Approval of Standard Agreement #28-301-1 with the State Emergency Medical Services Authority SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION() : Approve and authorize the Health Services Director, or his designee (Art Lathrop) , to execute on behalf of the County, a Statement of Compliance, the required Drug-Free Workplace Certification and Standard Agreement #28-301-1 (State #EMS--0059) with the State Emergency Medical Services Authority, in an amount not to exceed $70, 000, for the period from October 1, 2000 through September 30, 2001, for the Emergency Medical Services for Children Project . FISCAL IMPACT: Approval of this agreement by the State will result in $70, 000 of State funding for the Emergency Medical Services for Children Project . No County funds are required. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On December 12 , 1995, the Board of Supervisors approved the County' s Emergency Medical Services (EMS) Plan to provide a comprehensive system within Contra Costa County that assures the best possible care for ill or injured children. On December 1, 1999, the Board approved Standard Agreement #28-301 with the State Emergency Medical Services Authority to provide funding for the first year of a two year-grant to implement the County' s EMS for Children Program. Approval of Contract #28-301-1 will provide funds to allow the County to complete implementation of the Project through September 30, 2001 . FISCAL IMPACT: Approval of this Agreement will result in a total payment to the County of $21, 850 during the term of the Agreement. No County match is required. BACKGROUND/REASONS S) FOR RECOMMENDA'T'ION(3) : on September 21, 1999, the Board of Supervisors approved Standard Agreement #29-441-20 (as amended by Standard Amendment Agreement #29-441- 21) with the State Department of Mental Health for the Conditional Release Program. The agreement provides monies with which the County subcontracts with community-based organizations and a number of board and care homes to provide additional (CONREP) services . Approval of Standard Agreement #29-441.-22 will continue the County' s CONREP Program through June 30, 2001. Five certified and sealed copies of this Board Order should be returned to the Contracts and Grants Unit for submission to the State Department of Mental Health. Department of Health and Human Services SPECIFIC REQUEST($)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMNDED ACTION: Accept, on behalf of the County, Grant Award #29-514 ( (1-H79-TI12420-01) from the U. S. Department of Health and Human Services Center for the Substance Abuse Mental. Health Services Administration (SAMHSA) , for funding in an amount not to exceed $1, 500, 000, for the period October 1, 2000 through September 30, 2001, for the Department ' s Substance Abuse & Mental Health Services for Women Project . FINANCIAL IMPACT: Acceptance of Grant Award #29-514 will result in $1, 500, 000 of the U.S . Department of Health and Human Services (SAMHSA) monies for funding of the Substance Abuse & Mental Health Services for Women Project . No County funding is required. REASONS FOR RECOMMENDATIONS/BACKGROUND: In 1994, Contra Costa County Health Services commissioned a study of dual diagnosis issues in its Mental Health Division and Division of Community Substance Abuse Services. This study calculated the prevalence of substance abuse problems among the serious and persistently mentally ill consumers served by the Mental Health Division and the accessibility of services provided or funded by Community Substance Abuse Services (CSAS) . The Substance Abuse & Mental Health (SAMH) Services for women will create another nexus between the Community Substance Abuse Services (CSAS) and the Mental Health Division of Health Services. CSAS will operate the SAMH program. The goal of the project is to provide more appropriate residential services, preserve the investment in primary treatment through long-term case management, and protect the integrity and quality of service to women in Contra Costa County. FINANCIAL IMPACT: Costs for consultation and technical assistance are funded through the Workers' Compensation Self-insurance Trust Fund. BACKGROUNDIREASONS FOR RECOMMENDATION: The Americans with Disabilities Act provides protection against discrimination to disabled individuals. The Act prohibits discrimination on the basis of disability in employment, public services and public accommodations. The Act makes employment discrimination against qualified individuals with a disability unlawful. It prohibits discrimination in training, promotion, retention and other aspects of employment and requires employers to provide reasonable accommodation to qualified disabled employees and applicants for employment. Skamser & Associates also provides ongoing consultation on a case by case basis on accommodation for existing staff with disabilities, provides consultation and interacts with County Counsel on litigation issues, and maintains a system for the identification of employees being provided job modification and a system for the assessment and response to requests for accommodation. She locates assistive devices and orders equipment. She consults with medical staff on accommodations, fitness for duty and hiring procedures. She provides assistance to departments with program access issues. The contract with Skamser & Associates is for the six- month period, January 1, 2001 through June 30, 2001, at an hourly rate of$60. During that time, the consultative services will be monitored and evaluated.
