RECOMMENDED ACTION: Approve and authorize the Chief Information Officer of Department of Information Technology or his designee to execute on behalf of the County an agreement with RYNO Technology, Inc effective November 27, 2000 through June 30, 2001 in the amount of$162,000. II. FINANCIAL IMPACT: The action if approved will not result in any increased cost to Information Technology. III. REASON FOR RECOMMENDATION AND BACKGROUND: RYNO Technology, Inc. has been retained by DoIT to provide support for WIT and PeopleSoft networks. Currently DoIT does not have trained staff to provide this function. A recruitment is underway, but until a qualified applicant is hired, we need to rely on RYNO for the support of these networks. IV. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract (#21-581-2) with Consumer Credit Counseling Service of the East Bay in the amount of $76,800 for Money Management Services to CaIWORKs participants for the period from 10/1/00 through 9/30/01. FINANCIAL IMPACT: Funded 15% County, 85% Federal. CHILDREN'S IMPACT STATEMENT: The contract supports two of Contra Costa County's community outcomes: (1) "Families that are Economically Self Sufficient" and (4) "Families that are Safe, Stable and Nurturing". Money management education will assist families in establishing a plan to meet living expenses and monthly obligations, thereby, reducing stress on the family unit. BACKGROUND: Consumer Credit Counseling Service of the East Bay has developed and implemented a successful program in Alameda County to address the money management needs of CaIWORKs participants. The agency provides counseling and debt management services emphasizing the need for money management education to"break the cycle" of financial hopelessness. The Employment and Human Services Department recognizes the need for these services and seeks to implement an educational program in Contra Costa County. Personal financial difficulty can impede a CaIWORKs participant's ability to retain long-term employment and housing. Consumer Credit Counseling Service of the East Bay has 35 years of experience providing financial counseling and debt management to the low income population. The program will assist CaIWORKs participants to develop an action plan to meet living expenses and enable them to establish and accomplish financial goals. The contract will provide for payment for the availability of money management educational sessions. In addition, services to individuals, such as,personal debt management, credit report counseling and checking account acquisition will be paid out of the CaIWORKs case as supportive services. FISCAL. IMPACT: None. Plan Review fees cover all costs. BACK+GROUND/REASON!$ FOR RECQMMENDATIONS: The Building Inspection Department has experienced tremendous growth in the demand for services. The ability of the Department to respond to this demand has been constrained by the level of staffing. In order to better respond to this increase in demand, the Department has begun to contract for these services with small plan review firms. In addition to the outside firms, the Department utilized other strategies to address the increase in demand: • The Department authorized overtime compensation to Building Plan Checkers to increase our production rate; • The Department's three Structural engineers voluntarily worked significant amounts of overtime to reduce the backlog of structural plan reviews; • Two new Structural Engineer positions were created and are in the process of being filled. The Department is renowned in the Building Industry for the speed with which building plans are approved. As a result, our long-term customers have become accustomed to the tight time-lines and have been asking us to explore other alternatives. The Department therefore intends to continue to utilize the services of Attri and Associates on an as needed basis as part of the Department's strategy to provide plan check services in a timely fashion. Attri and Associates is a Small Local Business Enterprise. DATE: November 16, 2000 SUBJECT: Emergency upgrade of County Telecommunication Infrastructure- replacement of communication towers Specific Request(s)or Recommendations(s)&Background&Justification I. RECOMMENDED ACTION: Approve and authorize the Chief Information Officer of Department of Information Technology or his designee to execute on behalf of the County agreements with Tower Structures, Inc to engineer, fabricate, and install two communication towers at a cost of$480,000 effective October 1, 2000 through June 30, 2001. 11. FINANCIAL IMPACT: Funding has been provided for this project. 111. REASON FOR RECOMMENDATION AND BACKGROUND: On October 26,1999 the Board of Supervisors approved a Board Order that declared an emergency exists related to the seismic safety of the County's telecommunications infrastructure. Part of this declaration was the replacement of the communications towers at Kregor Peak and Bald Peak. This contract with Tower Structures, Inc. provides for the replacement of those towers. IV. CONSEQUENCES OF NEGATIVE ACTION: If this request is not approved we will not be able to proceed with the seismic retrofitting of these sites.
