RECOMMENDATION(S) :
Approve and 'authorize the Health Services Director, or his
designee (Frank Puglisi, Jr. ) , to execute on behalf of the County,
Cancellation Agreement #26-948-4 with Frank Broucek, M.D. ,
effective at the close of business on November 30, 2000 .
FINANCIAL IMPACT:
None.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
On August 10, 1999, the Board of Supervisors approved Contract
#26-948-3 with Frank Broucek, M.D. , for the period from July 1,
1999, through June 30, 2002 , for the provision of administrative
and psychiatric services and to act as Chief of Psychiatry and
Psychology of the Contra Costa Regional Medical Center and Contra
Costa Health Centers .
The Contractor notified the Department that he wished to terminate
his services under Contract #26-948-3 . Therefore, in accordance
with Medical Specialist Employment Contract Paragraph 3 .
(Termination) of the Special Conditions, the Department and
Contractor have agreed to a mutual cancellation of this Contract .
Approval of this Cancellation Agreement #26-948-4 will accomplish
this termination.

RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Frank Puglisi, Jr. ) , to execute on behalf of the County, Contract
#26-164-3 with Agostini & Associates, in an amount not to exceed
$150, 000, for the period from November 1, 2000 through October 31,
2001, to provide temporary nursing registry services to Contra Costa
Regional Medical Center and Contra Costa Health Centers .
FINANCIAL IMPACT:
This contract is included in the Health Services Department Enterprise
I budget .
REASONS FOR RECOMMENDATIONS/BACKGROUND:
There is a nationwide nursing and healthcare staff shortage, and in
spite of persistent efforts to recruit nurses and other healthcare
staff, the Department has had to rely heavily on registry services in
order to provide quality nursing care for patients .
On December 7, 1999, the Board of Supervisors approved Contract #26-
164-1 (as amended by Contract Amendment Agreement #26-164-2) with
Agostini & Associates, for the period from November 1, 1999 through
October 31, 2000, to provide temporary nursing staff to assist Contra
Costa Regional Medical Center and Contra Costa Health Centers during
peak loads, temporary absences, and emergency situations .
Approval of Contract #26-164-3, will allow Agostini & Associates to
continue to provide temporary nursing registry services, as requested
by the Department, through October 31, 2001 .

RECOMMENDATION(S�:
Approve and authorize the Health Services Director to execute on
behalf of the County, Contract #23-271-3 with NSP, Inc. , in an
amount not to exceed $376, 500 to provide the Department with
temporary computer programmers and analysts for the period from
November 1, 2000 through October 31, 2001 .
FISCAL IMPACT:
Funding for this Contract is included in the Department ' s Enterprise
I budget .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
In November 1999, the County Administrator approved and the
Purchasing Services Manager executed Contract #23-271 (as amended
by Contract Amendment Agreements #23-271-1 and #23-271-2) with NSP,
Inc. , for the period from November 1, 1999 through October 31, 2000,
to provide the Department with temporary computer programmers and
analysts.
Approval of Contract #23-271-3 will allow the Contractor to continue
providing service through October 31, 2001 .

FamiliesFirst, Inc.

RECOMMENDATIONS} :
Approve and authorize the Health Services Director or his designee
(Donna Wigand) to execute on behalf of the County, Contract
Amendment Agreement #74-070-1 with FamiliesFirst, Inc . , effective
December 1, 2000, to amend Contract #74-070, to increase the Payment
Limit by $70, 200, from $87, 600 to a new Payment Limit of $157, 800 .
FISCAL IMPACT:
This Coni:ract is 100% funded by State EPSDT, SB90 funds, and Mental
Health Realignment (offset by Medi-Cal FFP)
Contractor will bill Medi-Cal through the current County system
under the Rehabilitation Option for all eligible services, and the
Federal Financial Participation will accrue to the County.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that
it provides mental health day treatment for wards of the court to
reduce the need for hospitalization.
On August 15, 2000, the Board of Supervisors approved Contract
#74-070 with FamiliesFirst, Inc. for the period from July 1, 2000
through June 30, 2001, for operation of an intensive day treatment
program for Seriously Emotionally Disturbed (SED) adolescents.
Approval of Contract Amendment Agreement #74-070-1 will allow the
Contractor to provide services to additional Seriously Emotionally
Disturbed (SED) adolescents through June 30, 2001 .

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Novation
Contract #29-335-13 with the City of El Cerrito, to provide
congregate meal services for County' s Senior Nutrition Program, for
the period from July 1, 2000 through June 30, 2001. This Contract
includes a three-month automatic extension through September 30,
2001 .
FISCAL IMPACT:
No County cost is included.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County' s population in that
it provides an average of 50 meals per day, five days per week, for
senior citizens in E1 Cerrito.
On September 21, 1999, the Board of Supervisors approved Contract
29-335-12 with the City of El Cerrito, for the period from July 1,
1999 through June 30, 2000 (which included a three-month automatic
extension through September 30, 2000) for the provision of
congregate meal services for County' s Senior Nutrition Program.
Approval of Novation Contract #29-335-13 will replace the three-
month automatic extension under the prior Contract and will allow
the Contractor to continue providing services through June 30, 2001 .
