RECOMMENDATIONS
APPROVE and AUTHORIZE the Deputy Director—Redevelopment to execute a contract in an
amount not to exceed $250,000 with Lennertz Coyle &Associates for a design charrette for
the BART property at Pleasant Hill BART.
FISCAL IMPACT
Redevelopment funds only have been budgeted for this purpose. The costs of the design
charrette will be reimbursed to the Agency by the BART property developer upon submittal of
entitlement applications once the charrette program has been completed.

BACKGROUNDIREASONS FOR RECOMMENDATIONS
The Pleasant Hill BART Specific Plan amendments of 1998 included a provision for a Community
Planning Program for the BART property(Areas 11112). The Community Planning Program was away
to learn from the past,to capture the Interest of the present,and to direct it to realizing the significant
community development potential of the BART property at the Pleasant Hill Station. In the fall of 1999
a Community Planning Program was undertaken, however it failed to yield the desired results even
though it had been conducted in a very professional and thorough manner.
The 1999 Community Planning Program did not achieve the desired results In large part because the
community design principles which have proven to be acceptable to the neighborhood interests and
property owners are not explicitly set forth in the adopted Specific Plan. The adopted Specific Plan
design and development guidelines were incomplete when measured against the design principles
deemed desirable—New Urbanism. New Urbanism reflects a set of principles that governed urban
development prior to the automobile becoming the predominant shaper of our urban form and
individual urban projects. These principles emphasize compact and pedestrian-friendlydistricts,mixed
uses,and buildings and landscapes that define streets and public spaces. Buildings actively engage
the street. The Board's January 2000 approval of an office project(Station Oaks on Area 78)In the
Pleasant Hill BART Station area occurred using New Urbanism planning/design principles.
An aspect of the New Urbanism design philosophy is the use of a design charrette. A charrette Is a
rigorous and inclusionary planning process,which combines public participation and the input of an
interdisciplinary team of development experts including land planners, architects, economists,
engineering, and finance. The Lennertz & Coyle firm, based In Portland, Oregon, is nationally
renowned for its ability to conduct design charrettes. Their team Includes Strategic Economics and
CSG Advisors,economists;Fehr&Peers,transportation planning;Nelson Nygaard,transit planning;
Urban Advantage, computer visualization;and a community outreach consultant to be determined.
It Is expected that the design charrette will be undertaken in January and February, 2001. A final
product will be prepared at the conclusion. This final product would include most of the
design/development specifications necessary for submittal of a rezoning application by the BART
developer.
