L RECOMMENDED ACTION:
Approve and authorize the Chief Information Officer of Department of Information Technology or his
designee to execute on behalf of the County agreements with Rockway Precast to provide a precast
building at Kregor that will house county communication equipment at a cost of$139,886 effective
October 1, 2000 through June 30, 2001.

II1. REASON FOR RECOMMENDATION AND BACKGRCI ND•
On October 26, 1999 the Board of Supervisors approved a Board Order that declared an emergency
exists related to the seismic safety of the County's telecommunications infrastructure. Part of the
declaration was retrofitting of the communications and telephone mountings. This contract with
Rockway Precast provides for the replacement of the existing building at Kregor Peak that houses
communications equipment. The building does not meet seismic standards.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If this request is not approved we will not be able to proceed with the seismic retrofitting of this site.

APPROVE and AUTHORIZE the County Administrator to execute a contract extension with Heim,
Noack, Kelly & Spahnn to extend the term of the contract through December 31, 2803 with the
monthly payment of $7,245.50 to remain the same and an increase of actual and necessary
expenses not to exceed $6,000 for the term of the extension.

In December 1998, the Board of Supervisors approved a contract with Heim, Noack, Kelly &
Spahnn for three years with a monthly payment of $7,245.50 per month plus reimbursement of
actual and necessary expenses at an amount of$10,000 over the three-year term. This contract
extends the existing contract for two years under the same terms, conditions and payment levels.

SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
APPROVE the First Amendment effective December 5, 2000 authorizing an increase in the payment
limit from $25,000.00 to $75,000.00 for the consulting services agreement dated February 1, 1999 with
Combined Electrical Resources, 5836 Clayton Road, Clayton, California 94517, for electrical
engineering services for various building remodeling and construction projects. AUTHORIZE the
Director of General Services to execute the amendment. The amendment shall apply to charges for
services from and after August 1, 2000.
II. FINANCIAL IMPACT
Funds will not be encumbered by the amendment except when services are ordered on a project-by-
project basis by the Architectural Services Manager. Each order will include a payment limit and a
work authorization charge number. The services will be charged to the appropriate capital project fund
or to department funds when services are requested by client departments,
III. RECOMMENDATION
Combined Electrical Resources has been providing electrical engineering services for the County since
1994. Combined Electrical Resources is retained on a project-by-project basis to provide various
electrical engineering services including, but not limited to, electrical engineering construction
documents, site assessments and construction administration for various projects when ordered in
writing by the Architectural Division of the County's General Services Department

FIRST AMENDMENT TO CONSULTING SERVICES AGREEMENT
FOR ELECTRICAL ENGINEERING SERVICES FOR
MISCELLANEOUS BUILDING PROJECTS
I. Effective Date and Parties: Effective December 5,2000, Combined Electrical Resources(herein called"Consultant"), a Sole Proprietor, and the
County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows:
2. Purpose: On February 1, 1999,the parties entered into a contract entitled"Consulting Services Agreement,"referred to as the"Agreement,"which
covers electrical engineering services for various building remodeling and construction projects. The Agreement has previously been amended as
follows: NONE. The parties desire to amend the Agreement to increase the payment limit accordingly.
3. Amendment to Agreement:
In the Agreement,Section I(e),change the Payment Limit from$25,000.00 to$75,000.00,an increase of$50,000.00.
4. Effect:
Subject to the revisions made by this and any prior amendments,the Agreement shall remain in full force and effect,

RECOMMENDATION:
APPROVE and AUTHORIZE the County Probation Officer to execute a contract with
Ms. Katherine Thompson in the amount of$42,520.00 to provide consulting services for
the Volunteers in Probation Program from December 1,2000 through September 30,
2001.
BACKGROUND:
This contract position was originally established in the Fall of 1996 under the
SafeFutures Grant program. Ms. Thompson has replaced Ms. Metcalf as Director of the
Volunteers in Probation Program,effective June 1, 2000, Ms. Thompson's last contract
expired on November 30, 2000. The total contract amount was $24,304, which was in
the approval limit for the County Purchasing Agent. We have received from the U.S.
Department of Justice approval of fifth-year SafeFutures funding.
FISCAL IMPACT:
These services are funded through the SafeFutures grant.

RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff-Coroner, or his designee, to execute a contract in the
amount of$95,385, on behalf of the County with Jan Ford to provide services as the"Avoid the 25"
Public Information Director, for the period September 1, 2000 through August 30, 2003.
FISCAL IMPACT:
NONE.The Public Information Director duties are funded by a grant from the California Department
of Traffic Safety for the "Avoid the 25" program.
BACKGROUND:
The "Avoid the 25" grant is a comprehensive, multi-agency, impaired-driver program that focuses
on aggressive traffic law enforcement and public education. A large part of the success of this
program is contingent on public awareness and the coordination of the twenty-five participating
agencies. Jan Ford has been the Public Information Director for this program in Santa Clara,
Alameda and San Mateo Counties, and is experienced with its requirements and objectives.
CONSEQUENCES QF NEGATIVE ACTION:
Failure to enter into the contract would be detrimental to the success of the"Avoid the 25"program.
