SUBJECT: Services to the City of Pittsburg — Building Inspection Program
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Director of Building Inspection to execute a Joint Exercise of Powers
Agreement with the City of Pittsburg to provide Building Inspection services on an as
needed basis.
FISCAL IMPACT
None. All costs will be reimbursed by the City of Pittsburg.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The City of Pittsburg has requested the assistance of the Contra Costa County Building
Department with their Building Inspection program. Being the largest building department
in the County, the Department has the technical ability and experience to perform all
essential tasks associated with the function.
Contra Costa County Building Inspection Department will provide the services consistent
with the guideline and procedures of the City of Pittsburg and applicable codes. The
Department will work closely with the City's Building Inspection Division in the
implementation. This is part of the County's ongoing objective to partner with other cities
to assist them in delivery of quality services to their residents.
This project will require the reassignment of at least two building inspection employees
with suitable experience. As a result, the Department will need to augment Department
staff by two FTEs.

SUBJECT: Contract with Social Security Administration
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or his designee, to execute on behalf of the County, a
contract with the Social Security Administration. This contract will allow the County to receive
reimbursement for providing information regarding inmates who are receiving Supplemental
Security Income benefits while incarcerated. This is a continuous contract, effective on the date
the contract is fully executed.
FISCAL IMPACT:
NONE. The Social Security Administration will provide reimbursement to the Sheriffs Office for
the cost of tracking and reporting inmates who are receiving SSI benefits.
BACKGROUND:
Under the Social Security Act, this program collects information regarding certain confined
individuals who are receiving SSI benefits. By working with the Social Security Administration and
providing this information, the SSA will provide reimbursement to the Sheriff's Office, in amounts
ranging from $100 - $400 per individual reported. In July of 1999, the Board of Supervisors
authorized the Sheriff to sign a contract with the Social Security Administration allowing the Sheriffs
Office to participate in this program. The Social Security Administration has now modified the data
criteria for participation in this program and has requested that we enter into a new contract that
includes this new criteria.

RECOMMENDATIONS
Approve and authorize the Director of Community Development to sign a co-op agreement
with the Transportation Authority for a grant in the amount of$19,750.00.
FISCAL IMPACT
None.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On April 19, 2000 a resolution(#00-09-G) was approved by the Contra Costa Transportation
Authority(Authority) to award funds to a grant application submitted by the County on behalf
of the Contra Costa Centre Association(LCCA) for the Transportation Fund for Clean Air
(TFCA)Program. The CCCA is an organization of property owners in the Pleasant Hill BART
Station area that was organized to jointly implement various trip reduction programs, including
a vanpool program to reduce auto trips to the area. This grant proposes to use TFCA funds for
the Pleasant Hill BART/ Shadelands Bicycle Access Project.

RECOMMENDED ACTION:
AUTHORIZE the Employment and Human Services Director, or designee to APPLY for and ACCEPT a Weed
& Seed Grant(#29-102) from the U.S Department of Justice, Office of Justice in the amount of$225,000 for the
period of July 1, 2000 through June 30, 2001.
FINANCIAL IMPACT:
No County funds. This agreement is funded with 100%Federal Department of Justice Weed& Seed funds.
CHILDREN'S IMPACT STATEMENT:
This grant application directly supports the fourth and fifth community outcomes established in the Children's
Report Card: "Families that are Safe, Stable and Nurturing" and "Communities that are Safe and Provide a High
Quality of Life for Children and Families".
BACKGROUND:
This action enables the County to apply for and receive continued funding to address crime prevention programs
in targeted areas. Activities under the ensuing contracts will continue to support crime prevention and
intervention through increased school attendance, employment readiness, mentoring, conflict mediation and
after school programs.
On March 28, 2000,the Board transferred the responsibility for the Federal Weed& Seed Program to the
Employment and Human Services Department. The Department now requests the authority to apply for and
accept funding for the continuation of the programs that are currently running.

Workforce Investment Act client services in the Concord One-Stop Career Center in the amount
of$24,000 for the period November 1, 2000 through June 30, 2001.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Director, Employment & Duman Services Department, or his designee, to
ACCEPT funding from Diablo Valley College (#29-103) for providing Workforce Investment Act client
services in the Concord One-Stop Career Center in the amount of $24,000 for the period November 1, 2000
through June 30, 2001.
FINANCIAL IMPACT:
No County Costs. These funds will pay for one part-time staff person to provide client services in the Concord
One-Stop Career Center.
CHILDREN'S IMPACT STATEMENT:
This action will indirectly support the third outcome, "Families that are Economically Self-Sufficient". Staff
funded by this award will provide workforce development client services.
BACKGROUND:
The Workforce Investment Act of 1998 mandates the community college district participate in the One-Stop
Career Center system. Diablo Valley College (DVC) has offered $24,000 in their workforce development
funding to the Employment & Human Services Department to hire a part-time Administrative Aide - Project
at step 7 to provide direct client services in the Concord One-Stop Career Center.
