Road, approximately 1700 feet. This section does not conform to the conditions of approval for development of this road. NO IMPROVEMENTS were made in this section. This section of Green Valley Road has a creek running parallel to the road.. The creek bed is approximately 30 feet lower than the road. The shoulder width varies with a narrow section of about 3 feet behind the guardrail, and a sharp drop to the creek bed. This is a"woodsy"area with many oak trees that are 200-300 years old. Two lots, 501 and 502 have not yet been developed. These lots are on a hill that is approximately at a 65 degree angle to Careen Valley Road. Opposite these lots there is a section where massive amounts of dirt has eroded and the white street stripe is 14 feet from a drop of approximately 30 feet. ISSUES -PUBLIC SAFETY,FIRE,EROSION Pedestrians walking behind the guardrail for safety, on the edge of a 30 foot drop to the creek Fire 12130199 response# 099006497. Massive erosion has already occurred. FACTS 1. #8 Hardsurfaced pedestrian path shall be provided from No 1881 Green Valley Road to connect to the new sidewalk at lot 290. 2. #5 From 1935 Green Valley Road---road shall be widened to 28 feet with dykes in 60 foot right of way.. 3. #15 Sidewalks shall be constructed on all public streets. 4. The county has cut vegetation along the shoulder of the road. This has accelerated erosion and exposed the roots of oak trees that are 200-300 years old. 5. The white street line on east side is 14 feet from a drop of approximately 30 feet to the creek. 6. Green.Valley road has a 5.5 traffic index as compared to Stone Valley Road which has 5.0 traffic index(rated by the county). CONCLUSION Improvements must be made along this section to conform to the conditions of approval for development of this area. Specifically sidewalk on west side, street lights, and curbs. A barrier must be place on the east side of the road to prevent fires, slow the erosion and save oak trees that are approximately 300 years old. Concrete dykes must be place to support the road. This approval is based upon Tentative 'Map dated received by the Planning Department March. 213, 1978; 'as amended # the conditions listed below and the conditions of the Final. Development Pian 301.1-77. a 2. The subdivision shall confrarm to the provisions in Title 9 of the County Ordinance Code. Any variance therefrom must be specifi,clally applied for and shall not be allowed unless listed on the Planning Commissions condi- tional approval statement. 3. The existing curbed section of Green Valley Rood from Stone Valley Read to No. 1881 Green Valley Road shall be widened to a minimum of 32 feet of pavement (two 12-foot lanes plus an 8-foot parking lane) . No reconstruction of existing pavement will be necessary as the vertical and horizontal align- ment of the existing pavement is satisfactory for widening. 4. From No. 1881 to No. 1935 Green Valley Road (the* southerly boundary of Subdivision 5026) the existing pavement shall be widened to 24 feet. Horizontal and possibly vertical realignment of the road will be necessary at the curve at No. 1927 Green Valley Road to provide adequate sight distance. With this exception, the existing pavement has satisfactory vertical and horizontal alignment; widening only will be necessary. S. From No. 1935 Green Valley Road to the bend in the existing road approximately 1,700 feet northerly, the ,road shall be widened to 28 feet with dikes in a 60-foot right-of-gray; There_are; two vertical. curves in thi* section which shall be reconstructed to provide adequate sight distance, based on collector road standards. 6. Northerly of the bund in the existing road (1,700 feet northerly of the boundary of Subdivision 5026) to Lot 290, Green Valley Road shall be con= strutted as a curbed 28-foot street with curbs or asphalt concrete dike in a 60-foot right-of,way. 7. From Lot 290 to the northerly boundary of Subdivision 5026, Green Valley Road shall be constructed to arterial standards (curbed 40-foot street with side- walks) , with appropriate transitions from the 28-foot wide section. 8. A hardsurfaced pedestrian path shall be provided from No. 1881 Green Valley Road to connectto the new sidewalks at Lot 290. Alternatively, the pedestrian path may be routed across the dam for the retention basin to connect to Stone Valley Road and omitted along Green Valley Road south of the basin. . The improvements to Green Valley Road shall be done concurrently, with that phase of the development that will be seared by the road. 10. Sn accordance with the provisions in Section 94-4.414 of the Ordinance Codes, the owners of all existing easements within areas to be conveyed to Contra Costa County for road purposes shall consent to the dedication or deeding of the right-of-way. .... .. ...... .......... . ...... 10/09/00 MON 15:04 FAX 925 313 2333 CCC PUBLIC WORKS 2003 Conditions for Approval Subdivision 5026 Page 2 11. All utility transmission, distribution, and service facilities shall be installed underground. (Ordinance Code Chapter 96-10) 12. The minimum grade for curbs on all streets shall be 1%. (Ordinance Code Section 98-6.004) 13. Traffic control signs, stop signs, centerline striping and pavement markings at all stop signs will be required. These details shall be shown on the improvement plans. The subdivider's engineer will be advised by the Public Works Department of the various signs, striping and pavement markings required when the improvement plans are sub- mitted for review. 14. Street lights shall be installed on all public streets within the sub• division and the entire subdivision shall be annexed to County Service Area. L-42 for the maintenance and operation of the street lights, not including Green Valley Road. (Ordinance Code Chapter 96-6) 15, Sidewalks shall be constructed on all public streets except on cuts-de-sac and as noted on Croon Valley Road in Condition #8 above. 16. No mailboxes will be permitted within the sidewalk. path or trail areas. The placement of mailboxes within the right-of-way shall conform to cur. rent standards of the Public Works Department. The subdivider is advised to contact the Postal Service and find a satisfactory arrangement for mail dOlIVOTY (e.g. , reqU*St, in writing, delivery to individual or grouped mailboxes behind the sidewalks) . 17. Storm drainage conveyed in a concentrated manner on private drives shall not be allowed to drain across the sidewalk into the public streets. The drainage shall be conveyed to a storm drain, or if drained to the street shall be discharged through the curbs by means of County standard sidewalk crus sdrains. 18. At least one 3-inch diameter, non-ferrous drain shall be installed for each lot other than those designated f114" on the tentative map through the curbs and under the sidewalks to provide for future roof drain,, etc. connections from the individual lots. Locations will be determined on the basis of grading and road improvement plans. Exceptlons, are to be allowed where lots do. not drain to streets. 19. Any section of the storm drainage system which convoys storm water to which the public streets and Miner's Cabin way contribute f1bw shall be installed in a dedicated drainage easement. 20, Although the storm drainage system is shown in some detail, commot on the system will be made when the improvement plans are submitted for review. 21. The area shown on the tentative map for the detention basin is acceptable. The final limits shall be determined on the basis of engineering design by the Public Works Department, Land Development Division.
