SUBJECT: ACCEPT the Family and Children's Trust Committee (FACT)recommendations for
funding of contracts resulting from Request for Proposal #1055 (RFP#1055).
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
I. ACCEPT the Family and Children's Trust Committee(FACT)recommendations for funding of
contracts resulting from Request for Proposal#1055 (RFP#1055).
II. APPROVE AND AUTHORIZE the Employment and Human Services Director,or designee to
contract with the Contra Costa County Department of Education(#21-699)in the amount of$75,000 for
the K-12 Homeless Education Project for the period of December 1,2000 through November 30,2001
AND with Northern California Family Center(#21-638)in an amount up to$25,000 for the Shelter and
Safe Place for Runaways Project for the period of December 1,2000 through November 30,2001.
FINANCIAL ]IMPACT:
No County cost. Funded 50%Family and Children's Trust Fund donations, Community Based Family
Resource funds, Birth Certificate funds(AB 2994)and 50%United Way of the East Bay Area Contra Costa
Leadership Board.
CHILDREN'S IMPACT STATEMENT:
The contracts will support all five of the community outcomes: "Children Ready for and Succeeding in School",
"Children and Youth Healthy and Preparing for Productive Adulthood", "Families that are Economically Self
Sufficient", "Families that are Safe, Stable and Nurturing", "Communities that are Safe and Provide a High
Quality of Life for Children and Families"by providing outreach and supportive services to homeless children
and their families. The goal is to reduce the risks of children who are without stable housing or educational
opportunities and assist families in planning for eventual re-entry into the workforce.
BACKGROUND:
In February 1998,the Board authorized the FACT Committee to issue a Request for Proposal(RFP#1052)for
services for abused and neglected children and their families. One of the specific services requested in the RFP
was supportive services for homeless children and their families. The proposals received by the FACT
Committee in response to the RFP did not target this population. The Committee continues to believe this
population is very high risk and under served in the County.
The United Way of the Bay Area has also targeted this population for supportive services. The FACT
Committee formed a partnership with United Way to jointly fund project(s)to address the needs of the homeless
population. In.September 2000,the Board approved the release of RFP#1055 for supportive services to
homeless children and their families.
The two contracts are in response to RFP#1055 and will provide outreach, education and supportive services to
homeless children and their families in Contra Costa County.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee to contract with

each for services as EHSD One-Stop Center Case Managers for the period of December 1, 2000 through June
30, 2001.
FINANCIAL IMPACT:
No County funds. This contract is funded with 100%Federal and State funds.
CHILDREN'S IMPACT STATEMENT:
These contracts will indirectly support the third community outcome established in the Children's Report Card:
"Families that are Economically Self-Sufficient". Activities under these contracts provide eligibility
determination and employment services case management for individuals enrolled under the Workforce
Investment Act and Welfare to Work programs at two One-Stop Centers in the County.
BACKGROUND:
The Employment and Human Services Department conducted a Request for Interest(RFI)to recruit individuals
to serve as interim One Stop Case Managers on a contract basis for seven months. These contracts are the
outcome of the RFI and resultant interviews.
The contracts fill the need for eligibility determination and employment services case management at the One-
Stop Centers until the end of the fiscal year.

RECONLMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to AMEND

FINANCIAL IMPACT:
No additional County cost. The amendment is a time extension only.

Through increased efficiency,this contract directly supports all five community outcomes identified in the
Contra Costa Children's Report Card, "Children Ready for and Succeeding in School","Children and'Youth
Healthy and Preparing for Productive Adulthood", "Communities that are Safe and Provide a High Quality of
Life for Children and Families", "Families that are Economically Self-Sufficient"; and "Families that are Safe
Stable and Nurturing."
BACKGROUND:
The Board approved EHSD to contract with Oracle on May 2, 2000 for services from April 24, 2000 through
December 31,2000 for development and implementation of data warehouses for both CalWORKs and
CWS/CMS systems. The project implementation was delayed due to unanticipated difficulty in securing
essential staffing,hardware and training necessary to complete the project. A six-month extension is necessary
to complete the project as originally designed.

SUBJECT: Contract Network Technician
SPECIFIC REQUEST(S)OR RECO NDATIONS&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
Approve and authorize the District Attorney to amend the existing contract with Eastridge InfoTecch for Network
'technician services to change the term to be from August 28, 2000 through December 31, 2000, and increase
the payment limit by $18,000 to up to a total of $43,000.00.
FINANCIAL IMPACT:
Funding for this activity is built into the 2000-2001 County budget and is included in the initial Federal;State
allocation to Contra Costa County. In the event that recent State legislation, which requires transition of Family
Support from.the District Attorney to County Administration decreases this allocation, Family Support
expenditures may need to be reduced. Such a reduction may be partially achieved by early termination of this
contract.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
With the acquisition of the additional office space and the expansion of staff, it is necessary to continue the
contract for a network technician position, The additional staff has increased the computer systein support
needs.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve this request would reduce the ability of the District Attorney Family Support Division to
collect and distribute needed child support payments to the families in Contra Costa County.
CRILDREN'S IMPACTSTATEMENT:
The Child Support Program supports one of Contra Costa County's community outcomes: "Families that are
Economically Self Sufficient", by improving efficiency and accuracy in the collection and distribution of child
support payments to families and children. Expected program outcome is: improved effectiveness and efficiency
in the collection of child support and providing better service to families and children.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Risk Manager to execute a contract amendment with Ah Hing to
increase the payment limit by$35,000 to a new payment limit of$85,000 for additional Risk Management
consulting services, with no change in the contract termination date.
FINANCIAL IMPACT:
Costs for risk management related services are funded through the Self-Insurance Trust Funds.
BACKGROUND/REASONS FOR RECOMMENDATION:
Ah Hing has provided services to the County since October 1, 1996. Based on the services provided,
experience and expertise, it is recommended the County continue to contract with Ah Hing. Services
include development of self-insured workers' compensation and liability premium charges for
departments based on payroll and losses; obtain and organize data for actuarial reviews of the County's
self- insurance programs; assist departments in developing insurance requirements, indemnification and
other provisions to protect the County in contracts; work with departments and public contracting parties
to develop reasonable alternatives to standard form contract insurance requirements; obtain and
organize underwriting information required by the County's excess property, general liability, medical
malpractice, bonding, aircraft and workers' compensation insurance carriers; prepare forms for filing of
risk management and safety information required by State and Federal regulatory agencies; and provide
temporary risk management and analytical services for vacant positions.
