FROM: TONY COLON, DIRECTOR COMMUNITY SERVICES DEPARTMENT DATE: December 5, 2000 SUBJECT- APPROVAL OF EMPLOYEE RECOGNITION EXPENDITURES. SPWMC MUESTM OR RECOMMENDATIONO&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE payment by the Auditor Controller of sponsored and authorized events for the recognition of employees by the Community Services Department. AUTHORIZE the Community Services Department to expend funds approved by the Community Services Department Director in support of the Department's effort to recognize outstanding accomplishments by Department staff. Authorized expenditures will include awards and other purchases aimed at building employee morale and will comply with the Department's policies governing such actions. AUTHORIZE the Community Services Department Director or designee to make payment for these authorized expenditures through established purchasing systems, or from petty cash when appropriate. II. FINANCIAL IMPACT: These expenditures are coded to the appropriate funding source and reimbursed with federal, state and county funding. Expenditures of county funds will be limited to $5,000 each fiscal year. Expenditures of federal and state funding will be limited to $15,000 in total for each fiscal year. All costs are normally claimed as allowable to federal and state funding sources. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Currently, the Auditor Controller does not have authority to pay for expenditures made in recognition of the achievement and efforts of Community Services Department employees. Please see the attached Department Policy for safeguards and a list of authorized items of expense. AW AP Community Services Department Policy for Purchasing Items for Recognitions and Morale Pu pose: To explain the County's rules and our Department's policies relating to purchasing of items for recognition and improvement of morale of Department employees. Procedure: The Community Services Department is authorized by our funding sources to incur costs to improve working conditions, employer-employee relations, and employee morale. Attachment(1) is a list of the items that maybe purchased for recognition and for improvement of employee morale. No item purchased shall cost more than$50 and will only be distributed upon the specific approval of the Director of the Community Services Department. Sauards: Any request for purchase of these items will be submitted on the Community Services Department's Requisition form and submitted via the appropriate division director to the Community Services Department Director for approval. If approved the requisition will be forwarded to the fiscal unit for purchase action. The fiscal unit technician will verify that the proper approvals were obtained,prior to submission to the Head of the Fiscal Unit for approval.
